사회복지조직에서의 조직동일시가 조직시민행동에 미치는 영향 - 직무만족과 조직몰입을 매개변인으로 : 사회복지조직에서의 조직동일시가 조직시민행동에 미치는 영향

본 연구는 사회복지조직 종사자들의 조직시민행동에 영향을 주는 요인을 살펴보기 위하여, 조직동일시를 독립변인으로 하고 직무만족과 조직몰입을 매개변인으로 하여 변인들 사이의 인과관계를 구조방정식 모형검증을 통하여 알아보았다. 구조모형에 대한 검증 결과, 조직동일시, 직무만족, 조직몰입의 정도가 높을수록 조직시민행동이 유의미하게 높아지는 것을 알 수 있었다. 조직동일시는 본 구조모형의 매개변인인 직무만족과 조직몰입에 유의한 영향을 미쳐 조직동일시의 정도가 높을수록 직무만족도와 조직몰입도도 높아지는 것으로 나타났다. 급변하는 사회환경 속에서 조직 구성원들 간의 자발적인 행동인 조직시민행동을 유도하는 것은 사회복지조직의 효과성과 효율성을 높여 사회복지기관의 경쟁력을 향상시킬 수 있게 한다. 따라서 사회복지조직에서는 직원들의 조직동일시를 높여 적극적인 참여를 유도하고, 직무만족 및 조직몰입도 향상시킬 수 있는 방안을 강구해야 한다. The purpose of this study was to examine the variables affecting on the employees’ organizational citizenship behavior in social welfare organizations. For the purpose, a structural equation model was constructed to investigate the causal relationships between organizational identity and organizational citizenship behavior mediated by job satisfaction and organizational commitment. It was found that the organizational identity, job satisfaction, and organizational commitment have positive impacts on improving employees’ organizational citizenship behavior through the structural equation model testing. Mediating roles of job satisfaction and organizational commitment were also found in the relationship between organizational identity and organizational citizenship. In this rapidly changing society, improving employees’ voluntary organizational citizenship behavior in social welfare organizations will contribute to increase organizational effectiveness and efficiency. Therefore, social welfare organizations need to try to increase their employees’ organizational identity.

지역사회복지관의 서비스 질이 서비스 만족도에 미치는 영향에 관한 연구

  본 연구의 목적은 지역사회복지관의 서비스 질의 수준을 평가하고, 서비스 질이 서비스 만족도에 미치는 영향을 탐색하기 위한 것이다. 지역사회복지관의 실정에 적합한 서비스 질을 측정하기 위하여, 서비스 질의 세 가지 차원과 서브퍼프 기법(SERVPERF)을 활용하여 서비스 질 척도를 재구성 하였다.<BR>  본 연구의 분석결과, ‘직원서비스’(Beta=.298), ‘시설환경서비스 질’(Beta=.283), ‘프로그램서비스 질’(Beta=.179)의 순으로 서비스 만족도에 영향을 미치는 것으로 나타났다. 또한 인구학적 변인(연령, 혼인, 학력, 주거, 소득, 이용빈도, 이용기간) 중에서 ‘이용빈도’(Beta=.103)가 유의미한 변수로 관찰되었으며, 사업인지도(이용전 인지도, 현재사업인지도) 중에서 ‘현재사업인지도’(Beta=.094)가 서비스 만족도에 영향을 미치는 요인으로 관찰되었다. 분석변수의 전체 설명량은 42.4%(R2 =.424)로 나타났다.<BR>  본 연구는 마케팅 영역에서 활성화되어 실시되어 온 서비스 질 측정방법을 지역사회복지관의 실정에 맞게 재구성하여, 지역사회복지관의 서비스 질 측정방법과 서비스 만족도 증진노력을 위한 연구에 기여하였다.   The objective of this study is to analyze the degree of service quality and the satisfaction factors in social welfare service, using the SERVPERF indicators and the service quality dimension. For the study, literatures on the service quality concept and service quality evaluation techniques, and relationships between customer satisfaction and service quality were reviewed. 484 questionnaires collected from analyzed.<BR>  The result of the study shows that following factors which has been influenced the customer satisfaction in the Community Welfare Center: Relationship Service Quality(Beta=.298), Environment Service Quality(Beta=.283) and Program Service Quality(Beta=.179). To increase the users’ satisfaction, the community welfare center tries to improve worker’s attitude toward users and service environment.

한부모가족복지시설 효과성 연구

본 연구는 한부모가족복지시설 효과성 분석을 통하여 시설거주 한부모가족의 현황을 파악하고, 한부모가족복지시설의 발전방향에 대해 논의하고자 하였다. 이를 위해 한부모가족복지시설 입소자를 대상으로 한 설문조사와 심층면접조사를 통해 입소 이후 어떠한 변화가 있었는지를 분석하였다. 분석결과, 시설 입소 후 기본생활, 경제생활, 주거생활, 자녀양육, 심리적 상황 및 사회적 지지망 등의 모든 측면에서 긍정적인 변화가 있는 것으로 나타났다. 면접 참여자들은 안정적인 자녀양육과 경제활동을 통한 자립뿐만 아니라 사회적 지지망과 심리적 안정을 위해 시설이 꼭 필요하다는 것을 피력하였다. 한부모가족복지시설은 일·가정양립이 가능할 수 있도록 부모에게는 든든한 지원군이 되어주었고, 아이들에게는 보호의 울타리가 되어주었다. 안전한 주거생활환경뿐만 아니라 다양한 프로그램을 통해 심리적, 정서적 안정과 사회적 지지와 관계망을 형성함으로 사회에서 당당한 1인으로 살아갈 수 있는 기반을 마련해주었다. 본 연구의 이러한 분석결과는 첫째 한부모가족복지시설이 지역 한부모가족 지원의 거점 기능을 담당해야 하고 이를 위한 전문인력이 필요하며, 둘째 시설 거주기간의 연장과 수급기준의 완화, 셋째 시설프로그램의 확대와 서비스 질 유지·향상, 넷째 한부모가족복지시설에 대한 정보 공유와 홍보 확대가 필요함을 시사한다. This study tried to understand the current status of single-parent families residing in institutions through an analysis of the effectiveness of welfare institutions for single parent families, and to discuss the development direction of welfare institutions for single parent families. For this purpose, we analyzed what changes occurred after entering welfare institutions for single parent families through a survey and in-depth interview survey. As a result of the analysis, it was found that there were positive changes in all aspects such as basic life, economic life, residential life, child rearing, psychological situation and social networks after entering the institution. Interview participants expressed that institutions were essential not only for stable child rearing and economic activity, but also for social networks and psychological stability. welfare institutions for single parent families have been a strong support for single parents and a fence of protection for children so that work-family balance was possible. Through various programs, not only a safe residential living environment, but also psychological and emotional stability, social support, and networking have provided the foundation for living as a dignified individual in society. The results showed that first, welfare institutions for single parent families should be in charge of the function of a base for supporting single-parent families in the region, and for this purpose, professional manpower is required; second, extension of the period of residence and relaxation of supply standards; third, it suggests that expansion of institution programs and maintenance and improvement of service quality; fourth, information and promotion on the welfare institutions for single parent families are necessary.

본 연구는 기업사회공헌 활동이 기존의 기업의 사회적 책임(CSR)에서 공유가치창출(CSV)로 전환되면서 기업자선활동 -전략적 사회공헌활동- 지역사회투자활동으로 발전해 나감을 밝히고자 하였다. 모범사례로서 CJ도너스캠프의 전남지역 나눔캠페인을 분석하여 국내 향후 국내의 기업사회공헌 활동이 발전해 나갈 수 있는 발전방향을 제시하였다. 또한 지역사회를 중심으로 한 다양한 이해관계자들이 중간지원조직을 포함한 네트워크를 형성하고 그 효과성을 살펴보았다는데 연구의 의의가 있다. 결국 기업의 지속적인 지원이 사회적자본 형성을 가능하게 하고, 이해관계자들의 상호신뢰를 바탕으로 적극적인 참여가 사업 의 성과를 높이는 선순환 구조를 창출할 수 있음을 확인하였다. This study is to reveal the developmental stage from 'Philanthropy' to 'Strategic Philanthropy' to 'Community investment' (suggested by Andrew Wilson), due to the shift of thought about corporate philanthropy form Corporate Social Responsibility(CSR) to Creating Shared Value(CSV). As a model case, the outcome of 'CJdonorscamp' of Jullanam Province community sharing campaign was analysed to suggest the future prospects of domestic corporate philanthropy. And effectiveness of networking various stakeholders was examined including intermediary organization. Finally, this study confirmed the virtuous cycle that corporate continuing support makes it possible to form the social capital, and stakeholders' active participation based on the mutual trust results in the good business outcome.

양극화 문제 해소를 위한 사회 안전망 구축 방안

최근 우리 사회의 양극화 현상에 대한 우려의 목소리가 높아져가고 있다. 경제성장이 고용을 늘리고 부분적이나마 복지를 개선했던 ‘한국형 경제모델’이 약효가 떨어진 것이다. 오히려 한국형 경제모델의 결과가 ‘양극화’ 현상으로 나타나고 있는 것이다. 이같은 성장-고용-복지의 순환고리가 단절된 지점에 저출산/고령화/가족해체 증가 등의 사회문제가 사태를 더욱 심각하게 만들고 있다. 이와 같이 우리 사회의 급증하는 복지수요의 해결을 위해 공공부문의 사회보장이 강화되어야 하겠지만, 정부의 복지예산과 프로그램은 급증하는 복지수요를 충족시키기에는 역부족인 상황이다. 정부의 재원만으로는 사회복지에 필요한 자원이 충분하게 조성될 수 없기 때문에 민간의 활력적 참여를 유도하여야 한다. 따라서 소득계층간 사회적 양극화 등 사회갈등이, 확대되는 추세를 극복하기 위한 대안으로서 ‘시민참여형 복지사회’라는 새로운 패러다임을 구축해야한다. Recently polarization between the rich and the poor has become a serious social issue in our society. The Korean development model in which the economic growth promotes employment and partially improves social welfare seems to work any more. Rather, the model causes the polarization, and futhermore the low birth rate, ageing trend, and increasing family breakdown rate make it worse. While needs for social welfare are increasing, government budgets and public social services are far short for meeting them. Private resources should be also mobilized to tackle the polarization effectively. Citizen Participation should be strongly encouraged. This article suggests the welfare society model based on citizen participation as an alternative to tackle the increasing social conflict and social polarization trend.

전달체계의 연계를 통한 사회복지서비스 효율성 강화 전략 -호주 Centrelink 사례를 중심으로

최근 호주는 다양한 복지서비스가 통합적으로 관리 조정되는 연계시스템을 갖추는 효율적 사회복지 전달체계의 구축을 위해 'Centrelink'라는 일선조직을 만들었다. 이를 통해 정보 기술을 최대한 활용하면서 사회복지서비스의 전달에 있어서 정부의 기능과 역할을 혁신적으로 발전시키고 있다. 이 체제는 시민들에 대한 서비스 전달을 하나의 창구로 통합시킨 것으로서 기능, 호율성이 뛰어나고 통합적 서비스를 제공할 수 있는 잠재력을 가진 것으로 평가되고 있다. 우리나라도 사회복지 총량의 증대에 따라 Centrelink와 같은 one-stop-shop 서비스센터가 요구되고 있다. 이를 통해 보다 효율적이며 책임성 있는 서비스를 전달할 수 있는 체계를 구축하는 것이 복지 인프라의 확대와 함께 동시에 추구되어야 할 과제이다 Australian Government develops partnerships with key stakeholders (other departments, business and community organizations and service providers) to improve efficiency and effectiveness of social services, to identify emerging problems and to develop appropriate policy responses. A key relationship is the business alliance with Centrelink, the major delivery agent for the portfolio. A one-stop-shop delivery system for all social services like the Australian Centrelink is needed even in our country to improve accountability of delivering social services as the total amount of social welfare is increased
