        스마트시티 프로젝트 이해관계자 간의 목표 우선순위에 대한 연구: AHP 방법론의 적용을 중심으로

        For the smooth implementation and success of smart city projects, it is necessary to recognize that there is a difference in the perception of value judgments or strategic goals among major stakeholders in the planning process. And it is necessary to aim the values and goals of smart cities through reconciliation of these differences. The two major stakeholders in the smart city development project are citizens group and government officials group. Government officials are in charge of establishing and implementing policies for smart city projects, and their value judgments and perceptions influence the policy direction. In these respects, government officials can be an important stakeholder group. Citizens are a group that includes ordinary residents and business owners who live in smart cities and are the ultimate users of infrastructure and facilities. This study investigated the importance perceptions of citizens and government officials, who are the major stakeholders, about the core values and strategic goals that the smart city project aims. Responses were collected using a structured questionnaire to which the AHP methodology was applied. And the priority of perceptions for constituent items was compared for each stakeholder group. Through the comparative analysis results, it was empirically confirmed that there is a difference in the values and goals pursued by the smart city project between stakeholder groups. As an empirical study on the stakeholders of the smart city project, this study is meaningful in contributing to the theoretical development in that it suggests that the conceptual structural model of the smart city strategy system presented in previous studies can be applied in practice.

        기술용역 대가기준의 문제점 및 개선방안

        정부, 지방자치단체 및 기타 공공기관 등이 필요로 하는 각종 시설공사, 물품, 용역 등의 조달은 국가예산을 사용하여 집행되고 있다. 우리나라에서는 국가의 예산을 효율적으로 집행하기 위하여 "국가를 당사자로 하는 계약에 관한 법률" 시행령 제9조 제1항 제2조에서 예정가격의 결정기준 중 원가계산에 의한 가격에 관하여 규정하고 있고, 이를 근거로 사업목적에 따라 소관부서별로 각기 원가계산에 의한 예정가격의 결정을 위한 대가기준을 가지고 있다. 본 연구는 기술용역의 대가기준에 관한 고찰을 통하여 투명성을 확보할 수 있는 용역비 산출방법을 도출하여 공공기관이 보다 합리적이고 효율적인 예산집행을 할 수 있도록 현실적인 개선방안을 제시하는데 그 목적이 있다. Goods, services and construction works needed by central government entities, local government entities, and other public institutions are procured with national budget. For efficient budget execution, Article 9 Paragraph 1 of the Enforcement Decree of the Act on Contracts to Which the State is a Party (hereinafter "State Contract Act") provides for the criteria for determining estimated price. Sub-paragraph 2 of the paragraph provides for the "determination of estimated price by cost calculation". On this legal basis, pricing criteria for the determination of estimated price, based on the project purpose, are announced by responsible authorities. This study analyzes the pricing criteria for technology services and proposes a price calculation methodology that can ensure transparency, as a practical improvement for more rational and efficient budget execution in the public sector.

        해외사례 비교를 통한 2014년 개정 건설기술용역 대가기준 분석

        건설기술용역 대가기준이 명확하고 투명해지면, 발주자와 입찰자 입장에서는 용역 투입비용에 대해 예측 및 정산이 가능하며, 실제 업무를 수행하는 엔지니어 입장에서도 실질적인 혜택이 돌아갈 수 있게 된다. 최근 정부는 건설기술용역 국제경쟁력 향상을 위해 그간 사업의 규모와 상관없이 사용해오던 공사비요율방식에 의한 대가산정방식의 사용은 지양하고 점차 실비정액가산 방식으로 개선하고 있다. 그런데 개정된 실비정액가산방식의 대가산정기준을 적용하였을 경우, 기존 방식에 비하여 153%~197% 용역비가 상승하기 때문에, 개정된 대가산정기준 적용에 논란이 없으려면 기존 정산방식이나 정산근거에 대한 검토가 필요하다. 이를 위하여 미국, 영국을 비롯한 해외 사례와의 비교 분석을 통하여 2014년 개정된 건설기술용역 대가기준을 분석하였다. 분석결과, 큰 틀에서는 선진국과 같이 실비정액가산방식으로 원가계산방식을 일원화한 것은 매우 중요한 변화이지만, 상세내역계산에서는 해외와 달리 산정방식이 복잡하고, 직접인건비에 일부 간접경비가 포함되어 있으며, 제경비 기술료 등 간접경비를 포괄적으로 인정하여, 경비의 중복산정 문제나 집행내역의 불투명성 문제가 여전히 존재하는 것으로 나타났다. 이에 대한 여러 해결방안을 제안하였다. Enhancing clarity and transparency of the pricing guide for technical services for public construction works enables the prediction and reimbursement of the service cost for project owners and bidders, while it would also yield benefits for engineers who carry out the construction tasks. In order to improve the global competitiveness of construction service industry, the government revised its pricing guide for techical services for construction works recently, moving away from its previous percentage-of-construction-cost method towards the Cost Plus a Fee Method. However, since the Cost Plus a Fee Method results in the rise of the service price by 153%~197%, there is the need for a review on the method and basis of the adjustment in order to avoid controversies regarding the application of the revised method. In this context, this paper analysed the 2014 revision of the pricing guide for technical services for public construction works through comparison with foreign cases including those of the US and the UK. The analysis yielded the conclusion that, while the shift towards Cost Plus a Fee Method which is widely used in advanced economies is a very meaningful change in large measure, certain aspects still remain problematic. Unlike in advanced economies, the detailed break-down shows the direct labor cost includes certain indirect expenses. Also, indirec expenses are admitted so comprehensively as to include overhead costs and technology royalties. These problems results in redundant estimation of certain expenses, and obstructs transparency in spending details. This paper proposes various improvement measures to address these issues.

      • 건물에너지관리시스템(BEMS) 보급 확대 및 산업 활성화를 위한 제언

        As the public interest in Building and Energy Management System (BEMS) has exploded, the Korean government hastily enacted the BEMS Korean Industrial Standard (KS) in 2014. The mandatory installation of BEMS was also implemented in public buildings over a certain size. However, in just a few years, BEMS has been reduced to a money-eating monster and is being neglected by consumers. Some related groups are claiming that subsidies and operating manpower training are necessary to solve these problems, but it seems that their own proposals that have nothing to do with the essence of the problem will rather be an obstacle to proper industrial development. In this paper, the current status and problems of BEMS technology and industry are reviewed, and the development direction for expanding the spread of BEMS as a key tool for energy saving and greenhouse gas reduction and revitalizing the industry were discussed from the perspective of standardization.

      • 건물에너지관리시스템(BEMS) 도입효과 분석 및 활용방안 연구

        Recently, Korean government has declared carbon neutrality by 2050 and is participating in international efforts to reduce greenhouse gases. In line with this trend, the government and the public have greatly increased their interest in the Building Energy Management System(BEMS), which is very effective in saving energy consumption on the consumer and consumer side. However, the publics expectations and interests have fallen to the bottom due to the supply of high-cost, low-performance systems that have taken advantage of the governments hasty policy that mandates installation. The main reason is that the current system has only provided a fragmentary function of delivering the collected information to consumers, and the analysis of related organizations that there are few sites that operate properly after installation supports this. The BEMS Research Team, centered on the KICT, has developed a low-cost, high-performance building energy management system platform tailored to consumers and various operation management service modules and devices based on it after five years of research. In addition, the development results were verified through field application for various buildings such as business, education, government offices, and residential uses, and the cost of installing a building energy management system and energy saving effects for various sites such as existing and new buildings were analyzed. This study intends to describe some of the field application and verification results of the building operation management algorithm and service module based on the open platform conducted by the KICT, and suggest future utilization plans.

        Recently, Korean government and public interest in building energy management systems (BEMS) has increased significantly, as part of international efforts to reduce greenhouse gas emissions and energy conservation. However, due to the hasty policy with system installation and spread of high-cost and low-performance systems, the expectations and interests of the people have fallen to the bottom. The main reason is that the current system has provided only a fractional function to deliver the collected information to the consumer. The analysis by related organizations that few installed sites operate properly prove this. BEMS should be installed with minimal cost, and able to achieve maximum performance. A study on the BEMS standardization was conducted at the request of the government in 2013, and then it has been established as KS F 1800-1. But now, five years later, the technology and the market seem to have never changed. While some of the performance issues were included in the standard, the cost reduction issues were planned to be enacted in the future. But they were not implemented so far. In this study, we would like to propose a new standardization direction that can lead the future development of technology and industry based on the research results of the open BEMS operating system conducted by the BEMS research team for past 5 years.

        키워드 네트워크 분석을 이용한 MIS 교과정보와 NCS 기반 빅데이터 분석 직무역량에 대한 연구

        Purpose The purpose of this study is to understand the current status of MIS curriculum and to find ways to improve it. In addition, the results of the research can be used as basic data for improving MIS curriculum. Design/methodology/approach A research framework was designed to derive research results using the keyword network analysis method of this study: 1) Keywords were extracted based on the six units of the big data analysis job competency. 2) And based on the extracted keywords, the relationship between the keywords and MIS curriculum for each university was identified. Findings In the MIS curriculum information of a few universities, education related to big data analysis was conducted. 1) In the MIS curriculum of a few universities, education related to big data analysis was conducted. However, MIS curriculum of the university, which is the subject of analysis, education focused on concepts and theory rather than practical education was conducted. 2) And it was confirmed that there is a difference from the education required by the industry.

      • BEMS Checker / Score를 이용한 건물에너지 효율화 방안

        Recently, government has made it mandatory to install a Building & Energy Management System(BEMS) in public buildings of a certain size or larger that is effective for the efficient use of energy for the purpose of saving energy consumption and reducing greenhouse gases. In addition, an installation confirmation system is in operation to check whether the system is installed and operated. However, contrary to the governments original intention, BEMS is rarely used properly after being installed. As a result, the excessive mandatory installation regulation system functions as an obstacle to not only saving building energy but also the development of related industries. Although visualization-oriented functions can help managers to a certain extent in their work, it is common to have a structure that cannot take effect on its own. In other words, it is often the case that the effect varies depending on the managers qualities and integrity. There is no function to check or verify the energy saving effect of the introduction and use of the system excluding the manager factor, that is, the performance of the system. In this study, among various operation management service modules (software) based on user-customized open platform recently developed by the BEMS Research Center, the contents of the BEMS Checker, a service module that supports real-time confirmation of installation and operation management of BEMS, and BEMS Score, a service module for evaluating the introduction effect of BEMS were briefly introduced. An example of operation and verification results were also presented.
