In this study, the numerical study has carried out to analyze the leakage in a steam turbine labyrinth seal. We modified tooth shape of the labyrinth seal and finds out difference of leakage in this study. Original model is straight labyrinth seal and its modified model is slant labyrinth seal. The numerical analyses are implemented on two models. The numerical results show that each leakage of tooth shape are found 0.4781 ㎏/s and 0.4485 ㎏/s, respectively. Slant labyrinth seal seals in a steam better than straight labyrinth seal. Since, actual clearance of the stream function in the slant model is smaller than the straight model.

The purpose of study on this thesis lies in establishing a governance model to facilitate the expansion of civic participation and enhancement of policy efficiency in the process of national merit rewards enhancement in Korea. For this research, mainly analyzed about government commemorative events, merit reward enhancement programs(merit reward camps, cultural class, visit and tour of domestic and overseas historic relics, cultural retracing events), feats enhance projects(deliberation and examination of independence movement activities, collection and compiling of domestic and overseas historical documents, repatriation of overseas patriotic forefathers' remains, management and use of memorial facilities) has implemented by the Ministry of Patriots and Veterans Affairs, and this study mainly analyzed the participation and cooperative relations between civic organizations and patriots and veterans affairs agencies in current promotion status and policy process. As civic groups, this included four entities of patriots and veterans, commemorative project associations, research groups, and civilian organizations which are taking part in merit reward policy making. This study, presented a governance model dividing central and local level based on the empirical analysis of patriots and veterans affairs enhancement policy. The policy governance model on a central level is a scheme forming a policy community with the delegations of the Ministry of Patriots and Veterans Affairs headquarters and civic groups. It is a scheme to build a network of three merit reward enhancement services as middle-level units and related civic groups staff. Also it builds a network with existing related groups and general civic groups by project. And the policy governance construction model on a local level is a scheme to organize a local merit reward enhancement committee with the delegates of local governments, and civic groups. Also to support the operation of the local merit reward enhancement committee, a network will be able to be built with working level. So by project, it is necessary to build a network with related groups focusing on local patriots and veterans affairs administrative agencies, and maintain a cooperative relation between civic groups with a network built.

In this study, the numerical study carried out to analyze the leakage in a steam turbine labyrinth seal. Low pressure side and high pressure side angles of teeth were modified to verify the influence on the leakage. It was found that the angle of low pressure side does not affect on the leakage but the variation of high pressure side angle have significant effect on the leakage. The leakage through the labyrinth seal with -5° high pressure side angle were decreased by 5.4% compared to that of original labyrinth seal.
