한국 통일정책과 관련 이슈변화에 관한 연구 :재정·사업 분석과 이슈 텍스트마이닝 방법을 중심으로

2000년대 들어 세계화, 급속한 경제 성장 및 민주사회의 발달로 새로운 사회적 문제들이 발생하여 통일정책의 중요성이 점차 줄어들고 있다. 이러한 상황에서 우리나라의 통일정책이 한반도의 통일이라는 궁극적인 목표를 이룰 수 있을지, 단기적 시각에서 대북지원과 군사적 대응만을 지속하며 허울뿐인 통일정책으로 남을지에 대해서는 미지수이다. 이에 본 연구는 2000년 이후 추진된 통일정책 분석과 텍스트마이닝을 통한 통일 이슈분석을 진행해 정책적 변화와 이슈의 흐름에 대한 분석하여 향후 통일정책 발전방향에 관한 정책적 제언을 도출하는 것을 목표로 한다. 분석결과, 통일 관련 사회적 관심은 여전히 외교적 관리와 북한관련 위험관리 및 협력 등에 대한 정부의 역할을 촉구하고 있는 상황이지만 통일 관련 예산과 정책사업의 비중은 지속적으로 감소하고 있다는 것을 확인하였다. In the 2000s, rapid economic growth, and the development of a democratic society caused new social problems, gradually decreasing the importance of unification policies. Under these circumstances, it is doubtful whether Korea"s unification policy will achieve its ultimate goal of unification on the Korean Peninsula. The purpose of this study is to analyze the changes in the unification policy and the flow of issues implemented since 2000. According to the analysis, social interest in unification is still urging the government to play a role in diplomatic management and North Korea-related risk management and cooperation, but the proportion of unification-related budgets and policy projects is continuously decreasing.

국고보조금 규모 결정요인 분석 : 지방자치단체장의 국회 예산결산특별위원회 네트워크를 중심으로

본 연구는 공공선택론 관점에서 지방자치단체장 개인의 국회 예산결산특별위원회의 네트워크가 국고보조금 규모에 미치는 영향을 분석한다. 국고보조금은 중앙정부로부터 지방정부로 교부되는 재원이며, 세출분권적 특성으로인해 지방자치단체장의 선심성 행정수단으로 이용될 가능성이 크다. 연구는 지방자치단체장이 국고보조금 획득을극대화하기 위해 자신의 국회 네트워크를 이용할 수 있다는 가설을 설정하고, 이를 검증한다. 분석은 2013~2020 년까지 광역자치단체를 대상으로 광역자치단체장과 예산결산특별위원 간의 공식적 네트워크(정당, 지역구)와 비공식적 네트워크(출신지역, 출신대학)가 국고보조금 규모에 미치는 영향력을 확인한다. 단체장의 공식적･비공식적 네트워크의 크기를 확인하기 위해 사회적 네트워크 분석(SNA: Social Network Analysis)을 통해 단체장의 예산결산특별위원회 네트워크 유형별 인접중심성 값을 도출하였으며, 이를 독립변수로 하여 패널회귀분석 고정효과모형을 실시하였다. 분석결과 광역자치단체장의 비공식적 네트워크인 출신대학 네트워크가 국고보조금 규모에 정(+)적으로 유의미한 영향을 미치는 것으로 나타났다. This study attempts to find the impact of the network between the Budget and Accounts Special Committee and chief of local government on the amount of government subsidies based on the perspective of public choice theory. The government subsidies are financial resources that are given from the central government to local governments. Because of their decentralized nature, Government subsidies are likely to be used as pork barrel administrative tools. This study establishes and verifies the hypothesis that the head of the local governments can use the Budget and Accounts Special Committee network to maximize the acquisition of government subsidies. In the analysis part, the study finds the impact of official network(party, district) and informal networks(region, university) of head of the local governments. In order to measure the network values, this study use the social network analysis(SNA). As a result, only the university network, an informal network of heads of local governments, has a significantly positive effect on the amount of government subsidies.

지방자치단체의 ‘마을만들기’ 사업 관련 조례의 확산요인 연구: 제도주의 이론에 근거한 사회적 압력을 중심으로

본 연구는 마을만들기 사업과 관련된 광역자치단체의 조례 확산과정에 제도주의 이론에 입각하여 다양한 압력이 어떠한 영향을 미치는지 검증하고자 하였다. 지방자치단체의 조례 확산에 대한 연구는 다양한 학자들에 의해서 연구 되었으나, 제도주의적 시각에서 사회적인 압력이 조례에 어떠한 영향을 미치는지에 대한 연구는 거의 없었다. 본 연구는 패널로짓모형을 구축하여 독립변수로 강압적 압력을 반영한 광역지방자치단체 내 기초자치단체의 관련 조례제정 수, 신문기사 수(사회적 관심도), 모방적 압력을 반영한 등위정부의 조례제정 수, 규범적 압력을 반영한 광역자치단체 내 시민단체의 수를 설정하였다. 종속변수는 마을만들기 관련 조례를 사용하였다. 분석결과, 강압적 압력을 반영한 광역지방자치단체 내 기초자치단체의 관련 조례제정과 신문기사 수는 상호작용을 통해 사회적 압력으로 조례에 대해 통계적으로 유의미한 영향을 미치는 것으로 나타났으며, 등위정부의 조례제정 수, 지방자치단체 내 시민단체의 수도 통계적으로 유의미한 영향을 도출할 수 있었다. 이러한 결과를 통해 사회적 관심이 압력으로 작용하여 조례제정에 영향을 미침과 동시에 등위정부와 시민단체의 역할도 조례제정에 영향을 미치고 있음이 확인되었다. This study attempts to find the effect of various pressures on the process of diffusion of the local governments ordinances related to the town development project based on the organizational institutionalist perspective. One can find a series of studies on the diffusion of ordinances in local governments, but little research has been conducted on the effect of social pressures on ordinances based on the institutionalist perspective. This study constructs a panel logit model and uses the number of ordinances and newspaper articles(social interest) of the municipalities as independent variables of the coercive pressure, the number of ordinances of the county government as the mimetic pressure, and the number of civil organizations in the metropolitan municipalities as the normative pressure. The dependent variable is the Town Development Ordinance. Our findings show that the coercive pressure has statistically significant effect on the institutionalization of town development project only if the enactment of ordinances and the number of newspaper articles interact each other as social pressure on local governments. This study also shows that the number of ordinance of the county government and the number of civil organizations in the metropolitan municipalities have significant effect on the institutionalization of town development project.

왜 우리 국회에서는 비용추계가 제대로 활용되지 않는가? - 재정제도주의적 해석 -

법안 발의는 국회의원들의 본연의 역할이지만, 비용을 고려하지 않는 무분별한 법안 발의는 총량적 재정규율의 와해와 비효율적 재원배분으로 연결될 수 있다. 이를 방지하기 위해 법안 제안자로 하여금 비용을 수반하는 법안을 제출하기 전 해당 법안이 재정에 미치는 영향을 사전에 고려하도록 하는 비용추계제도가 도입되었다. 하지만 예산이 갖는 공유재적 성격으로 국회의원들이 비용추계를 회피하고자 하는 유인이 크기 때문에 실질적으로 이 제도는 제대로 활용되고 있지 않다. 반면, 우리나라 비용추계제도의 벤치마킹 대상이라고 할 수 있는 미국의 경우 비용추계가 법안을 심의하는데 중요한 역할을 하고 있다. 본 논문에서는 재정규율을 확보하기 위해서는 예산심의 순서의 변경과 예산과정의 집권화가 중요하다는 재정제도주의의 최근 논의를 바탕으로 미국 의회와 우리 국회에서의 비용추계를 둘러싼 제도적 맥락의 차이점을 비교 분석한 후, 비용추계제도가 재정규율의 확보 수단으로서 효과적으로 기능하기 위해서는 재정규율을 확보할 수 있는 보다 근본적인 예산제도의 변화가 전제되어야 함을 주장하고 있다. Legislation is an essential role for lawmakers. However, indiscriminate proposals that do not take into account costs can lead to the weakening of aggregate fiscal discipline and inefficient allocation of resources. The bill cost estimation system requires legislators to consider the impact of their bill on public finance before submitting it. However, the system is not working properly in the Korean National Assembly, while it plays a crucial role in the budgetary processes in the U.S. Congress. This article compares the institutional context of the Korean and U.S. legislatures and analyzes why the use of bill cost estimation is low in the Korean National Assembly.
