Unlike conventional warfare, the center of gravity in a hybrid warfare is a person, a resident of a chosen country. The adversary combines kinetic operations with subversive actions to influence key decision-makers and decision makers. Sometimes invaders rely on covert behavior to avoid accountability and retaliation. Hybridization is therefore essentially subversive. This is particularly dangerous for countries with high levels of multi-ethnic, political, social and ideological conflict. Hybrid warfare is not found in the frontiers of the frontiers, but in the gray areas of security. Gray is a new color that emerged from hybrid warfare. Song Seung - jong, above, p. 87. Therefore, in order to cope with hybrid threats, it is necessary to collect and analyze information quickly and accurately, and to be flexible and responsive to the situation quickly and effectively. If you fight on the battlefield where the enemy is composed, you will be seriously wounded. I think we should be able to counter the gray attack of the enemy forces by educating the people about the state of war now.

Tsai Ying-wen government rejected the “One China” policy and it cannot accept the 92 consensus. The Democratic Progressive Party, currently in power, is in a position to not accept it. Therefore, this movement of the Democratic Progressive Party seems to be an attempt to independence from China gradually, with the consciousness that the future of Taiwan should be decided by the Taiwanese themselves. This article is to find out whether the current policy of the Tsai Ying-wen government has successfully reset the cross-strait relations between China and Taiwan, and to see how the Taiwanese are evaluating the Tsai government and how the relations across the Taiwan Straits will change in the future. Therefore, from the main point of view, we will first look at the policy contents of the Tsai Ing-wen government, which has entered its fourth year in the 1st period, and analyze how the issue of Taiwans independence is working as Chinas national power increases.

하이브리드전(Hybrid warfare)은 정치, 경제, 외교, 군사적인 수단을 모두 사용하며, 국가와 비국가 행위자를 모두 포함하는 복합적인 형태의 전쟁이다. 본 논문의 연구 범위는 하이브리드 전쟁을 구성하는 다양한 전쟁형태 중 하나인 정보전으로, 세부적으로는 정보전의 ‘심리·인지적 공격'을 중심으로 연구를 개진한다. 본 연구는 하이브리드 전쟁을 활용하고 있는 러시아와 중국의 전술과 사례를 바탕으로 중국이 대만을 상대로 전개하고 있는 정보전 양상에 대해 분석해보고, 대만이 하이브리드 전쟁에서 효과적으로 방어할 수 있는 대응 방법을 살펴봄으로써 새롭게 등장하고 변화되어가는 현대전에 대한 대응 전략을 제시하는데 그 목적이 있다. 대만을 상대로 하는 중국의 하이브리드전을 살펴본 결과, 가짜뉴스나 다양한 미디어 콘텐츠 및 SNS를 통해 인터넷 여론과 사상을 통제하고 있었으며, 통제의 효율성을 제고시키기 위해 전략적 내러티브로 대만 사회에 중국의 ‘가치관'과 ‘이익'을 투사함으로써 대만에 대한 중국의 ‘영향력'을 유지 및 확대하고 있었다. 또한 가짜뉴스를 통해 대만 시민에게 중국에 대한 부정적 이미지를 최소화하고 나아가 대학, 상인, 종교인 등 대만의 주요계층들을 대상으로 정치적 포섭을 실행하고 있었다. 이러한 중국의 하이브리드 전의 시행 및 통제 체계는 매우 복잡하여 명확하게 밝히기는 한계가 있지만 공산당이 정부를 영도하는‘이당영정(以黨領政)' 시스템에 기반하고 있는 것으로 추정된다. 중국은 ‘하나의 중국(一個中國)’ 실현을 위해 대만을 대상으로 하이브리드전을 진행하고 있으며, 대만도 정부나 민간차원에서 다양한 대응방안을 마련하고 있음을 알 수 있었다. 하이브리드전은 그 특성상 전개양상을 파악하고 영향정도를 판가름하는데 어려움이 있지만 이러한 피해를 최소화하기 위한 대만의 다양한 대응사례도 살펴보았다. 이러한 대만의 대응사례는 그 동안 전쟁의 개념에서 핵심적인 위협이라고 인식되지 않았던 비정규전과 테러, 또는 범죄 등이 전쟁의 승패에 매우 결정적인 역할을 할 수 있다는 새로운 하이브리드 전의 개념을 일깨워주고 대응방향을 제시해 줄 수 있다는 점에서 한국에 시사점을 제공할 수 있을 것이라 기대한다. A hybrid war is a complex form of war that uses political, economic, diplomatic and military means and includes both state and non-state actors. The scope of this research is limited to information war, which is one of various war types composing hybrid wars, especially by focusing on the ‘psychological and cognitive attack’ of information war in detail. Based on the examples of China which use hybrid wars, this study analyzed the patterns of information war that China has been carrying out against Taiwan and examine show Taiwan can effectively defend itself against the hybrid wars. By doing so, this study aims to propose a strategy to respond to modern wars that are newly emerging and changing. The study findings on China’s hybrid war against Taiwan showed that the Chinese government has been controlling the Internet public opinion and ideas through fake news, media contents, and social media. To improve the efficiency of such control, China has also been maintaining and expanding its ‘influence’ by projecting its‘values’ and ‘interest’ to the Taiwanese society as a strategic narrative. In addition, China has been minimizing its negative image among Taiwanese citizens through fake news and politically recruiting Taiwan’s major figures in universities, businesses, and religious sectors. Such implementation and control system of China's hybrid war is very complex and has thus limitations to clarify it, but it is presumed to be based on the Party-Leading Political system in which the Communist Party leads the government. The study identified that China has been conducting a hybrid war against Taiwan to realize ‘One China,’ and that Taiwan is also preparing various countermeasures at the government or at the private-sector level. Since it is difficult to determine the development and the extent of the impact of hybrid war due to its nature, this study examined Taiwan’s various countermeasures to minimize damage from the hybrid war. Overall, Taiwan’s countermeasures will remind of the concept of a new hybrid war that non-regular wars, terrorism, or crime, which have not been recognized as key threats in a war, can play very decisive roles in determining victory in a war. Thus, Taiwan’s responses against China’s information war will provide huge implications to South Korea.
