3년이 넘게 진행되었던 SK와 넷플릭스 간 분쟁은 소송을 취하하고 양사가 협력 관계를 맺는 방향으로 일단락되었다. 하지만 디지털 대전환, 생성형AI 활성화 등으로 인해 인터넷 트래픽 이용량은 향후 더욱 늘어날 가능성이 있어 망이용대가를 둘러싼 국내 이동통신사와 글로벌 CP 사업자간 갈등은 언제든지 다시 발생할 수 있다. 본 연구에서는 SK와 넷플릭스 사이에 발생했던 망이용대가와 관련된 분쟁의 쟁점을 살펴보고 각 쟁점에 따른 함의를 도출했다. 망이용대가의 유상성 및 범위는 전적으로 사업자 간 협상에 의해 결정되어야 하는 사안이다. 다만, 사업자 간 분쟁이 발생하게 되면 속도 지연 등 이용자의 피해가 발생할 수 있으므로 이에 대한 정책적 대안에 대한 검토가 필요하다. 국내 미디어 산업은 글로벌 CP와 협력적으로 성장해 온 측면이 있어 향후 망이용대가와 관련해 국내 이동통신사업자와 글로벌 CP 사업자 간 호혜적인 관계 형성이 중요하다고 판단된다. 하지만 사업자간 상생을 위해서라도 향후 발생할 수 있는 갈등을 중재할 수 있는 대안에 대한 학술적 검토는 이뤄질 필요가 있다. The dispute between SK and Netflix, which has been going on for more than three years, ended in the direction of dropping the lawsuit and establishing a cooperative relationship between the two companies. However, as Internet traffic usage is likely to increase further in the future due to digital transformation and activation of generated AI, conflicts between domestic mobile carriers and global CP operators over network usage fees can arise at any time. In this study, the issues of the dispute related to network usage fees that occurred between SK and Netflix were examined, and different implications were drawn for each issue. The cost and scope of network usage considerations are an issue that must be determined entirely by negotiations between operators. However, if a dispute occurs between operators, user damage such as speed delays may occur, so it is necessary to prepare a policy alternative. As the domestic media industry has grown cooperatively with global CPs, it is considered important to form a reciprocal relationship between domestic mobile telecommunication operators and global CP operators regarding network usage fees in the future.

정보격차 확대와 미디어 이용양상의 다변화로 인해 미디어 리터러시의 중요성이 높아지고 있다. 본 연구에서는 이와 같은 중요성에 입각하여 다양한 각도에서 미디어 리터러시 형성 요인을 살펴볼 필요가 있다고 판단하고 문화자본이 미디어 리터러시 형성에 주는 영향을 분석하였다. 연구결과 ‘학력’, ‘문화선호’, ‘문화소양’, ‘문화경험’, ‘미디어 보유 수준’ 등 문화자본 관련 변수들이 ‘기술적 활용’, ‘비판적 이해’, ‘정보활용능력’ 등 미디어 리터러시 관련 변인에 대체로 유의미한 영향을 미치는 것으로 나타났다. 이는 개인의 지적인 능력과 문화적 식견이 미디어 리터러시와 밀접한 관련을 맺고 있다는 것을 시사하는 것이라고 할 수 있다. 본 연구에서는 위와 같은 연구결과 갖고 있는 함의에 대해 논의하였으며, 향후 미디어 리터러시 형성 요인과 관련된 연구가 더욱 다양한 차원에서 이루어질 필요가 있다는 점에 대해 제언하였다. The importance of media literacy has been increasing due to the expansion of digital divide and the growing diversification of the media usage. Grounded on the importance of these surroundings, taking a close look at the primary factors that make up media literacy was founded necessary, and this study analyzed how cultural capital has affected the makings of media literacy accordingly. As a result, cultural capital related variables, such as ‘scholastic ability’, ‘culture preference’, ‘cultural attainments’, ‘cultural experiences’, ‘possession level of media’ etc., has been found to affect the media literacy related factors on a meaningful level. This can be said to suggest that the intellectual abilities and cultural understandings of an individual has a close connection with media literacy. This paper has dealt with the implications that this research results have, and pointed out that more studies on the factors forming media literacy should be attained at a more diverse level henceforth.
