비행청소년의 재범방지를 위한 청소년회복센터의 제도화 과정에 관한 연구

이 연구는 소년보호처분 중 1호처분을 보호하고 있는 청소년회복 센터의 제도화 과정에 대해서 분석하였다. 연구방법은 우리나라의 소년보호처분과 외국사례, 청소년회복 센터의 운영특성을 살펴보기 위해서 내용분석을 활용하였다. 그 결과 우리나 라의 보호처분은 시스템이 이원화되어 있어 재범예방에 어려움이 있었다. 이를 개선하기 위해 청소년회복 센터를 도입하여 경미한 비행전력을 가지고 있는 보호소년을 전문적으로 보호하고 교육을 하고 있다. 그러나 제도적으로 뒷받침이 없어 심각한 재정난을 겪고 있고, 전문 인력과 집중치료를 위한 프로그램도 도입되지 못하고 있는 실정이었다. 이에 대해 부산가정법원과 센터장, 후원단체의 노력으로 청소년복지지원법상의 청소년회복 센터로 등록되어 법적 보장을 받게 되었다. 이러한 법적 보장을 받을 수 있었던 여러 가지 노력들을 제시하고 미래발전적인 위탁시설이 되기 위한 실천적 과제를 제시하였다. 즉 사회운동차원에서 청소년비행을 예방하고, 전문 인력과 프로그램을 개발하고, 만사소년을 거점센터로 하여 인력을 양성하고, 매뉴얼을 개발할 필요성이 있음을 제시하였다. 무엇보다 보호소년들의 회복에 초점을 맞추고, 부모와의 갈등과 피해보상 등에 중점을 두도록 해야 하며, 청소년회복 센터는 보호소년을 대상으로 한 사업이 아니라 사회복지라는 것에 초점을 두어야 함을 강조하였다 This study analyzed the institutionalization process of youth recovery center protecting those under the disposal no. 1 among the Juvenile Protection Disposal. Content analysis was performed in this study to look at the operational characteristics of youth recovery center, South Korean juvenile protection disposals and relevant foreign cases. As a result, it was found difficult to effectively prevent crime repetition in South Korea for its dualized protection disposal system. To improve the situation, the country has established the youth recovery center to professionally protect and educate the youths with misdemeanors under protection. But without proper systematic support, the center has serious financial problems and has not introduced more professional personnel and intensive-care programs. in this situation, thanks to the efforts of the family court of Busan, center head and supporting organizations, the center was registered as youth recovery center recognized by the Youth Welfare Support Act to enjoy legal protection. This study presented multiple efforts leading to such legal protection successfully along with practical tasks for it to become a future-oriented facility.

지역환경이 아파트가격에 미치는 영향에 관한 연구 - 목포시 하당평화광장을 중심으로

1. CONTENTS<BR> (1) RESEARCH OBJECTIVES<BR> In Mokpo city, the focused area of this study, there are many economic and social environments change these days. For example, the west-coast expressway, the construction of new outer port, the connection of bullet train and the movement of provincial headquaters. In this study, although it happened long-term depression in the past of Mokpo city, these new changes have widely influenced on people"s preference pattern in housing.<BR> The goal of this study is to find out changing value of apartment in Hadang New Town through the Hedonic price function model. For developing this study, specific areas(Sinheung-dong, Hadang-dong, and Okam-dong) were firstly chosen. This study considers the following independent variables in these areas Physical quality, Living condition, environment. Whereas apartment price list in the first quater of 2006 was analyzed as a dependent variable using Hedonic price function model.<BR> (2) RESEARCH METHOD<BR> Empirical analysis: Hedonic price function model<BR> (3) RESEARCH RESULTS<BR> Firstly, the supposition, distance from Hadang Peace Park affecting apartment price can be adopted by proving three revolution models. Secondly, It observed, apartment that have Spacious, Layer of apartment(from 5 to 13), individual heating system and stair style depend on how expensive one is. Thirdly, apartment which was recently built and close to the hospital make it expensive. At last, to figure out the relations between distance from Hadang Peace Park to apartment and apartment price by using Scatter diagram method. I can get the result that price is expensive if the distance is close, and also find out that relations between distance and date of construction are very high.<BR> 2. RESULTS<BR> Hadang New Town has a good view of mountains and the ocean, especially there is fair large enough square, so residents can get the cultural flavor and amenities. Futhermore young and middle age people have lived there, it"ll make positive effect to resident"s life in that area and even in terms of price. According to the movement of Jeonnam provincial headquarters, the Hadong Peace Park has been heavily effecting on the price of the house more. In the future, it is crucial that urban government should know features of the house desire and the location which customers want in this area.
