여성친화도시 정책은 지역정책의 성 주류화 실현을 위한 혁신정책으로써 지방정부의 재량으로 정책유지가 진행되고있는 점에 주목하였다. 여성친화도시 정책의 경우 중앙정부의 소극적 지원 속에 지방정부의 주도적인 정책집행으로 진행되면서 실질적인 정책유지에 어려움이 있다는 지적이다. 이러한 상황에서 지방정부가 주도적으로 여성친화도시 정책을 유지할 수 있었던 요인에 관한 실증적인 분석은 향후 정책적 소수집단에 대한 정책 일관성 확보와 정책 유지의 측면에서 학문적·정책적 의의를 갖는다. 본 연구는 여성친화도시 정책유지에 미치는 영향요인을 살펴보고자 226개 기초자치단체를 대상으로 실증분석을 하였다. 그 결과 여성친화도시 제도유지 및 지정유지와 관련하여 정책예산, 의회의 정치성향, 수평적 학습이 유의미하게 영향을 미치는 것으로 나타났으며 정책의 수평적 모방은 여성친화도시 지정유지에 유의미한 영향이 있었다. 이러한 분석결과를 바탕으로 여성친화도시 정책유지에 대한 시사점을 제시하였다. The Women Friendly City policy, an innovative strategy to achieve gender mainstreaming at regional level, is currently being maintained at the discretion of local governments. There is a significant challenge in maintaining this policy due to the lack of support from the national government, with only local governments taking an active role in upholding the policy. An empirical analysis of the factors, which enable the local governments to proactively uphold the policy despite the difficulties they face has academic and policy implications in terms of policy coherence and policy maintenance for future policy the minority group. Henceforth, this study conducted an empirical analysis of 226 local governments to examine the factors influencing the maintenance of the Women-Friendly City policy. The results demonstrated: 1) the budget, political stance of the council, and horizontal learning had a significant impact on the maintenance of the policy and the designation; and 2) the horizontal imitation of the policy had a significant impact on maintaining the designation of the Women-Friendly City. To summarize, based on the empirical analysis carried out, this study demonstrates the future implications from maintaining the Women-friendly City policy.

This study was conducted in order to examine the factors enhancing the utilization of gender impact assessment results. The analysis was performed through a random effect model based on spatial data analysis and panel data targeting regions under Gyeonggi-do local government. First, spatial data analysis showed that the areas with high implementation of policy improvement were Midwest local district while areas with the low levels of implementation were Northeastern regions. It was also found that the more policy improvement plans the local government had, the higher level of actual implementation was achieved. Second, random effect model analysis showed meaningful results of determining factors affecting the overall compliance rate of statutes, plans and projects in the selection of women-friendly cities, gender training of grade 6 or lower public officials, output of policy improvement plan and progressive partisanship of local councilor. In addition, the member composition of the Gender Impact Assessment Committee was found to be a key factor affecting the compliance rate of statutes. Finally, directions that can enhance the utilization of gender impact assessment results were proposed. 본 연구는 성별영향평가 결과 활용 제고에 미치는 영향요인을 살펴보고자 경기도 기초자치단체를 대상으로 공간자료분석과 패널테이터를 이용한 확률효과모형을 활용하여 분석하였다. 첫째 공간자료분석 결과 정책개선이행이 높은 지역은 중서부 자치시군, 낮은 지역은 동북부 자치시군으로 나타났고, 정책개선계획의 산출이 많은 기초자치단체일수록 정책개선이행이 대체로 높은 것으로 분석되었다. 둘째, 확률효과모형 분석결과는 법령, 계획, 사업을 포함한 종합이행률에미치는 요인으로 여성친화도시 지정, 6급 이하 공무원의 성인지 교육, 정책개선계획 산출, 기초의원의 진보 당파성에서유의미하였다. 이밖에 법령 이행률에는 성별영향평가위원회 구성이 유의미하게 분석되었다. 이를 토대로 성별영향평가결과의 활용을 제고할 수 있는 시사점을 제시하였다.
