Electrical facilities of entertainment spaces become more complicate and bigger due to growing industry and economy. Therefore using only Technical standards for Electrical facilities of internal standard, we have some difficulty for management and installation of electrical facilities of entertainment spaces. So this paper gives a information which is applied to install the electrical facilities of entertainment space by analysing and comparing of internal and external standard.
수·변전설비의 안전 환경 설치에 관한 국내외 규정 비교 분석

국내산업의 발달 및 경제 성장과 더불어 전력설비의 대용량화 및 다양한 전기설비의 보급으로 인하여 수변전설 비도 증가되고 있으며 또한 대형화 되어 지고 있는 추세이다. 이러한 수$\cdot$변전설비에서의 안전 및 설비사고도 점차 증가되고 있는 실정이다. 따라서 본 논문에서는 수$\cdot$변전설비의 안전 환경 설치를 연구대상으로 하여 국내외 규정 및 기준에 대하여 비교 하였으며, 이를 통해 수$\cdot$변전설비의 설치시의 문제점을 도출하여 우리나라의 수$\cdot$변전설비 안전 환경 설치에 적용할 수 있도록 관련 규정의 개정(안)을 제시하였다. It's a general tendency that electrical facilities of power station become a large size and increase in number because electrical facilities become big and complicated with internal industrial development and economic growth. So, electrical accidents were increased in this electrical facilities of power station. Therefore, in this paper we compared domestic and foreign standard on safety environment of power station. From this, we draw several questions in case of installation on power station and we proposed a draft of relative standard to apply in power station.

Infrared thermography is one of the most valuable and cost-effective diagnostic techniques for predictive maintenance on electrical systems. For the electric installations, the thermographies can identify major problems, which if left unattended could lead to breakdowns. The result thermal images depend upon operator skills, inspection technique, and load and weather conditions. When the thermographer is applied to remote monitoring, the conditions of the systems are not perfectly analyzed because operators are hard to know the weather's effects of the installed place. Therefore, this paper defines the effects by weather conditions which will influence the final results. The purpose of this paper is to define the weather effects that a thermographer needs to consider for successful condition analysis.

A electrical fault is defined as any abnormal condition caused by a reduction in the insulation strength. To define the potential risk of the electric installation, measurement of leakage current has been getting considered, but because the measured leakage current value also contained leakage current by capacitance, the measured value could not be adapted to absolute reference to the installation. Therefore, in this paper, the correlation between the condition of electric installation and leakage current were analyzed. The result focuses on to detect them in a cost efficient way.

An electrical fault is defined as any abnormal condition caused by reduction in the insulation strength between energized conduction parts and ground or any grounded part of an electrical system. Failure of solid insulation can be caused by excessive mechanical tension being applied on the insulation, harsh service environment, aging, and also by corona phenomena. The number of empty houses during normal working hours is rising. As a result, the number of uninspected electric installation for general use is increasing. To define the potential risk of the electric installation, measurement of leakage current has been getting considered, but because the measured leakage current value also contained leakage current by capacitance, the measured value can not be adapted to absolute reference to the installation. Therefore, in this paper, the correlation between the condition of electric installation and leakage current were analyzed.

In this paper, survey and analysis of real conditions about domestic and foreign online electricity facility construction example for additional service about electricity safety were executed. According to survey, in Japan, they are executing online electricity facility monitoring service based on IT basic law for information society construction and not only electricity safety but also value added service such as alarm for earthquake, security are being done. In USA, using power line communication(PLC), online observation and building district management service were being realized. Observing domestic case, electricity safety related service such as distribution panel product incorporating load management and leakage current measurement was being executed in some companies.

In 2007, 9,128 fires are attributed to electrical equipments, These fires resulted in 29 deaths and 262 injuries. Arc-faults were one of the major causes of these fires. When an unintended arc-fault occurs, it generates intense heat that can easily ignite surrounding combustibles. Conventional circuit breakers only respond to overloads, short circuits, and leakage currents. Therefore, the breakers do not protect against arcing conditions. This paper presents results obtained in experiments on ignition behavior of wire by series arc fault currents and techniques developed to detect the arc-faults. The developed technique was tested after installation to make sure they are working properly and protecting the circuit. If the developed arc detecting technique is applied, the electrical fires caused by an arc-fault can be reduced.
