Underground utilities which are a close relation to safety and convenience of civilization, if an accident is occurred, reach a direct effect in civic life and also do enormous damage. Therefore, the administration of underground utilities have to be efficiently performed. Advance countries such as U.S.A and Japan are developing a UGIS(UnderGround Information System) which is extended to a DIS and UIS(Disaster and Urban Information System). The master plans of NGIS(National Geographic Information System) project in Korea is built at 1995 and then numerous budget is spent for this project every year. However, there are problems of integration and compatibility owing to lack of standard database design and standard data format. For example, although digital mapping project of underground utilities should extend to DIS and UIS, this project is performed to digital mapping only and relief measure for the unemployed without counterplans about a basic data format. The objective of this study is to efficiently manage underground utilities then advance to safety and convenience of civilization. For this, the problems to extend DIS and UIS is analysed and solution method is noticed.
