조직시민행동의 영향요인 분석 : 공공봉사동기와 조직 내 의사소통을 중심으로

본 연구는 중앙 및 지방 공무원을 대상으로 공공봉사동기와 조직 내 의사소통이 조직시민행동에 미치는 영향을 실증적으로 분석한다. 본 연구가 가진 기존연구와의 차별성은 이타성이라는 가치를 추구한다는 점에서 공통점을 가 진 공공봉사동기와 조직시민행동의 관계를 면민하게 살펴보고 둘 간의 관계 속에서 조직 내 의사소통의 조절효과에 주목하였다는 점에 있다. 이러한 논의를 바탕으로 분석을 실시한 결과, 공봉사동기와 조직 내 의사소통은 조직시민 행동에 긍정적인 영향을 미치는 것으로 나타났다. 또한, 공공봉사동기가 조직시민행동 간 관계에서 조직 내 의사소 통은 긍정적인 조절효과를 나타내는 결과를 보였다. 이러한 결과를 바탕으로 본 연구는 공무원 조직에서 조직 내 의 사소통을 통해 조직시민행동을 높일 수 있는 제도 마련과 공봉사동기가 자연스럽게 조직 구성원들에게 부여될 수 있도록 개인의 가치를 조직의 가치에 반영할 수 있는 기회가 제공이 필요하다는 정책적 시사점을 제시한다. This study empirically analyzes the effects of public service motivation and communication on organizational citizenship behavior for central and local public officials. The difference between this study and previous studies was that it looked closely at the relationship between public service motivation and organizational citizenship behavior, which had something in common in that it pursued the value of altruism. As a result of analysis based on these discussions, it was found that public service motivation and communication within the organization have a positive effect on organizational citizenship behavior. In addition, in the relationship between public service motivation and organizational citizenship behavior, communication within the organization showed a positive moderating effect. Based on these results, this study suggest that establish a system to enhance organizational citizenship behavior by ensuring horizontal communication in public organizations, and to apply individual values to organizational values so that public service motivation can be naturally given to organizational members.

사회문제 해결을 위한 증세 태도와 사회문제 해결 조직에 대한 투자의 결정요인

In order to solve today’s complex and diverse social problems, the participation of various actors such as social enterprises and social ventures as well as the government is becoming an important issue. Therefore, this study examines the difference between the attitude of increasing tax toward the government and the willingness to invest in social enterprises and social ventures to secure financial resources for the effective purpose of solving social problems of these various actors. The analysis was carried out by dividing the level of influence, participation in solving social problems, and interest in social problems. For analysis, this study utilized the results of a survey on social issues viewed by Koreans conducted by the Institute for Social Value. As a result of the analysis, first, the individual’s interest in social problems can be linked to the investment of companies for the purpose of solving social problems, but such interest did not affect the increase. Second, it was found that those who have a willingness to participate and act directly to solve social problems agree with both tax increase and corporate investment. Finally, economic anxiety was negative for the symptoms, but the increase in social risk related to the quality of life showed positive results for both the tax increase and corporate investment. On the other hand, anxiety about future social problems did not lead to investment. Based on the results of this analysis, this study requires sufficient deliberation and communication process in order to draw the public’s consent to the increase as a financial resource for policy preparation, and financial support and financial support for the citizens to invest in social enterprises and social ventures. This suggests that when effective policy alternatives for improving public awareness are prepared, a virtuous cycle of solving social problems can be created as a result.

정부의 공정성이 행복에 미치는 영향요인 분석 : 정부혁신의 조절효과를 중심으로

본 연구는 정부의 공정성에 대한 인식이 개인의 행복에 미치는 영향을 실증적으로 분석하는 것을 목적으로 한다. 보다 자세한 분석을 위해 중앙정부와 지방정부로 구분하여 공정성에 대한 인식을 살펴보았으며, 이와 더불어 정부혁신에 대한 인식이 정부의 공정성과 개인의 행복 간 관계에서 어떠한 조절효과를 나타내는지 확인하였다. 분석결과, 중앙정부와 지방정부의 공정성, 정부혁신에 대한 인식은 개인의 행복을 높이는 것으로 나타났다. 정부혁신에대한 인식의 조절효과에서는 중앙정부의 공정성에 대한 인식과 행복 간 관계에서는 부정적인 효과를 보이며, 지방정부의 공정성에 대한 인식과 행복 간 관계에서는 긍정적인 효과를 보이는 것으로 확인되었다. 이러한 결과를 통해, 정부는 투명한 정책 집행 공유와 같은 노력으로 실질적으로 공정성을 높여야 함을 제시한다. 또한, 중앙정부는 공정성 제고 자체에 대한 노력에 집중하고, 지방정부는 공정성 제고와 더불어 정책적 혁신을 통해 궁극적으로 이러한 노력들이 개인의 행복과 연결되어야 함을 시사한다. The purpose of this study is to empirically analyze the impact of government perception of fairness on individual happiness. For a more detailed analysis, we looked at the perception of fairness divided into central and local governments, along with identifying how the perception of government innovation has a regulatory effect on the relationship between government fairness and individual happiness. The analysis shows that the fairness of central and local governments and their perception of government innovation increase individual happiness. It has been confirmed that the effect of regulating the perception of government innovation has a negative effect on the relationship between the central government s perception of fairness and happiness, and that it has a positive effect on the relationship between local governments perception of fairness and happiness. Through these results, we suggest that governments should substantially increase fairness with efforts such as transparent policy enforcement sharing. In addition, the central government focuses on efforts to enhance fairness itself, and local governments suggest that these efforts should ultimately be linked to individual happiness through policy innovation along with enhancing fairness.
