정책옹호연합모형을 적용한 국립대학 법인화 정책변동 과정 분석 - 서울대학교 법인화 중심으로 -

본 연구는 Sabatier의 정책옹호연합모형을 적용하여 서울대학교의 법인화 정책변동 과정을 분석하였다. 분석결과 교육의 수월성과 효율성을 중심으로 하는 경쟁구조의 교육패러다임을 중시하는 세력과 교육의 평등성과 보편성을 주장하는 옹호연합들 간의 갈등이 심화되었다. 또한 IMF의 경제위기와 대학의 경쟁력 강화, 일본의 대학법인화 시행, 이명박 정부의 출범, 헌법재판소의 합헌 결정 등이 국립대 법인화 정책변동에 큰 영향을 주는 것으로 나타났다. 옹 호연합의 신념체계 면에서는 시장·경제논리에 따른 교육의 효율성과 평등성에 관한 신념차이 로 인해 대립과 갈등 구조가 두드러졌다. 정책중개자인 교육부장관은 법인화 정책을 수정하 여 초기에 법인화 반대집단에 있던 서울대학교의 1차적인 신념체계를 변화시켜 찬성옹호연합 으로 편입함으로써 정책변동에 큰 영향을 미친 것으로 나타났다. 정책옹호연합모형에서 수용 할 수 없는 교착상태에서 입법추진이 이루어진 것은 장기적 연합기회 구조에 의한 정책 변동 을 설명하는데 상당한 유용성을 지니고 있음을 발견할 수 있었다. 정책변동 과정에서 일어난 정책 산출은 ‘국립대학법인 서울대학교설립·운영에 관한 법률’ 제정으로 구체화 되었다. The purpose of this study is to analyze the policy changes in incorporating national universities using Sabatier’s advocacy coalition framework(ACF), focusing on the case of Seoul National University. The result of the study showed that as for the stable external variables, focusing on educational easiness and effectiveness, conflicts were intensified by the opposite of the advocacy coalition advocating for the change in the educational paradigm of the competition structure and the educational equality and universality. The dynamic external variables had great influence on IMF financial crisis, enhancement of universities’ competitiveness, enforcement of Japanese incorporation, establishment of the Lee Myung-bak government and policy changes according to the Constitutional Court’s ruling that it was constitutional. The belief system of advocacy coalitions was different in beliefs in the educational effectiveness and equality according to the market and economic logic, which was analyzed as conflict and opposition. The Educational Minister, one of the policy brokers, modified the incorporation policy to incorporate Seoul National University that belonged to the opposition group against incorporation into the agreement advocacy coalition by changing the primary belief system, and this had great influence on the policy change. Legislation in deadlock that could not be accepted by ACF had considerable usefulness in explaining the policy change by the long-term coalition opportunity structure. Policy output appearing in policy changes is definitized by enactment of the Act on Establishment and Operation of National University Incorporation Seoul National University.

Hybrid vehicles, supply of oil is essential when driving. It is issue to make recently increasing efficiency. EOP is used to reduce the energy consumption in hybrid vehicles. Efficiency of the EOP is highly dependent on the shape of the pump rotor. Therefore we compare simulation the other two profile of the rotor.
