국내 공공연구기관의 성과관리ㆍ활용에 관한 우수 사례 연구

우리나라는 국가 R&D에 대한 지속적인 투자 증대를 통해 논문과 특허 등의 양적 성장을 성공적으로 이루었다. 하지만 양적 성장만큼 질적 수준의 제고가 이루어지지 않아 연구개발 생산성(기술료 수입/연구비) 등 기술이전?사업화 실적이 상대적으로 미흡한 것으로 나타났다. 따라서 공공연구기관의 연구성과를 효과적으로 관리?활용할 수 있는 방안을 모색해야 한다. 본 연구는 선도적으로 성과관리ㆍ활용을 이행하고 있는 공공연구기관을 대상으로 사례 연구를 수행하였다. 사례 연구를 위해 총 4개의 기관(대학 2개, 출연(연) 2개)을 선정하였으며, 이를 통해 사례들의 공통성을 규명하고 일반화함으로써 시사점을 제시하였다. 분석 결과, 4개 기관은 모두 연구기획부터 기술이전?사업화까지 연계된 성과관리?활용 체계를 구축하고 있었다. 기획 단계부터 명확한 목표를 설정하고 기업의 수요를 반영하였으며, 우수기술 발굴을 위해 내?외부 전문가를 활용하여 선행기술조사 및 사전심의를 실시하였다. 또한 미활용 특허의 매각, 무분별한 특허 출원의 방지 및 특허 등록율의 제고 등을 통해 전략적인 특허 관리를 수행하였고, 기업의 기술 니즈 분석, 적극적 수요기업 발굴 등 기술마케팅과 사후관리를 체계적으로 지원하였다. 이 외에도 성과관리?활용 전담조직의 전문성을 제고하여 연구자와 유기적으로 협력하였으며, 성과 확산을 위해 성과관리?활용 관련 시스템 및 제도가 뒷받침되었다. 본 연구 결과를 통해 향후 국내 공공연구기관의 성과관리?활용 수준이 제고되기를 기대한다. An increase of national R&D has brought the growth of research performance such as paper and patent quantitatively. However, the results of technology transfer and commercialization still leave much to be desired in Korea. Therefore, it has to be drawn up a plan for effective management & application of research performance created by public research institutes. We select four leading institutes (two universities, two government-funded research institutes) that performed efficient performance management & application. Then, we analyze the best practices and suggest contributions. The results show that four institutes build up a framework of performance management & application from research planning to technology transfer and commercialization. At an early planning phase, institutes set up definite needs-oriented goals, and prior review as well as prior art search is executed through experts. Besides, they systematically promote strategic patent management, technology marketing, post management, and so forth. For such a performance management & application process, capabilities have to be supported with regard to specialized organization, system, routine. This study can give an hint to improve performance management & application from public research institutes in Korea.

발달장애 청소년 자녀를 둔 어머니의 양육 경험에 관한 연구

This study examines the parenting experience of mothers of adolescents with developmental disabilities (DD) drawing practical implications for supporting the mothers and the children. A total of ten research participants with children with DD were interviewed. The findings can be categorized into 13 conditions: ‘hasty acceptance of reality’, ‘ignorance about children with developmental disabilities’, ‘parenting stress’, ‘dark and bitter body’, ‘growing pain of mothers parenting a child trapped in an adult’s body’, ‘social exclusion’, ‘facing limits’, ‘support system’, ‘finding personal growth’, ‘utilization of social resources’, ‘searching for alternatives’, ‘anxiety about the future’, and ‘tasks to be achieved’. The mothers’ parenting experience can be summarized into four phases: ‘hasty acceptance of reality’, ‘parenting as an outsider’, ‘searching for alternatives’, and ‘anticipatory anxiety’. Based on these findings several implications were developed and proposed for welfare of the children with disorder and their family.
