한국노동패널과 가계동향조사를 이용한 소득기회불평등의 장기추세에 대한 연구

개인의 의지와 독립적으로 주어진 환경에 따라 성취 전망의 우열이 결정될 때 기회불평등이 존재한다. 부모의 사회경제적 지위(부친의 학력)에 따라 (가구 처분가능) 소득이라는 성취변수의 기회불평등의 존재여부와 그 장기 추세를 분석하는 것이 본 연구의 목적이다. 우리가 고려하는 기회불평등은 부모의 교육 수준, 직업 등 사회경제적 지위 자료만을 필요로 하여 장기간의 기회불평등 추세를 확인하기에 용이하다. 한국노동패널과 가계동향조사를 활용하여 1990년에서 2016년에 이르는 (가구 처분가능) 항상소득기회불평등 추세를 분석한 결과, 기회불평등도가 1990년대 초중반까지 상대적으로 양호한 낮은 수준을 유지하다 외환위기를 거치며 최근까지 빠르게 상승하였고 이런 상승 추세가 통계적으로 유의미함을 확인하였다. 전문대졸 이상의 가구주를 대상으로 한 분석에서는 기회불평등도가 전 기간에 걸쳐 큰 폭으로 하락하는 것으로 나타났다. 이는 교육이 소득기회불평등을 줄이는 데 중요한 역할을 하고 있다는 점과 부친 학력에 따른 자녀의 교육격차가 소득기회불평등이 발생하는 주요 경로라는 점을 말해준다. Inequality of opportunity for income acquisition exists when the prospect (probability distribution) of income acquisition with a higher parental socio-economic status dominates the prospect with a lower parental socio-economic status. Our main objective is to analyze the existence and the long-term trend of this inequality of opportunity in Korea. Our concept of opportunity inequality relies only on simple information on parental socio-economic status such as education level, which facilitates our inquiry of the long-term trend. We use both the Household Income and Expenditure Survey (HIES) and the Korean Labor & Income Panel Study (KLIPS). We consider individual households in KLIPS and estimate their household permanent income using HIES. We show persistence of the inequality of opportunity over the period from 1990 to 2016. We analyze the degree of inequality of opportunity using Gini opportunity inequality index and the Rags-to-Riches opportunity inequality index. Both indices exhibit increasing long-term trends, which are statistically significant. We also find that the opportunity inequality indices decline more than 50% when they are measured among individuals with college education. This shows that education plays an important role in overcoming opportunity inequality due to ones’ parental or family background.
