In this study, an improvement plan was derived by statistically analyzing the system and current status of tests in Korea and survey of seafarers perception in order to improve the expertise of the Korean fishing vessel officer examination. Recently, about 70% of marine accident occurs from fishing vessels. Therefore, it's necessary to improve the examination to reduce marine accidents. As a result, it was identified that an average of 29,265 applicants have applied over the past four years, and among them, 1,833 people have applied for fishing vessel licenses, accounting for 6.3% of the total. According to the result of explanation and response of 115 people, they responded that practical utilization was low, each operation waters has different requirements and it’s necessary to improve the contents of the questions for the specialty subject. In addition, inappropriate questions were found in previous exams. To reduce marine accidents caused by human error and to improve the professionalism of fishing vessel officers, it is necessary to adjust the test criteria and ratio with characteristics of fishing vessels and in the long run, institutional improvements such as the distinction between test subjects and licenses are needed.

According to the recent presentation by the Korean Maritime Safety Tribunal, about 70% of marine accident occurs from fishing vessel, and 90% of cause of entire marine accidents attributes to human error. As fishing vessels require basic operations, fishing operations, other additional operations and techniques such as fish handling, cultivating excellent marine officer to prevent marine accident and develop industry is very important. A fisheries training ship is still very difficult to satisfy the demand for diversity of fishery training and sense of realism of the industry. As the result of employment expectation by category of business survey targeting 266 marine industry high school graduates who hope to board fishing vessels for the last four years, tuna purse seine was the highest with 132 cadets (49.6%), followed by offshore large purse seine (65 cadets, 22.4%), and tuna long line (35 cadets, 13.2%). The Korea Institute of Maritime and Fisheries Technology (KIMFT) has replaced old jigging and fish pot fishery training ships and proceeded developing and building multi-purpose fisheries training ships considering the demand of industry and the promotion of employment; however, the basic fishing method was set for a tuna purse seine. As a result of seakeeping model test, it can conduct the satisfiable operation at sea state 5, and survive at sea state 8.

in the late 1970s, the National Fisheries Research & Development institute (NFRDI) started cetacean research to submit the Korean whale catch record to the International Whaling Commission. This continued until the moratorium on commercial whaling in 1986. The NFRDI resumed Cetacean research with a pilot whale sighting survey in 1999. Subsequently, the NFRDI has conducted 53 cetacean sighting surveys within the Korean exclusive economic zone between 2000 and 2010. The surveys took a total of 760 days and cruising for 23.866 nautical miles. The finless porpoise Neophocaena asiaeorientalis was sighted most frequently (735 times), followed by the minke whale Balaenoptera acu-torostrata (396 times), the long-beaked common dolphin Delphinus capensis (102 times), and the Pacific white-sided dolphin Lagenorhynchus obliquidens (27 times). Minke whales were disiributed in the Yellow Sea and coastal area of the East Sea from spring to fall. Pacific white-sided dolphin sightings were restricted to the middle and upper coastal areas of the East Sea in summer. Common dolphins were sighted from east of the southern coast to the eastern coast of the Korean Peninsula from spring to fall. Finless porpoise occurred in all Korean coastal areas, except the middle and upper eastern coast.

The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. The results are expected to contribute to sustainable development in the ocean industry safety culture spread throughout the ocean industry through the enhancement of safety fishing competency and safety management responsibility of fisher.
수협 재해 보험급여를 이용한 근해 트롤선 어선원의 안전 위험 요소 분석

The trawl fishery is an important fishery accounting for around 30.0% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen``s safety of offshore trawler was conducted to serve as basic data for improving the healthy and safe working environment of fishermen using fishermen``s occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=464). As a result, the occupational accident occurrence rate of large powered trawl fishery was 241.4‰ in east sea trawl fishery, 6.9 times the rate of that. In addition, death and missing rate was found to have very serious level management to 97.7%<sub>00</sub> in east sea trawl fishery of death at 6.2 times. The accident occurred in 91.7 to 100.0% was happened at sea. The slipping, others and struck by object and son on occurred more frequently in order in the frequency of accident occurrence pattern. However, the oc urrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred more frequently while death and missing risk was not high. The fall in the waters was low while death and missing risk was high. The results are expected to help identify and assess safety hazard occurred in offshore trawlers.

The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen``s safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen``s occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1. in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.
