비선호시설 지중화사업의 정책적 타당성 결정요인 분석: 시화호 송전시설을 중심으로

본 연구는 비선호시설 지중화사업의 정책적 타당성 결정요인을 분석하기 위해 송전시설의 지역영향에 관한 이론적 논의를 수행하고 시화호 송전시설을 사례로 건설과정과 운영현황을 분석하였다. 그리고 시화호 송전시설 지중화사업의 정책적 타당성 결정요인을 분석하기 위한 평가항목과 평가기준을 개발하고 전문가 설문조사를 통해 정책적 타당성 결정요인의 중요도를 분석하였다. 분석결과, ‘생태적 건강성’이 송전시설 지중화사업의 정책적 타당성을 결정하는 가장 중요한 요인으로 확인되었고 ‘사회적 수용성’의 중요도는 ‘생태적 건강성’ 보다는 낮으나 ‘경제적 효율성’ 보다 높게 나타났다. 따라서 시화호 송전시설의 지중화사업은 친환경성 회복이 가장 중요한 정책가치로 반영되고 경제적 편익보다 지중화사업이 주민 삶의 질, 생활여건 영향, 안전성 등 사회적 편익에 미치는 영향이 더 중요한 정책적 타당성 결정요인으로 고려되어야 할 것으로 판단된다. This study analyzed the determinants of policy validity for undergrounding projects of non-preferred facilities through the case of Sihwa power transmission facility using analytic hierarchy process. Before analyzing the determinants, this study conducted literature reviews for the effect of undergrounding projects of non-preferred facilities on regional effects and identified the construction process and operation status. In addition, this study made the evaluation area and criteria for analyzing the determinants and then analyzed the determinants of policy validity using the survey with experts. The four issues were identified as followed: Ecological resilience impacts were evaluated as a significant determinant factors of policy validity for undergrounding projects of non-preferred facilities; the institutional tools of evaluating in connection with ecosystem service of Sihwa lake should be required; the impact on health and living conditions in community should be considered more important than the expansion of development opportunities; it is need to develop criteria and method that can broadly define and evaluate the social benefits of undergrounding projects of non-preferred facilities.

This study examines the relationship between the establishment of cooperative companies and regional features to find the effect of regional features on the establishment of cooperatives. The region with higher rate of the establishment of cooperatives in Seoul Metropolitan Areas(SMAs) is located in Seoul city. Hot-Spot and Cold-Spot analysis indicates that cooperatives are more clustered in north part (or GangBuk) in Seoul city that south part (or GangNam) in Seoul city. Analysis results indicate that the region with rich in human resources encourages the establishment of cooperatives. In addition, the support of mayors or local heads is an important role in the establishment of cooperatives. That is, this result emphasizes the importance of the interest of local government. The support for the establishment of cooperatives is needed by local governments because cooperative companies contribute the improvement of rights and interests for associator as well as the improvement of local communities. However, the support should not disrupt the independence of cooperatives.
