        재정분권과 지방재정의 자율성 제고 -참여정부 이후 재정분권을 중심으로-

        This paper reviews fiscal decentralization and local government autonomy in Korea since 2003. It begins with a brief review of the two theoretical debates on fiscal federalism and decentralization: the first generation approach and second generation approach. It also discusses fiscal decentralization and the changing fiscal relations between central and local government during the 2000s, using a fiscal decentralization index which examines both the fiscal autonomy and fiscal importance of Korean local governments. Some major issues in this paper are the presence of fiscal disparities between central and local governments, the decline pattern of fiscal decentralization index. The fiscal importance of Korean local governments has been increased since 2003. However, the fiscal autonomy of local governments in Korea has been decreased and as a result, the autonomy of Korean local governments has been weak over the period. This paper identifies some policy recommendations for fiscal decentralization and local government autonomy in Korea. Decentralization policy in Korea needs to improve the independence of local governments by establishing a clear division of responsibilities and transferring more fiscal revenues to the local level. Especially, increasing local government revenue-raising powers will enhance local autonomy in Korea.

        재정분권과 지방재정지출 구조 -자본지출, 경상지출을 중심으로-

        In this study, we analyze the effects of fiscal decentralization on the economic distribution of public expenditure in Korea. Using panel data set on 16 regional governments from 2000 to 2011, we analyze the effects of fiscal decentralization on the share of different categories of public expenditures, especially capital and current expenditure. We have tested the hypothesis that regions with a higher level of fiscal decentralization spend a higher share of their budget on capital expenditure. We find that revenue decentralization is an important determinant of the share of regional government budget devoted to capital expenditure. According to the results, revenue decentralization has a negative effect on the share of capital expenditure. In addition, spending decentralization has also a negative effect on the share of capital expenditure, but the results are not robust. Decentralized regional governments spend a smaller share of their budget to capital expenditure, in contrast to current expenditure.

        재정분권과 지역경제성장 : 광역자치단체 패널 자료를 중심으로

        This paper examines whether fiscal decentralization generates higher regional economic growth in Korea, using the pooling data set on 16 regional governments from 2003 to 2011. The effect of fiscal decentralization on economic growth has been an important issue in the context of new President Park Government. This paper presents a new empirical evidence on this political debate. This paper finds that revenue decentralization(the share of sub-central tax revenue in total government tax revenue) has a significant positive effect on regional economic growth. Particulary, revenue decentralization has positive and robust effects on regional economic growth regardless of estimation methods. In addition, spending decentralization(the share of sub-central spending in general government spending) has generally positively associated with regional economic growth, but the results are statistically significant only at the 10 percent level. Revenue decentralization seems to be more strongly associated with higher regional economic growth than spending decentralization. Therefore, we conclude that fiscal decentralization, especially revenue decentralization, makes a positive contribution to regional economic growth.

        한국의 재정지출과 경제성장의 인과관계 분석

        The purpose of this paper is to investigate the Wagner`s Law and the Keynesian view on government expenditures and economic growth for Korea over the period 1970 to 2008. Although Wagner`s original ideas were broad, subsequent researchers have interpreted the law in narrow terms. In this narrow terms, we use co-integration and causality tests to investigate the causal relationship between government expenditures and economic growth for Korea. By employing a recent econometric technique, we attempt to examine the validity of Wagner`s Law in the Korean economy. It is found that both the government expenditures variables and the income variables are integrated of the same order one(i.e. I(1)). The empirical results using the co-integration test show evidence of the long-run equilibrium relationship between government expenditures (including expenditures on general public services, defense, economic development, education, social welfare) and Gross Domestic Product. The evidence show that the estimated income elasticities are greater than unity, except for defense expenditure. The empirical results confirm the validity of Wagner`s Law in Korea. Granger causality tests also show that for all government expenditure categories, the long-run causality runs from GDP to government expenditures, which supports Wagner`s Law in Korea.

        한국의 재정지출과 와그너법칙 -재정지출과 국민소득의 인과관계 분석을 중심으로-

        The purpose of this study is to analysis the applicability of Wagner`s law on data taken from Korea over the period 1970 to 2005 by employing the most recent econometric technique; the co-integration and causality test. Korea offered an excellent case study to test the Wagner`s hypothesis since Korea has had the conditions under which one might expect the law to operate. Although empirical studies have used a variety of models to examine the relationship between government expenditure and economic growth, this study has used five different versions of Wagner`s law by using annual time-series data. The stationarity properties of the data and the order of integration of the data are empirically investigated using the ADF test. The main results show that the government expenditure variables are co-integrated with the GDP variables, and a long-run equilibrium relationship exists between the two variables. The direction of causality runs from income and government expenditure only for three models. The empirical results indicate that during the study period Wagner`s Law finds broad support in Korea.

        Public choice has been launched since the early 1950s. Although the life spans of public choice have been some fifty years, the field has contributed to investigate the nature of public economy and the proper role government. Public choice can be defined as the economic study of nonmarket decision making, or the application of economists` methods to political science. The behavioral postulate is that man is a selfish, rational and utility maximizer. Since the new public choice paradigm, some have welcomed the extension of economic analysis to the public sector. Public choice approach of introducing the rational actor model into the study of politics has become success. Others, however, still have argued that the economic approach is too simple and it does not contribute to understand the nature of politics. They have criticized that public choice theories have not been tested empirically and failed to support its own theories. The purpose of this paper is to examine a brief review of some accomplishments of public choice theory. This paper closes with a suggestion of future developments of public choice paradigms.

        주요 SOC부문에 대한 재정투자의 효과 분석

        The SOC(Social Overhead Capital), the industry of a nation, makes great effect on economic growth. Korean government had decided high investment in state spending in 1990s. Accordingly, SOC have grown constantly but analyses of over-investment in SOC have started to appear since 2000. Based on these analyses, the government has been decreasing the investment in SOC. This study attempts to use inter-industry analysis to examine production-inducing effect, value added-inducing effect, and employment-inducing effect based on demand-driven model. In addition, this study deals with supply shortage effect and sectoral price effect in SOC using supply-driven model and Leontief price model, respectively, which are rarely used. The results can be usefully utilized in decision-making about the investment in SOC. The main results show that production-inducing effect, value added-inducing effect and employment-inducing effect are the highest in railroad, custody and warehouse, and road. Moreover, these results show that supply shortage effect and pervasive effect of price change are the highest in custody and warehouse and railroad.
