고령화, 인구감소, 도시와의 소득격차 등 농촌이 안고 있는 어려움을 해결하기 위하여, 정부에서는 마을, 권역, 읍면 등 생활권에 따른 특화된 농촌지역개발사업을 통하여 농촌지역의 생활환경의 개선과 대외 경쟁력 강화에 적극 노력하고 있다. 최근 들어 환경의 중요성이 강조되면서 녹색성장이라는 새로운 패러다임이 급부상하고 있으며, 이와 연계하여 농촌지역의 농촌전통자원을 활용한 녹색관광사업이 활발히 이루어지고 있다. 특히 농촌에 대한 도시민의 인식 변화와 여가기회의 증대로 새로운 다양한 여가기회를 요구하는 도시민의 기대에 부응하기 위하여 농촌지역의 개발을 통한 농촌테마마을 조성사업이 주목받고 있다. 이를 통해 농촌지역은 어메니티자원을 활용하여 관광자원으로 발전시키고 새로운 소득을 창출하고 있으며, 더 나아가 마을 전설이나 전통자원을 활용한 스토리텔링, 마을자원을 이용한 특색 있는 먹거리, 숙박시설, 마을홈페이지 구축 등이 활발히 진행되고 있다. 마을의 인구 분포와 설문분석 등을 통한 마을 간의 긍정 비교 분석 결과, 동일지역에서 이루어지는 마을사업 조차 마을발전 정도와 마을이 추구하는 마을발전방향과 주민들의 참여도가 모두 다름을 알 수 있다. 따라서 본 연구에서는 홍천강 주변지역의 노일리, 개야리, 마곡리 3개마을의 주민들의 인식과 마을 자원 등의 비교분석을 통하여 마을발전에의 영향 요인을 파악하여 농촌마을 발전방향을 모색하고자 하였다. 앞으로, 농촌마을이 가진 다양한 자원을 발굴, 활용하여 마을별로 특색 있고 다양성이 확보된 공간으로 발전해 가기를 기대한다.

It was the fiscal equilibrium that classical economists insisted. They were ignored the expansion of the public sector. But, The first & second world war made them be ashamed, after the two great world war, all of the world was attacked and the long-run recession was continued. Therefore, Keynesian fiscal policy began to be risen as an effective method to cure the recession. From time true on full-employment was the only aim and the role of the public sector was emphasized. With the economic growth, fiscal deficit and inflation were acompanied. At last, the world had to consider about such problems. 1950s, Menetarist gave the remedy to cure it and 1960s, The public choice economists also presented the remedy But, Their effects tier loot contended. From the point of this view, Keynesion fiscal policy should be reconsidered and it's new direction is eagerly needed. To establish the right budget system. The purpose of this research is to explore what is the effective supporting direction and to show several alternatives for an efficiency of future fiscal measures on Korean coal industry. According to the results of this study, the present fiscal measures must be improved as follows: First, in a case of long-term development coal mine, the forms of fiscal measures must apply variously to maintain an economic value with the basis of the self-generation under a responsibility of individual company. Second, a gradual financial aid must pay to closed coal mines within a limitation of minimzed social costs. Third, fiscal measures must drive toward two-ways in order to minimize social costs toward closed coal mines : first method is a subject of an each coal mine and individual and second method is a subject of regional economy.
