위기 인식과 청중 효과의 상보성: 한국의 ASPAC 창설 정책과 내재적 동학, 1961-1973

본 논문은 1960년대 국가능력이 취약했던 한국이 경제ㆍ안보 문제의 해결수단으로서 한-미 동맹이 존재함에도 왜 ASPAC(The Asian and Pacific Council) 창설이라는 고비용의 대외정책을 시도했는가라는 문제를 제기한다. 선행연구가 간과한 이러한 내부적 차원의 질문에 답하고자 본 연구는 당시 한국의 정부문서, 언론보도, 관련 인물들의 기록 등의 1차 자료를 분석하였다. 피어론의 ‘위기 시 청중 비용’ 논의를 활용하여 위기 인식과 청중 비용/효과 간의 상보성이라는 예비가설을 설정한 본 논문은 다음과 같은 설명을 제시한다. 1960년대 한국은 냉전뿐만 아니라 동아시아 내 한반도 특수성, 한국 국내 상황 등에서 발생한 복합적 성격의 위기를 경험한다. 한국 정권 엘리트는 국력과 국익 이외에도 그 복합적인 위기구조에 영향을 미칠 수 있는 국제/국내청중의 비용까지 고려함으로써 그것을 관리하고자 했다. 결국, 정권 엘리트들의 위기와 청중 효과/비용 간의 상보성에 대한 인식은 ASPAC 제의 및 창설이라는 한국의 대 아시아-태평양 외교정책에 영향을 미쳤다. This paper asks why South Korea, with unstable national capability including weak economic strength in 1960’s, made a foreign policy of organizing ASPAC (The Asian and Pacif ic C ouncil) which s eemed t o incur h igh c osts. B y analyzing r ecords of Korean government, media, and involved persons, this article intends to answer that question and observe endogenous factors which earlier studies have overlooked. Crises, caused not only by Cold War but also by features of domestic politics of South Korea and inter Korea relations in East Asia, occurred in 1960’s. Besides national power and interests, ruling elites of South Korea also consider costs and effects of domestic and international audience in order to manage those complex crises threatening security, economy, and legitimacy of the state. This article argues that Korean foreign policy of organizing ASPAC was influenced by ruling elites’ perception of crises and consideration of complementarity between costs and effects of the audience.
