The length of city gas pipeline is increasing with expansion of natural gas transmission rapidly. A lot of the expense was paid for repair and maintenance with increasing of pipeline length and the cost of repair and maintenance by the corrosion was the highest. It is necessary to evaluate integrity in case of thickness reduction by corrosion. There are a lot of assessment criteria for corrosion defect in foreign countries but they are not suitable for application in the country directly. In this work, we performed the burst test and the finite element analysis for city gas pipeline, KS D3507 and KS D3631 for city gas transmission, and developed the assessment method of corrosion defect, which is suitable for domestic condition.

In these days BSC(Balanced Scorecard) Kaplan & Norton developed in 1992 is acquiring high reputation as one of the useful instruments for establishing performance based government reform in Korea. On the contrary, there is few academic discussions and researches about application for public organization and its riskiness. As an essay, we are trying to review traditional BSC methods critically and to discover new BSC application methods, including modifications of traditional BSC approaches, which are appropriate for Korean government departments such as MOGAHA(Ministry of Government Administration and Home Affairs), MOFE(Ministry of Finance and Economy). Overall, we propose that public organizations use flexibly and practically BSC approaches and their performance indicators according to characteristics of affairs and organizational independence. In addition, to solve the problems of impossibility of relative comparison among ministries or departments we recommend meta revaluation on self-evaluation of each individual department.

For the corrosion protection of the natural gas transmission pipelines, two methods are used, cathodic protection and a coating technique. In the case of cathodic protection, defects are embrittled by occurring hydrogen at the crack tip or material surface. It is however very important to evaluate whether cracks in the embrittled area can grow or not, especially in weld metal. In this work, on the basis of elastic plastic fracture mechanics, we performed CTOD testing with varying test conditions, such as the potential and current density. The CTOD of the base steel and weld metal showed a strong dependence of the test conditions. The CTOD decreased with increasing potential and current density.
