전쟁은 의지의 충돌이다. 의지는 인간영역의 인지적 차원이다. 인간 자체에 대한 탐구를 담당하는 학문은 철학이다. 인간 본성에 대한 철학적 사조를 인지전에 접목하여 인지전을 분석한다. 인지전을 논하기에 앞서서 인지전의 위상과 사실과 진실, 인식과 인지와 같은 인지전과 관련된 기본적인 용어 해석과 지식체계와 같은 인간의 인지과정 구조를 분석한다. 인지전은 전승(全勝)을 위한 궁극적인 ‘전(warfare)’으로서 심리, 여론, 정보 등 다양한 수단과 방법을 통해 인간영역의 인지적 공방(攻防) 행위는 전시와 평시를 불문하고 끊임없이 일어난다. 인간의 본성을 탐구하는 철학은 인지전 연구에서 새로운 분석의 틀을 제공할 수 있다. 자크 라캉의 ‘상징계’ 개념을 적용한다면 권위주의 국가를 대상으로 한 공세적 인지전 수행이 가능하다. 협의의 인지전으로서 ‘정보조작형비물리인지공격’과 광의의 인지전으로서 ‘기능파괴형물리·비물리인지공격’ 방식을 제시한다. War is a clash of wills. Will resides within the cognitive dimension of human beings. Disciplines responsible for the exploration of human nature include philosophy. Philosophical perspectives on human nature are integrated into the analysis of cognitive warfare. Before delving into discussions of cognitive warfare, the text analyzes the structure of human cognitive processes, including the terms and concepts related to cognitive warfare such as the symbolic order. Cognitive warfare, viewed as the ultimate ‘warfare’ for total victory, involves incessant cognitive engagements across various means and methods including psychology, public opinion, and information, regardless of peacetime or wartime. Philosophy, in its inquiry into human nature, can offer new analytical frameworks within the study of cognitive warfare. By applying Jacques Lacan’s concept of the ‘symbolic order,’ aggressive cognitive warfare targeting authoritarian states becomes conceivable. The text introduces ‘information manipulation non-physical cognitive attacks’ as a form of cooperative cognitive warfare and presents functionally destructive physical and non-physical cognitive attacks’ as a broad-spectrum cognitive warfare approach.

한국형 위성항법시스템(KPS)을 활용한 군사용 드론의 위치추적 및 회수 방안

전 세계적으로 드론이 전쟁의 보조 수단이 아닌 주 수단으로 등장하고 있다. 이로 인해, 군사용 드론은 한 국가의 과학기술이 집약되어 있고, 이것이 불시착하거나 탈취되어 적대세력의 수중에 들어간다면 국가안보에 치명적일 수 있다. 우리 군도 첨단과학기술군을 표방하면서 드론 전력화에 박차를 가하고 있기 때문에 예외는 아닐 것이다. 마침, 과기정통부에서 탐색구조 서비스를 제공하는 한국형 위성항법시스템(KPS) 사업을 추진하고 있다. 따라서 우리 군이 과기정통부와 전략적 제휴를 통해 KPS를 활용한 군사용 드론의 위치추적 및 회수체계를 구축한다면 안정적으로 군사용 드론을 운용할 수 있을 것이다. 이를 통해, 유사시 우리나라의 최첨단 군사과학기술의 유출을 차단할 수 있을 것이다. Drones are emerging as a primary means rather than a secondary ones to wage war around the world. For this reason, military drones are concentrated in a country's science and technology, and if they are crash-landed or are seized and fall into the hands of hostile forces, it can be fatal to national security. The Republic of Korea (ROK) armed forces are no exception as it is spurring the deployment of drones while advocating for advanced science and technology forces. Just in time, the Ministry of Science and ICT is promoting the Korean Satellite Navigation System (KPS) project that provides search and rescue services. Therefore, if the ROK armed forces establish a location tracking and recovery system for military drones using KPS in consultation with the Ministry of Science and ICT, it will be possible to stably operate military drones. Through this, the ROK armed forces is able to protect military science and technology in time of emergency.
