최근 들어 서해에서 중국의 다양한 선박 활동이 증가하고 있다. 이러한 중국의 서해에서 활동배경은 시진핑 주석의 중국몽(中國夢) 실현을 위한 해양굴기(海洋崛起) 부터 한·중 해양경계획정협상에서 우위를 차지하려는 목적까지 다양한 의도가 숨겨져 있다. 이러한 중국의 서해에서 활동증가에 우리 정부의 전략적인 대응이 필요한 이때, 이론보다는 실질적인 정책대안을 제공하는 것이 이 글의 목적이다. 이러한 대응을 위해 중국의 중간선 이동(以東)에서 활동을 억제하고 반대로 우리 선박의 중간선 이서(以西)에서의 활동을 증가시키기 위한 전략이 필요하다. 중국선박 활동 대응은 첫째, 중국선박의 중간선 이동(以東)에 허가 없는 해양과학조사 활동은 우리의 국내법인 해양과학조사법에 위반되는 활동으로 금지시키고, 非 상업선의 활동에 대해서는 우리의 배타적 경제수역에서 활동 중임을 여러 경로를 통해 인식시켜야 한다. 둘째, 우리도 중국의 중간선 이원에서 활동에 대응해 중간선 이서(以西)에서 해양과학조사 활동, 관측부이 설치, 군함의 활동을 동종동량(同種同量)의 원칙에 따라 실시한다. 우리 선박의 중간선 이서(以西)에서의 활동은 중국의 활동에 비례하여 대응하는 개념으로 해양의 환경을 영구히 변형시키지 않는 범위에서 이루어져야 한다. 이러한 대응은 효과적인 집행을 위해 개별업무를 실행하는 관계부처에 방향성 제시를 위해 중장기 전략의 기획과 추진을 위한 조직의 신설·발전이 필요하다. China's maritime activities have been increasing at the West Sea. The purpose of these activities is various ranging from materializing 'China Dream' to having an upper hand on maritime delimitation negotiation with South Korea. South Korea needs to respond to China's activities based on international norm and law. The suggestions are as follows. First, the activities at the west side of the equidistance line should be controlled based on international/internal law. the maritime scientific research vessels should be enforced based in the “South Korea maritime research law”. China's non-commercial vessels should be informed that they comply with internal law and South Korea's law about duties in South Korea's EEZ. Second, South Korea can conduct scientific research, install observation buoy, patrol with naval ship at the west side of the equidistance line based on tit-for-tat strategy. For these suggestions, South Korea needs a long term strategy where all national power can be focused to pursue maritime strategy effectively.

인도·태평양전략은 이름에서 알 수 있듯이, 인도·태평양(해양)을 중심으로 한 지전략(Geostrategy)이다. 그러나 지금까지의 미·중경쟁을 주제로 인도 태평양전략을 연구한 논문들은 많은 부분을 미 중의 두 강대국 간의 다양한 분야(정치, 경제, 군사 등)의 국제관계 혹은, 미·중의 국내정치적인 측면에서 다루고 있다. 지전략의 출발은 해당 지역의 중요성, 전략적 가치에서 출발해야 제대로 된 전략을 도출할 수 있다. 그러나 국제정치적 수준에서 다루다 보니 인도·태평양 자체의 중요성에 대해서는 간과한 면이 있다. 이 논문은 인도·태평양을 지전략으로 정의하고, 해당 지역의 전략적 가치를 해양 측면에서 분석하고 있다. 인도·태평양의 중요성을 인구, 지역경제블럭, 해양관할권, 심해 저자원, 원유수송로 등의 해양적 관점에서 제시하였다. 미국은 이렇게 중요한 인도·태평양에서 미국과 중국은 충돌할 가능성은 날로 높아지고 있다. 특히, 미국은 인도·태평양사령부를 중심으로 3가지 노력선(Prepareness, Partnership, Promoting a Networked Region) 구현을 위해 다양한 노력을 경주하고 있다. 중국, 또한, 해양실크로드 건설을 위해 인도·태평양을 중심으로 전세계 해상교통로 확보에 집중하고 있다. 이렇게 미·중간의 경쟁이 지전략적인 가치가 높은 인도태평양지역에서 심화되면서 우리에게도 중요한 인도·태평양의 안전이 위협받고 있다. 하지만 인도태평양 지역(특히, 동·남중국해)가 왜 우리에게 중요한지 우리의 산업구조를 통해 구체적으로 제시하고, 만일 미중 갈등으로 인해 해상교통로가 마비되면 우리에게 어떠한 영향을 미칠지를 제시하고자한다. 또한, 주변국과 해양경계획정이 되지 않은 상황에서 보다 넓은 해양영토확보를 위해 인도·태평양 지역은 매우 중요하다. 이러한 미 중 갈등, 미국의 인도·태평양전략과 군사적 활동, 인도·태평양의 우리에게 중요성 등을 고려하여 앞으로 미·중 경쟁 속에서 우리가 마주할 다양한 양자택일의 해양에서 이슈에 대해 우리 국익이 최대가 되는 방안을 선택할 수 있는 고민이 필요하다. As its name suggests, the Indo-Pacific Strategy is a geostrategy centered on the Indo-Pacific(Ocean). However, many of the scholars that have studied the U.S. Indo-Pacific strategy on the subject of the U.S.-China competition so far deal with international relations and domestic politics of the U.S. and China. The start of the geo-strategy must start from the importance of the region and strategic values to derive a proper strategy, but the importance of the Indo-Pacific itself has been overlooked as it is handled at the international political level. This paper defines the Indo-Pacific Strategy as a geostrategy and analyzes the strategic value of the region from the maritime perspective. The importance of the Indo-Pacific Ocean was presented from the marine perspective of population, regional economic blocks, maritime jurisdiction, deep-sea resources, and crude oil transport routes. The United States is making various efforts to implement three lines of effort (Preparance, Partnership, Promoting a Networked Region) centered on the Indo-Pacific Command. This Indo-Pacific is also important to us. Due to Koreas industrial structure, it relies heavily on imports of raw materials and exports of final products through the sea. Therefore, the maritime transportation route itself is very important. In addition, the Indo-Pacific region is very important to secure a wider marine territory in the absence of a agreement on maritime delimitation line with neighboring countries. Considering the U.S.-China conflict, the U.S. Indo-Pacific strategy and military activities, and the importance of the U.S.-China competition to us, it is necessary to consider how Korea can choose various policy options to maximize national interest in the future.

본 논문은 Chat-GPT로 대표되는 생성형 인공지능을 활용한 군사학 연구방법론에 대한 고찰 필요성을 제시한 연구이다. 생성형 AI는 데이터 처리용량의 향상과 신속 정확한 분석능력 등 군사학 연구방법론에 활용할 수 있는 다양한 기능을 가지고 있다. 이를 바탕으로 본 연구는 인간의 창의성을 바탕으로 연구주제를 도출하고, AI를 활용하여 연구주장을 뒷받침할 수 있는 다양한 방법론을 적용하는 형태의 군사학 연구방법론 발전에 대한 논의가 이루어져야 한다고 주장한다. 군사학은 사회과학의 한 분야로 분류되어 있지만 군사와 관련된 광범위한 문제를 해결하기 위해 다양한 방법론의 적용이 필요하다. 이러한 관점에서 AI 기반의 연구방법론은 기존 연구방법의 제한을 극복할 수 있는 잠재력을 보여주고 있다. 다른 학문 분야에서도 이미 AI를 활용한 다양한 연구사례가 제시되고 있다. 본 논문에서는 이러한 생성형 AI의 장점을 활용하여 군사학 연구방법론의 세 가지 발전방향을 제시한다. 첫째는 기존의 정성적·정량적 연구방법을 적용함에 있어 효율성을 증대하는 것이다. 둘째는 시뮬레이션·행태주의·반사실적 분석·페르소나 활용 등 기존 연구방법론으로 수행이 제한되었던 한계를 극복하는 것이다. 셋째는 거시적 차원의 경향성 도출과 다른 학문과의 연계를 활용한 새로운 연구기법을 개발하는 것이다. This paper explores the necessity of research methodologies in military science using generative artificial intelligence, exemplified by Chat-GPT. Generative AI, with its enhanced data processing capacity and rapid analytical abilities, offers diverse functionalities applicable to military science research methodologies. Building on this, the study advocates for a discourse on the development of military science research methodologies. This involves deriving research topics from human creativity and employing various AI-supported methodologies to substantiate research claims. While military science falls within the realm of social sciences, addressing a broad spectrum of military-related issues necessitates the application of diverse methodologies. From this perspective, AI-based research methodologies show promise in overcoming limitations inherent in traditional research methods, as evidenced by various cases in other academic fields. The paper proposes three directions for the development of military science research methodology by leveraging the advantages of generative AI. Firstly, it suggests enhancing efficiency in applying existing qualitative and quantitative research methods. Secondly, overcoming limitations inherent in traditional research methodologies, such as simulation, behaviorism, reflexive analysis and utilize persona. Thirdly, developing of new research techniques focusing on macro-level trends and utilizing interdisciplinary connections with other academic fields.
