대규모 공연장의 장애인 편의시설 개선을 위한 연구 -휠체어 이용자를 중심으로-

(연구배경 및 목적) 본연구는 장애인의 공연 관람 및 문화생활을 도모하기 위해 대규모 공연장 내 장애인 편의시설의 개선방안을 제안하는 것을 목적으로 한다. (연구방법 및 범위) 이러한 목적을 달성하기 위하여 사례조사를 통해 서울시 대규모 공연장의 BF인증 현황을 파악하고 인터뷰조사를 통해 휠체어를 사용하는 지체장애인의 공연장 내 장애인 편의시설에 대한 만족사항과 불편 사항을 분석하여 그에 따른 개선방안을 제시하였다. 연구의 범위는 지체장애인 중 휠체어를 사용하는 장애인으로 제한하며, 대상의 범위로는 대규모 공연장의 조건인 관람석 1,000석 이상 3,000석 미만의 관람장 중에서 2000년대 이후에 설립된 공연장으로 제한하였다. (결과) 첫째, 대규모 공연장의 장애인 편의시설에 대한 BF인증기준을 관람석, 접수대, 주출입문, 주차장으로 구분하여 평가한 결과 BF인증기준을 모두 충족한 공간은 없는 것으로 나타났다. 휠체어 이용자를 배려한 접수대 높이, 관람석의 좌석수, 승강기 손잡이 높이, 주차구역의 위치 등 미충족한 비율이 높았다. 둘째, 관람장 내 휠체어 석의 위치는 모두 피난 시 대피하기 쉬운 출입구 부근에 배치되거나 분산배치 되어 휠체어 사용자들의 불만이 높았다. 셋째, 비장애인 동행인과 동석할 수 있는 좌석이 마련되어 있지 않아 인터뷰 조사결과 휠체어사용자들을 가족이나 친구들과 함께 동석하기를 원하는 것으로 나타났다. (결론) 본 연구대상은 서울에 위치한 인지도가 높은 대규모 공연장으로서 다른 문화시설에 비해 더 좋은 공연환경을 갖추고 있지만 기본적인 BF인증기준을 모두 적용하고 있지 못하다. 대규모 공연장의 경우 휠체어 이용자들이 공연을 더 편안하게 즐길 수 있도록 보다 세심한 디자인 계획이 요구된다. 이를 위한 디자인 제안으로써 후면 출입구 뿐만 아니라 측면 출입구에 있는 관람석 사이의 통로를 넓게 하여 통로석 옆에 휠체어 좌석을 배치하고, 관람석의 일부 좌석을 가변형으로 설치하여 비장애인 동행인과 동석을 가능하게 한다. 또한 주출입구의 형태를 자동문으로 설치함으로써 휠체어 이용자의 통행이 편리하도록 제공한다. 이러한 개선방안은 지체장애인의 공연장으로의 접근성을 높이고 나아가 활발한 공연 관람을 도모할 것이다. (Background and purpose) The purpose of this study is to propose measures to improve facilities for the disabled in large-scale concert halls to watch performances and promote cultural life for the disabled. (Methods and scope) In order to achieve this purpose, the BF certification status of large-scale concert halls in Seoul was identified through a case study, and the satisfaction and inconvenience of disabled people using wheelchairs were analyzed through an interview survey, and proposed measures to improve accordingly. The scope of the research was limited to those with wheelchairs among the physically handicapped, and the scope of the target audience was limited to those established after the 2000s among those with 1,000 or less seats, which are conditions for large-scale performance halls. (Results)First, the BF certification standards for facilities for the disabled in large-scale performance halls were evaluated by dividing them into seats, reception desk, main entrance, and parking lot, and found that no space has met all of the BF certification standards. The ratio of unsatisfactory was high, including the height of the reception desk in consideration of wheelchair users, the number of seats in the stands, the height of the elevator handle, and the location of the parking area. Second, the locations of the wheelchair seats in the auditorium were all located or distributed near the entrance that was easy to evacuate during evacuation, which was highly dissatisfied with wheelchair users. Third, there are no seats available for non-disabled companions, so an interview found that wheelchair users wanted to be present with their family or friends.(Conclusion) This research target is a large-scale, well-known concert hall located in Seoul and has a better performing environment than other cultural facilities, but it does not apply all basic BF certification standards. For large-scale venues, more careful design plans are required to help wheelchair users enjoy the performance more comfortably. As a design proposal for this purpose, a wheelchair seat is placed next to the aisle seat by broadening the passage between the seats in the side entrance as well as the rear entrance, and some seats in the seats are installed in a variable manner to enable non-disabled accompanying persons to be seated. It also provides convenient access for wheelchair users by installing automatic doors in the form of main entrance. These improvements will enhance accessibility to the venues for the disabled and further promote active viewing of the performances.
