        There has been some research on small schools and community-connected schools in Korea, but few have been sustained with concrete results. The recent challenges of securing school land, the need for smaller schools because of declining of the number of students’ population, and the need for adjustment and dispersion of overcrowded classes have led to the need to establish a completely different type of school. In Korea, there are many cases where schools are combined with libraries, local cultural facilities, health centers, welfare facilities, and sports facilities, but there have been no cases where schools have been established in conjunction with residential facilities. Like the cases of London and Paris in Europe, where it is difficult to secure school sites, there is great significance in establishing schools in conjunction with residential facilities in areas where it is difficult to secure sites in the urban centers of Seoul and Gyeonggi.

        There is an absolute shortage of teachers in rural areas. The integrated management school is also expected to contribute to solving this problem by deploying the right number of teachers who avoid duplication of the same and similar subjects between school classes. However, because of declining the number of students, it is now required to establish a completely new type of school, not just an integrated school with only two school classes. The purpose of this study is to examine the integrated staffing and financial support system for the establishment of an integrated school for the lower grades of kindergarten and elementary school and a joint residential facilities, which should respond creatively and actively to social phenomena caused by increasing the number of elderly and declining the number of students, and respond to various changes in the educational environment and social needs.

        키르기스스탄의 특수교육 및 통합교육 지원을 위한 교육 ODA(공적개발원조)사업의 수요 분석

        연구목적: 본 연구는 키르기스스탄의 특수교육 및 통합교육 지원 요구를 파악하여 향후 교류 협력의 방향성을 모색하기 위한 목적으로 수행되었다. 연구방법: 이를 위해 키르기스스탄 현지의 특수교육 및 통합교육 서면 자료, 법령, 선행연구 등을 통해 관련 개념과 현황을 분석하였으며, 현지 전문가의 심층 면담을 실시하였다. 연구결과: 첫째, 특수교육과 통합교육의 개념을 정립하기 위해서는 학생들의 개별화된 교육적 요구를 고려한 실질적인 장애아동 발견 시스템 및 요구 파악이 이루어져야 한다. 둘째, 특수교육 서비스 제공을 위한 포괄적인 접근 방식에 대한 모델 개발과 인적 자원을 마련하는 것이 절실하다. 셋째, 특수교육 및 통합교육 담당인력의 수급 및 지위가 향상이 필요하다. 넷째, 한국의 특수교육 발전 과정, 당면 과제 등을 포함하여 두 나라 간 경험을 공유하고 장기적이고 파트너쉽 개발을 위한 방안이 모색되어야 한다. 결론: 이러한 연구결과에 따른 논의와 향후 지원 방향, 후속연구의 방향성을 제시하였다. Purpose: This study was conducted to identify Kyrgyzstan's demand for support for special education and integrated education and to seek the direction of future exchange and cooperation. Method: To this end, related concepts and current status were analyzed through written data, laws, and prior studies on special education and integrated education in Kyrgyzstan, and in-depth interviews with local experts were conducted. Results: First, in order to establish the concept of special education and integrated education, it is necessary to identify the actual discovery system and needs of children with disabilities in consideration of the individualized educational needs of students. Second, it is imperative to develop a model and provide human resources for a comprehensive approach to the provision of special education services. Third, it is necessary to improve the supply and status of personnel in charge of special education and integrated education. Fourth, it is necessary to share experiences between the two countries, including Korea's special education development process and challenges, and to find ways for long-term and partnership development. Conclusion: The discussion according to these research results, the direction of future support, and the direction of follow-up research were presented.
