The purpose of this paper is to show the way of the economic and cultural cooperation through international exchange between Korean and Chinese Local Governments by analyzing the past and current situation and providing the solution for the problems. And also this study is to identify international exchange between Gwangju city and Guangzhou, China, to speculate cooperation in economy and culture, and to present suggestions in international exchange between Gwangju and Guangzhou. International exchange of local governments has more positive meanings compared with exchanges in national level as follows: First, it is a private exchange beyond national understanding or opposition, which can correspond to international society smoothly. Second, it stimulates local industry or economy, which brings vitality and innovation to local society. Third, through active international exchange, it promotes international recognition and understanding. Fourth, it reinforces international exchanges between local governments, diversifies levels of international exchanges, enriches understanding of local society and promotes international images of local governments. It is found that there are several problems in terms of international exchange enforced by local government, external support system, civil exchange, culture and tourism, and local government. The solutions for these problems are to consider the problems more carefully, mayor or governor s strong mind based on cooperation with local council, and central government. Gwangju City should consider the followings to enhance the relationship with Guangzhou, China: the exchanges to enhance local economy, and the level adjustment for local administration, upbringing the local competent person, building up the base for local internationalization.
港灣産業과 關聯서비스의 經濟的 效果分析-投入産出分析을 中心으로-

The rationale for the tenn input-output analysis is quite plain to see. The output of any industry is needs as an input in many other industries. or even for that industry itself. In view of inter-industry dependence, any set of correct output levels for the n industries must be one that is consistent with all the input requirements in the economy, so that no bottlenecks will arise anywhere. In this light, it is clear that input-output analysis should be of great use in production planning, such as planning for the economic development of a country or region. We see that, in order to produce each unit the jth commodity, the input need for the ith commodity much be fixed amount, which we shall denote by au. This paper estimate and analyze the economic effect of the port industry and port-related service as well its production inducement coefficient, effect ratio and response ratio using above-mention input-output analysis.

In the last decade, Korean economy has experienced very rapid changes. A country’s industrial structure changes continuously, whether a country wants it or not, because the environment that each country confronts constantly changes. Various social, economic and cultural conditions influence industrial structure, and that structure sometimes forms autonomously, and sometimes on the basis of policy guidance. The Soju industries in Korea have now reached a critical and difficult juncture in their development. With the accession to the WTO, furthermore, Korea becomes more and more visible on the world scene and it is subject to ever-greater policy pressures from abroad (especially from USA and EC) to liberalize imports. It also affects domestic Soju industries more seriously and require structural adjustment. Some hard decision must be made by the government to resolve some of the critical issues. The stakes involved for Korea’s Soju industries make it imperative that rational policies be established without being overconstrained by the current realities of the Korean scene.
컨테이너항만의 국제경쟁력분석방법: DEA접근-생산효율성분석을 중심으로-

The purpose of this paper is to investigate the productive efficiency of world container ports by using the DEA (Data Envelopment Analysis) method and raw data from previous research in measuring the international competitiveness of world container ports.<br/> Ports have to cope with rapid changes in shipping environments. In order for a port to compete in the global market. it must provide port services promptly and accurately. Basically, there are two approaches to measuring the international competitiveness of a container port. First, there is the traditional productivity analysis method, which analyzes productivity based on the container port's facilities (efficiency, selectivity, land availability), and by its general capacity (handling ability, storage capacity, terminal productivity). Second, there is multi-attribute utility analysis, which considers several elements, including the reasons for selecting particular container ports and factors determining international competitiveness.<br/> This paper follows the first method (traditional productivity analysis) and extends the limitation of previous studies by using the DEA method newly, and suggesting the relative productive efficiency of container ports. The main results of this paper are as follows:<br/> First, the results of the DEA analysis in terms of world container ports matches that of a previous study (Jun et al., 1993) at a level of 35%. The low ratio is due to the constrained set of input-output elements, the result of only twenty container ports being analyzed in this paper. Second, the result of the DEA analysis in terms of North-East Asia's container ports matches with that of a previous study (Ha, 1996) at a level of 100 percent. Therefore, we can conclude that the DEA analysis is the best measurement method for international competitiveness.<br/> Policy implications for this study are as follows: First, when port authorities want to measure the international competition power of container ports and enhance their productive efficiency, they should consider the traditional method and newly introduce the DEA method. Second. according to the analysis results of the DEA method, port authorities should recommend benchmarking ports as reference ports in order to enhance the productive efficiency of container ports that show an efficiency score of below 1.
