        朝鮮後期 茶母의 類型과 役割

        Tea-maids (chamo) were professional technicians during the late Chosun dynasty. Their main roles included brewing and serving tea, but they gradually worked as banquet service women, medical technicians, and detectives. This paper investigates the social roles of tea-maids both in private and public places, as tea sommelier, surgeons treating women patients, keepers of traditional musics and dances, and as front line legislative executors, utilizing documents, poems, and pictures. First, the social roles of tea-maids were maintained under the Confucian social order in the late Chosun society. Second, their jobs were open only to women of low status, which reflected the fetters of old conventions for women in a feudal system. Third, tea-maids were professional women who exceeded stereotypes. The functions and roles of Chamo illustrate the practical and useful contributions of contemporary tea culture and tea lovers.

        공공미술의 공공성과 주체간 관계의 특성 -<황금시장 황금시대> 공공미술 사업 사례를 중심으로-

        This paper analyzes the pubic nature of New Genre Public Arts. It is very sensitive to the social issues and supports democracy and communities with the diverse civic participation. Therefore, it is be widely known without doubt that new genre public arts is more public in nature compared to the previ-ous public arts. This research observes the practices of new genre public art and focuses on the problems of the revealing nature of new genre public art through the analysis of the interrelations among govern-ment, artists, and the residents by through observation on the <Golden Market, Golden Age>, Seoul City Gallery project from October 2008 to January 2009. The implementation of the project is divided into three constituent parts: local government for funding, artists for planning and implementing, and residents. Local government supports and commands the public art works to create more competitive and residents. Local government supports and commands the public art works to create more competitive and objects of enlightenment. Whereas, the residents hope to use the funds to improve economic conditions. Artists accept the top-down commands of government, whereas residents tend to passively participate and become objects for enlightenment by artists, after all, might be alienated by the project. These kinds of communications and relationships raise the disuse of the possibility of failure of public arts projects.

        `선택과 집중`의 종언: 포스트클러스터 지역산업정책의 논거와 방향

        During the last two decades, industrial cluster policies for promoting regional economic growth and industrial development have been flourishing all over the world. Even though cluster policies have partly contributed to regional industrial growth and innovation capabilities, they have long been blamed for regional industrial lock-ins and declining regional industrial resilience because of applying homeogenous cluster policies and regional specialized strategic industrial promotion policies for various localities, which are based on so-called `selection and concentration` principle. This paper suggests post-cluster policy focused on placed-based smart specialization and regional business platform strategies.

        청계천로변 전문상가의 신 산업집적체형성과 사회적 자본의 특성

        This paper introduces a new type of industrial cluste developed at the CBD of Seoul. Conventionally, clusters are said to be consisted of hi-tech, often IT activities, manufacturing industries or artisan craft industries with increasing vertical integration and performance usually supported by venture capitals and favorable business infrastructure, not to mention governments`, be it central or local, incentive plans. The study area, Cheonggyechon region has long been a traditional CBD frame of Seoul, Korea, being troubled by deterioration, traffic jams, and environmental degradation as most inner cities experience. Recently, this region has transformed to the most dynamic and productive area not by IT industries but by apparel and fashion activities. The study of the developmental trajectory and key characteristics for this kind of industrial cluster can give us insight both for the transition of inner city and for the cluster theory. This paper firstly briefly profiles the growth of the Cheonggyechon region over the past decade. It then shows the current spatial and business structure of the new industrial cluster, focusing on the fact that transactions costs are reduced, the creation and flow of information improves, and the local institutions are prone to be most responsive to the new cluster`s specialized needs. The third section presents the key components of the customized production-distribution-shopping cluster development process, emphasizing the localized networking, social capital, spontaneous institutionalization of associational economic climate, and cultural economy based on place-specific inertia. The paper concludes with some comments about the prospects and perils of the new industrial cluster of Seoul.

        일반논문 : 창조도시 논의의 비판적 성찰과 과제

        최근 도시발전과 지역경제 활성화의 대안으로 문화와 예술, 문화산업 등을 활용한 창조도시정책이 강조되고 있다. 관용을 기반으로 기술과 창조적 인재를 유입해 다양성과 역동성을 창출한다는 논리는 많은 도시와 지역에서 각광받았고 지금도 많은 곳에서 창조도시를 기반으로 하는 정책을 수립중이다. 하지만 창조도시의 논의는 20세기 후반 제인 제이콥스(Jacobs)의 이래 계속되어온 인문적 전통복원을 통한 창조도시의 추진방향과도 다르며, 실제로 후기 산업사회의 도시경제, 사회, 공간의 특성과는 괴리가 있게 진행되어 왔다. 본고에서는 창조도시의 논의의 인문학적 배경과 플로리다 중심의 창조도시논의 문제점을 도시정책의 차원, 도시경제성장의 이론적 차원, 창조성의 창출논의의 차원으로 비판적으로 분석한다. 마지막으로 우리나라 창조도시정책 방향전환의 과제를 제시한다. Urban policies for urban development and regional economic growth has recently focused on the creative city thesis based on culture, art, and cultural industries. The rationale for creating diversity and dynamics through upgrading technology and attracting talent stemming from tolerance, has been adopted by numerous urban regional planners in the world. These policies and strategies are, however, have widely been digressed from the very creative city thesis based on humanistic renaissance of urban areas since Jane Jacobs. Furthermore, on-going creative city-making policies seem to not to be able to reflect the changing characteristics of urban economy, society, and space of Post-Fordist cities. This paper reappraise the creative city thesis and analyze the ‘Florida style’ creative city policies in terms of humanistic backgrounds, theories of urban economic growth, and emergence of creativity. Lastly, it suggests the new directions for Korean creative city policies.

        창조경제정책논의와 지역발전

        This paper criticized the recent Korean ‘creative economy policies’ focused on regional developmentalimplications. Even though the policies targeted to promote ICT new startups and build virtuouscircle of ICT industrial ecosystem in Korea as a whole, the outside regions of the Seoul-Busan industrialaxis where the bases of ICT industries are very weak would suffer from systematic exclusion in ICT investmentsand deepening regional disparities. Second, ICT-centered policies would selectively affect oroperate commensurate with the size of regions in this low-growth, after-financial crisis age. Third, thepossibilities of regional insularity and lock-in in these low levels of ‘related variety’ regions would worsenthe industrial competitiveness. Lastly, the policies should be reoriented to fortify region-based creativeeconomic ecosystem based upon triple helix learning region.

        Industrial Networks and Evolution of the International Quaternary Place System

        This study investigates the nature of spatial concentration and dispersion of corporate control within an international system of decision-making centers. It introduces a simplified model of the global evolution of quaternary places. Linked to the national quaternary place model, the proposed model is useful for examinations involving real world situations associated with international corporations. This five stage model emphasizes the importance of the organizational structure of large corporations, industrial networks and the development of information technology. It suggests the dispersion of international quaternary places along with the diversification of corporate control linkages among quaternary centers. A case study for 1974-1991 uses information statistics to identify the current stage of the international quaternary system. The result is in general agreement with major elements of the stage model. This theoretical concept and empirical research contribute to the expansion of quaternary place theory to the global scale in particular, and to the development of location analysis in general.
