New tea cultivars by breeding systems should have many super characters. Especially the characters will have to satisfy plenty of yield, resistance to disease, resistance to disaster (drought damage, frost damage, cold weather damage) and good quality leaves of tea (fragrance, color, taste etc.). A selective criterion of new cultivars should be included above mentioned characters such as a status of mother tree before selection, an adaptation of breeding after selection, maturity, quantity of yield, contents level of specific functional compounds, degree of quality (fragrance, color, taste etc.) after making tea. It is suggested that the selective criterion of new cultivars will be desirable that the tea breeder apply the modified standards focused on the selective section.

New tea cultivars in Korea or introduced from foreign countries will be protected by International Union for the Protection of New Varieties of Plants(UPOV) because the Korean government was entranced the fiftieth member of the UPOV on Dec, 2001. Royalty of tea new cultirvars will be also protected in Korea. There are many problems for selection of new cultirvars because the standard criterion for selection of new tea cultivars was nor reported until now. This standard criterion of this study could be selected the super new cultivars through the functional test of the organ and quality test of the adaptability. It is expected that the protection of new tea cultivars in Korea will be reserved by the admission of UPOV.

Essential Chilled Water(ECW) system has a function of delivering cold water to safety-related HVAC system and cubicle cooler that generally remove heat from pump rooms to keep components perform their orignal functions. This paper analyzes risk changes before and after cases of modification of ECW tie line using Probabilistic Safety Assessment(PSA) methodology. Moreover, this work investigates required works to be done for the modification such as licensing document(FSAR, TechSpec) changes and procedure updates. In conclusion, through the tie line operation, risk increases 3.6% compared with the original ECW configuration. This work also verified that the level of risk increase satisfies the regulatory standard that allows to perform risk-informed application.
