In this study, safety requirement & criteria for high-speed rail system were developed for safety verification as a national rules an d regulations. Safety criteria were presented through analysis of high-speed rail development specification, survey of related regulations for safety requirements, and review of operation compatibility with domestic rail system. Finally, safety rule consist of system safety requirements and safety criteria for technical parts.

Generally a road vehicle"s wrong entry into level crossing gives rise to hazardous events, the eventual collision with a approaching train depends on the effective operation of safety barriers such a abnormal condition detecting or emergency braking. In this paper, the risk assessment models developed for the level-crossing accidents will be introduced. The definition of hazardous events and the related hazardous factors are identified by the review of the accident history and engineering interpretation of the accident behavior. A probability of the hazardous events will be evaluated by the FTA, which is based on the accident scenario. For the severity estimation, the critical factors which can effect on the consequence will be reviewed during the ETA. Finally, the number of casualty for the public(vehicle drivers) and the train passengers are converted into an equivalent fatality.

본 연구에서는 철도운영기관간의 안전문화수준을 측정, 비교할 목적으로 안전관리의 핵심특성을 반영한 철도안전문화 평가지표(안전정책 및 지도력, 의사소통, 변화관리, 학습문화 및 안전책임 의식)와 진단기준 개발하고, 6가지 시나리오(S1안전관리체계, S2 안전문제의 보고 및 관리, S3 변경관리에 직원의 참여와 대응, S4 근무교대시 정보전달과 안전책임 인식, S5 시간압박/감퇴상황의 안전태도 및 S6 사건/사고 조사 및 관리)별 안전문화 평가항목을 개발하였다. 그리고 한국철도공사를 대상으로 직원과 관리자를 구분한 온라인 설문조사를 통해 안전문화 수준을 측정, 분석하여 개발된 철도안전문화 평가지표와 시나리오의 타당성을 확인하였다. In this paper, the assessment indicators and criteria for railway safety culture were developed to measure and compare a level of safety culture within railway operators. These indicators were safety policy & leadership, two-way communications, change management, learning culture, and safety responsibility mind, which matched well with the critical features of safety management. The question set was organized into six scenario which corresponded to safety management system(S1), report and treatment of safety issues(S2), employee involvement during change management(S3), transfer of information about Shift duties(S4), safety behavior in time-critical or degraded situation(S5), and accident or incident management(S6). The developed assessment indicators and question set were demonstrated through online questionnaire about KORAIL’s managers and staff.

To improve safety management of railway and cope with the factors to threat technical and social safety, we need to establish railway safety management system based on analysis of hazards and assessment of risk for railway system. So we have to conduct PHA(Preliminary Hazard Analysis) first to understand weak points and factors to possibly threat safety using analysis of related data such as past accident/incident data and safety regulation and classification standards of hazards/causes of railway accidents. Therefore in this research, we led types/dangerous events/causes of risks/factors of risks from hazard log developed based on railway accident classification and hazards of railway accident. PHA model for domestic railway system will be used in risk analysis and risk assessment of railway accident.

In this paper, the hazard factors on voltage rising effect between the rail and the earth were reviewed in subway system of AC traction line according to moving condition and location of the train. Site measuring of voltage rising between conductor part of train and station floor was performed to ascertain the risk level on the passenger. Plans for preventing hazard of rail-voltage rising and electrical shock on the passengers at platform were proposed.

In this study, a hazard analysis was performed on the accident related work in the operational railway during 2000-2006 years in order to establish risk assesment procedure for work in the operational railway. As a result of hazard analysis, various hazard events for person accident and operation incident were identified, and risk for the each events was evaluated. Also risk matrix was structurized for setting the risk control criteria.

In this paper, the hazardous rail-crossings of 100 sites were selected by preliminary hazard analysis on the 1774 sites in Sep. 2002. The risk factors of rail-crossing were reviewed on the accidents happened in "94~"02 years, and the accident progress mechanism due to 5 types of rail-crossing structure was developed by the cause-result relationship analysis. Method coping with the risk factors was proposed for improving safety of rail-crossing.

In this paper, various hazard factors are reviewed on the train fire accident in railway tunnel and subway. In case studies of systematic risk evaluation on the tunnel fire accident, we have learned the critical fire safety points for accident prevention and damage reduction such as fire-endurance of infrastructure, mortality of heat & toxic smoke, emergency situation control and management of escape requirements etc.. These hazard analysis study will contribute for improving the railway fire-safety and establishing the long-term safety management plan.
