Recently a fire risk has increased in Seoul due to the rapid increase in the number of high-rise buildings (50 floors or above 200m). Establishing fire safety of high-rise buildings is urgent through the establishment of an installation standard of the middle refuge floor (Ch.3), reinforcement of fire· refuge facilities (Ch.4-1), a measure to count stack effect and the ensurance of the high fire resistance of high strength concrete (Ch.4-2·3), the integrated system of the disaster management of buildings (Ch.5), The middle refuge floor of high-rise building is installed within 25 floor(s) in maximum, simultaneously the safety of occupants should be secured by adding refuge stairs in accordance with floor space, enlarging the width of the entrance. Installing the middle refuge floor of high-rise buildings on every 30th floor in maximum, which is the legal standard, can bring serious accidents by causing the refuge limit time exceed the final refuge competition time. Additionally, safety for the structure of high-rise buildings is secured by expanding fire fighting facilities with the performance based design and introducing the performance based design for the building structure. At the same time, reinforcement for the fire water source, automatic fire detection installation, wireless communication auxiliary devices, and smoke control system is established. To reduce the stack effect of high-rise buildings, a method based on the architecture plans and a scheme of facilities need to be considered concurrently. Also, the mitigation strategy of high strength concrete spalling needs to be established, The integrated system of the disaster management of high rise buildings with 3D indoor spacial information data base is required based on 『The special law for the safety management of high-rise buildings and complex buildings connecting to the underground』for the disaster management of high-rise building such as fire suppression and refuge plans.
