한국의 공정무역은 어떻게 발전해 왔는가? 조직기반전략, 인증기반전략, 지역기반전략 간의 협력과 갈등

본 연구는 국제적으로 전개되어 온 공정무역의 세 가지 발전전략을 기반으로 한국의 공정무역이 어떻게 발전해왔는가를 설명한다. 이를 위해 한국에서 공정무역 전략이 등장하게 된 배경 및 현황을 기술하고 전략간 관계에 대해 분석한다. 본 연구의 목적은 다음 두 가지다. 첫째, 공정무역의 세 가지 발전 전략을 설명하고, 이를 통해 한국공정무역의 발전역사를 서술한다. 둘째, 한국에서 세 가지 공정무역 발전전략들이 어떤 관계를 형성하고 변화해 왔는가를 분석하여 한국 공정무역의 발전과정을 설명한다. 연구대상은 한국 공정무역의 핵심 조직인 한국공정무역협의회, 국제공정무역기구 한국사무소, 한국공정무역마을위원회다. 연구결과는 다음과 같다. 첫째, 한국 공정무역은 조직기반전략, 인증기반전략, 지역기반전략이 협력과 갈등을 반복하면서 발전해왔다. 둘째, 각 조직이 전략을 추진하는 과정에서 발생한 갈등은 한국 공정무역의 발전을 촉진했다. 본 연구의 시사점은 다음과 같다. 한국 공정무역은 앞으로도 세 전략을 추진하는 단체들이 서로 협력하고 동시에 긴장 관계도 유지하며 발전할 것이다. This research investigates how Fair Trade in Korea has grown based on three main Fair Trade strategies developed globally. It explains the background and the recent issues of Fair Trade in Korea by focusing on the relations between Fair Trade development strategies. The research aims are twofold. First, it describes the history of Fair Trade in Korea by elucidating three Fair Trade development strategies. Second, it sheds a light on the features of Fair Trade in Korea by examining how the three Fair Trade development strategies have been established and changed. The subjects of research are the main Fair Trade organizations in Korea, namely, the Korea Fair Trade Organization, Fairtrade International Marketing Office (Fairtrade Korea), and the Korea Fair Trade Towns Steering Committee. The research findings are as follows. First, Fair Trade in Korea has been developed as organizational-based, certification-based, and community-based strategies have repeatedly employed in the manners of cooperation and conflict. Second, friction among these three strategies actually has lead to the expansion of Fair Trade in Korea. Therefore, Fair Trade in Korea is expected to be deepened and even enlarged by the recurring cooperation and tensions among the three strategies.
