축제와 일반농가민박을 이용한 지역활성화 방안 -의성 산수유꽃축제와 프랑스지트 도입을 중심으로-

축제와 민박을 연계하여 농촌 활성화에 도움이 될 수 있는 방안을 찾기 위하여 프랑스와 유럽의 사례를 비교, 연구하며 도출한 결과는, 지금까지 경제도약을 위하여 우리 사회가 조금은 등한시한 친환경, 미화, 여성, 다문화, 슬로라이프, 개성 등의 가치에 좀 더 진지한 의미를 부여하고 이를 근거로 일반농가민박을 성공적으로 활성화하여 도시민을 농촌으로 초대하는 것이다. 환경용량제를 도입하여 군 지역 전체를 청정 농촌으로 바꾸고, 고택만이 아니라 농민들이 거주하고 있는 농가와 주변을 아름답게 손질하여 정성이 담긴 농가음식을 함께 나누는 것이 도시민들의 감성을 자극하는 지름길이 될 것이다. 이러한 역할을 주도적으로 담당할 여성들에게는 마땅히 합당한 처우를 해야 할 것이며 미래의 세대교체에 일익을 담당할 다문화 가정의 이주여성들에게는 그들만의 공간을 제공하여 새로운 융합다문화 시대를 여는데 동참시켜야 할 것이다. 지역 사회에 남아 있는 5일장과 같은 무형문화재의 보존과 달구지 활성화와 같은 슬로시티 실천으로 지나가는 도시민의 발걸음을 멈추게 해야 할 필요가 있고, 농가민박 활성화가 농촌 사회의 고용문제 해결로 이어질 수 있다는 신념을 가지고 민박사업에 대한 전문가적 자질을 갖추도록 노력을 경주해야 할 것이다. 이러한 활성화 사업에 있어서 각기 다른 농가의 사정에 적합한 행정관청의 맞춤형지원이 뒤따른다면 분명, 농촌 사회의 새로운 도약에 윤활유가 될 것이다. After analyzing the Sansuyu Flower Festival and Farmstay of the Uiseong region by comparing with examples of France and Europe, we got some suggestions contributive to their improvement. In the future Korean society will be integrated into a wide variety of policies, concepts and values regarding Eco-village, Beautiful village, women, Pluriculturalism, Time value, Slow City, personality and so on. By applying the Environmental Volume System to each village, the first step towards improvement consists of the cleanliness of the countryside. If we create a garden of flowers to attract citizens next to garbage like bottles of chemical product for agriculture or the waste of greenhouse plastic, this place would be visited by some bees but no tourists because a human being might, first, detect the contamination. We also need to reconsider the concept of rural houses. If we recognize that Gite de France does not count only on the old traditional houses, rare in Korea and concentrated to certain regions, we must broaden the concept of rural rent house up to ordinary houses. Human relationship between the house owner and the guest would be greater for the development of rural tourism than ghostly traditional house. Role and right of women are to be redefined. Task of beautifying the countryside depends almost on the hands of women. However, they are often invited to perform the tasks but disregarded in compensation. If the share of their endeavor is accumulated directly on the bank account without going through their husbands, they will be more motivated. For marriage immigrant women, we need to agree for the necessity of a square, space not only during the festival but also routinely. This kind of consideration will encourage increasingly their will of integration in Korean society. The unequal sharing of the restroom space will be also a part of realization of the equality between two sexes. The Slow City performance needs be carried out during the festival as well as in everyday life: carts drawn by oxen or 5th day markets without car for example. All these proposals are feasible under two conditions. The farmers engaging to Gite Korea Project ought to acquire the qualification of the tourist business. On the other hand, the administration needs to adopt other tactics than the centrism: respect differences of each Korean farmhouse and offer tailored support.
