사회자본과 정부운영 방식의 관계 유형과 정부의 질

본 연구는 OECD 및 유럽, 아시아, 아메리카 아프리카 지역의 국가 등 다양한 국가들을 대상으로 퍼지셋 (fuzzy set) 방법을 적용하여 사회자본과 정부운영 방식의 관계를 유형화하고, 각 유형에 따라 개별 국가들의 정부의 질적 수준이 어떻게 달라지는지를 실증적으로 분석하였다. 구체적인 분석에 앞서 본 연구에서는 사회자본과 정부운영 방식 그리고 정부의 질간의 관계를 이론적으로 검토하여 정부의 진 분석용 위한 연구모형을 개발한 다음 이를 본연구의 분석에 활용하였다. 주요 분석결과를 정리하면 다음과 같다. 첫째 정부운영 방식의 측정변수로 활용한 정부지출 규모는 정부의 효과성, 법치주의 부패 통제 등으로 측정된 정부의 질적 수준 향상에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 사회자본과 정부운영 방식의 관계에 따라 사회자본이 정부의 질에 미치는 영향이 달라진다, 셋째, 사회자본과정부지출 수준이 모두 높은 유형에 속하는 국가들은 정부의 효과성, 법치주의, 부패통제, 불편부당성, 행정의 전문성 등으로 측정된 정부의 질적 수준도 높은 것으로 나타났다. 본 연구의 이와 같은 분석결과들이 의미하는 바는 사회자본과 정부의 질의 관계를 보다 명확하게 규명하기 위해서는 사회자본과 정부운영 방식의 관계를 고려할 필요성이 있다는 것이다. This study investigates the relationship between social capital and governmental quality by considering the relationship between social capital and the size of government in a cross-section of countries. It is shown that countries with high level of government expenditure exhibit higher quality of government as measured by government effectiveness. rule of law. and control of corruption. It is also shown that both high levels of social capital and government expenditure exhibit higher quality of government as measured by government effectiveness. rule of law. control of corruption. impartiality. and professionalism. These findings question the use of heterogeneous indicators for governmental quality and show that the relationship between social capital and the quality of government depends on the size of government measured as the level of government expenditure. Thus. the importance of the size of government in explaining the variation in the quality of government sheds light on the social capital theories of governmental Qualities.

This study investigates the relationship between social capital and governmental quality by considering the relationship between social capital and the size of government in a cross-section of countries. It is shown that countries with high level of government expenditure exhibit higher quality of government as measured by government effectiveness, rule of law, and control of corruption. It is also shown that both high levels of social capital and government expenditure exhibit higher quality of government as measured by government effectiveness, rule of law, control of corruption, impartiality, and professionalism. These findings question the use of heterogeneous indicators for governmental quality and show that the relationship between social capital and the quality of government depends on the size of government measured as the level of government expenditure. Thus, the importance of the size of government in explaining the variation in the quality of government sheds light on the social capital theories of governmental qualities.

도시철도 역세권과 아파트 가격의 관계 분석

본 연구의 목적은 새롭게 개통된 대구도시철도 3호선의 건설이 아파트 가격에 가장 영향을 크게 준 시점을 분석하고, 어떤 자치구의 아파트 가격이 도시철도 개통에 가장 민감하게 반응하였는지를 이벤트 스터디(event study) 기법을 활용하여 분석하며, 아울러 대구도시철도 3호선 주변 역세권 아파트들의 실거래가격에 영향을 미친 요인들을 실증적으로 분석하는 데에 있다. 주요 분석결과를 요약하면 다음과 같다. 첫째, 착공시작시점(2009년 6월)이 공사완료시점(2013년 10월)보다 역세권 아파트 가격에 더 큰 영향을 주었음을 알 수 있었다. 둘째, 건설기간 중 역세권 아파트 단지의 가격에 미치는 영향의 경우, 역 반경 200m내에서는 긍정적(+)인 영향을, 200~600m에서는 부정적(-)인 영향을, 그리고 600m~1km에서는 다시 긍정적(+)인 영향을 각각 미치는 것으로 나타났다. 따라서 정부가 도시철도 건설 등과 같이 부동산가격에 영향을 미칠 수 있는 정책을 추진할 때 착공시작시점과 공사완료시점에 잠재적 역세권 지역의 주택 및 토지가격의 상승이 역세권 거리의 구분에 따라 서로 다르게 나타날 수 있다는 점을 고려하여 과도한 가격상승이 이루어질 가능성이 있는 경우에는 단기간의 개발이익에 대한 과세나 규제가 필요함을 시사하고 있다. This study seeks to analyze the relationship between the opening of the Daegu subway line 3 and apartment price fluctuation and to find the factors causing the apartment price fluctuation in the station area of the Daegu subway line 3. Empirical results of this study are as follows: first, the apartment price is more fluctuated or increased during construction over time than the time of completion; second, the opening of the Daegu subway line 3 has positive impact on apartment price nearby the station area of the Daegu subway line 3; third, apartment prices in the second station area (200-600m) are negatively related to the opening of the Daegu subway line 3. The results of this study suggest implications for tax and redistribution policies in the station areas.

사회자본과 경제성장의 관계 : 국가 수준의 패널회귀분석을 중심으로

본 연구의 목적은 국가 수준에서 사회자본과 경제성장의 관계를 실증적으로 분석하는 것이다. 구체적으로 본 연구에서는 사회자본이 경제성장에 긍정적인 영향을 미칠 수 있다는 가설을 검증하기 위해 Legatum Institute에서 제공하는 2009년~2019년 패널데이터를 활용한 패널회귀분석(고정효과모형과 임의효과모형)을 실시하였다. 주요 분석결과를 요약하면 다음과 같다. 첫째, 사회자본은 1인당 GDP 성장률과 인플레이션비율의 변동성을 고려하여 측정한 경제성장 수준을 높이는데 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 경제적 역동성, 투자 환경 요인, 노동 환경 요인, 안전과 보안 요인들도 국가의 경제성장에 긍정적인 영향을 미치는 것으로 나타났다. 마지막으로 정부의 효과성도 국가의 경제성장 수준을 높이는데 긍정적인 영향을 미치는 중요한 요인으로 작용하는 것으로 나타났다 This study empirically examines the association between social capital and economic growth at the country level. Panel data for year 2009-2019 came from the Legatum Institute. By adopting panel regression analysis such as fixed-effect and random-effect models, the author of this paper tests hypothesis that social capital has a positive impact on economic growth at the country level. The main results are as follows. The first result is that social capital has a positive impact on economic growth measured by two key elements of the economy such as the GDP per capita growth rate and the volatility of the inflation rate. Second, it is also shown that countries with high levels of economic dynamism, investment environment, labor force engagement, or safety and security exhibit higher economic growth. Finally, government effectiveness can be an important factor for economic growth at the country level.

대곡천 암각화군의 보존·관리와 지역사회의 역할

본 연구는 대곡천 암각화군의 유네스코 세계유산 등재 과정 검토, 세계유산 등재 관련 지역사회의 개념과 범위 설정, 세계유산 등재를 위한 지역사회의 역할, 지속가능한 보존·관리 및 세계유산 등재 기여방안 등을 탐색하였다. 세계유산 등재과정이 최근에는 지역공동체와 민간 주도로 변화하고 있으며, 가장 중요한 지역사회의 역할 중의 하나가 지역사회 중심의 세계유산 등재추진위원회의 설립과 활동이다. 대곡천 암각화군의 경우 잠재목록 등재 이후 10년 만에 지방자치단체 주도로 세계유산등재추진위원회가 설립되어 운영되고 있지만 지방정부 주도의 세계유산등재보다는 지역주민 주도의 시민 거버넌스 확립을 통한 세계유산등재 노력이 필요하다. 또한 세계유산위원회의 결정과 운영가이드라인의 변화에 대처하고 현안 연구와 정보 획득 및 유산의 홍보 등을 전담할 세계유산전담센터의 설립이 시급하다. 대곡천 암각화군의 세계유산 등재를 위해서는 OUV 규명과 더불어 유산지역과 완충지역의 연계 및 보전관리 등에 대한 명확한 보완과정이 필요하다. 또한 대곡천 암각화군의 세계유산 등재와 등재 이후의 지속 가능한 보존과 관리를 위하여 암각화 역사축제, 고래를 매개로 하는 연계상품 개발, 스토리 두잉(story-doing), 암각화 관련 콘텐츠 개발, 방문객 친화형 탐방시설, 유산지역과 완충지역의 공원화, 개별 암각화의 형상화를 통한 브랜드화 등이 요청된다. This study explored the review of the UNESCO World Heritage listing process of Daegokcheon Petroglyphs, the concept and scope of the community related to the World Heritage listing, the role of the community for the World Heritage listing, sustainable conservation and management, and ways to contribute to the World Heritage listing. The listing process has recently changed to be led by the local community and the private sector, and one of the most important roles of the community is the establishment and activities of the community-oriented World Heritage Listing Promotion Committee. In the case of Daegokcheon Petroglyphs, the committee was established under the leadership of local governments 10 years after the listing of potential lists, but it should play a central role in establishing citizen-led governance in the region. In addition, it is urgent to establish a World Heritage Center to cope with changes in the World Heritage Committee s decision and operation guidelines and to take charge of researching pending issues and obtaining information. In order to register the Daegokcheon Petroglyphs as a World Heritage site, a clear supplementary process is needed to identify the OUV and to preserve the heritage and buffer areas. In addition, for the sustainable preservation and management of Daegokcheon Petroglyphs, a petroglyph festival, whale related tour program, story-doing, the development of petroglyph related contents, visitor-friendly exploration facilities, park development in heritage and buffer areas, and branding through the shape of individual petroglyphs.
