환경행정 기능배분 기준에 관한 연구 - 환경관리청과 지방자치단체를 중심으로 -

The purpose of this study is to analyze the criteria which distribute environmental functions between central government and local government especially between special administrative agency and local self-government. In the era of globalization, the functional relationship between central government and local government has been changed from agent model to partnership model which brings mutual benefit to both parties. Former dominant-subjection or competition relationship gives a way to mutual cooperation and support. With this trend, the functional distribution between special administrative agency and local self-government becomes a hot issue in the administrative reform agenda. There are two extreme perspectives regarding rearranging administrative functions between two administrative entities. One is to put an emphasis on special administrative agency, the other is 13 put an emphasis on local self:-government. This study, however, suggests that the functions of environmental administration should be distributed to both parties according to their relative advantages which are based upon efficiency, equity, responsiveness, and capability. The functions of command and control should be held by special administrative agency and those of education, information provision, training, and support by local self-government.

Scent diffuser using micro-pore piezo actuator achieved a commercial success because of its cheap production cost, but it is easy to be use for IT-based contents due to difficulty of scent intensity control. To solve this problem, we control the emission amount of scent diffuser by changing amplitude and frequency of input voltage applied to micro-pore piezo actuator. And, we analyzed the effect of den-sity of cotton core on emission amount and a relationship between hole-size of mesh in piezo actuator and viscosity of scents to design a mechanically optimal scent device.

The application of visual and auditory senses into virtual reality is easily taken for granted, but the sense of smell has been largely ignored. But many researches have shown that olfactory stimulation in virtual environments can increase the immersion and reality. In practical virtual reality, the use of scents is not always able to increase the immersion and reality. An ill-matched scent can decrease the reality. To solve this problem, we developed scent devices that can adjustable scents and scent intensity in order to display a well-matched scents in virtual reality. And we propose simple and practical way to program specific location to display scents and developed API function to control a developed scent device at virtual reality software.
