초등교사가 지각한 학교장의 도덕적 리더십, 교사헌신, 학교조직 효과성 간 구조 분석

이 연구는 초등교사가 지각한 학교장의 도덕적 리더십이 학교조직 효과성에 직접적으로 미치는 영향과 매개변수인 교사헌신을 통해 간접적으로 미치는 영향을 규명하여 세 변수 간의 구조적 관계를 밝히는 데 목적이 있다. 이 연구의 목적을 달성하기 위해 2020년 6월부터 7월까지 전라북도 초등교사를 대상으로 493부의 설문지를 배포하여 그중 427부를 대상으로 연구하였다. 연구 분석을 위해서 SPSS 21.0과 AMOS 18.0을 사용했으며 분석 방법으로는 Cronbach’s α값 측정, 빈도분석, 상관분석, 구조방정식모델 분석을 실시하였다. 이 연구의 결과는 첫째, 초등학교장의 도덕적 리더십 및 교사헌신은 학교조직 효과성에 직접효과가 있었다. 둘째, 초등학교장의 도덕적 리더십은 교사헌신에 직접효과가 있었다. 셋째, 초등학교장의 도덕적 리더십은 교사헌신을 매개로 학교조직 효과성에 간접효과가 있었다. The purpose of this study is to analyze the direct effect of elementary school principal’s moral leadership on school’s organizational effectiveness and indirect effect through teacher’s commitment. A total of 493 questionnaires were distributed to elementary school teachers in Jeollabuk-do from June to July, 2020, of which 427 were utilized as data. For statistical analysis, SPSS 21.0 and AMOS 18.0 programs were used, and Cronbach"s α value measurement, frequency analysis, correlation analysis, and structural equation modeling analysis were performed. The results of this study are as follows: First, the elementary school principal"s moral leadership and teacher’s commitment had a direct effect on the school’s organizational effectiveness. Second, the elementary school principal"s moral leadership had a direct effect on the teacher’s commitment. Third, the elementary school principal"s moral leadership had an indirect effect on the school’s organizational effectiveness through teacher’s commitment.

Kingdon의 정책흐름모형을 활용한 「전라북도 학교자치조례」제정과정 분석

이 연구는 2019년 제정된 「전라북도 학교자치조례」의 동태적 제정과정을 Kingdon의 정책흐름모형을 활용하여 분석하는 데 목적이 있다. 연구결과, 정책문제의 흐름으로 학교자치기구의 법정기구화 필요성 지표, 각 시·도교육청의 학교자치조례 제정 시도, 기존 학교자치 운영의 한계에 따른 환류를 들 수 있다. 정치의 흐름으로 학교자치에 대한 도민적 분위기 변화, 새로운 행정부의 출현 및 관심, 학교자치조례에 대한 이익집단의 활동을 제시할 수 있다. 정책대안의 흐름으로 전라북도교육청의 안, 전교조 전북지부의 안, 전북교총의 안, 전북사립학교법인 및 사립중고등학교 교장단의 안이 있다. 이러한 정책대안은 교원노조, 교원단체, 학교법인 등과 같은 정책공동체의 영향을 받았다. 이렇게 독립적으로 흘러가던 세 가지의 흐름은 행정부의 교체가 촉발기제가 됨에 따라 상호 결합하였다. 또한 전라북도교육감과 같이 조례 제정을 촉구하기 위한 진보 성향의 정책선도가가 적극 활동함에 따라 2018년 3월 26일 「전라북도 학교자치조례」제정 실무협의회가 개최되면서 이 세 흐름이 결합하여 정책의 창이 열리게 되었다. 이로 인해 장기간 입법논의가 진행되어 온 「전라북도 학교자치조례」가 2019년 2월 1일 비로소 제정되었다. The purpose of this study is to analyze the dynamic enactment process of the 「Jeollabuk-do School Autonomy Ordinance」enacted in 2019 using Kingdon's policy stream model. The stream of policy issues includes indicators of the necessity of legal organization of school autonomous bodies, attempts to enact school autonomy ordinances by each city/provincial office of education, and feedback due to the limitations of the existing school autonomy operation. The stream of politics includes changes in the provincial atmosphere for school autonomy, the emergence and interest of a new administration, and the activities of interest groups in school autonomy ordinances. The stream of policy alternatives includes the proposal of Jeollabuk-do Office of Education, the proposal of Korean Teachers and Educational Workers' Union, the proposal of Korea Federation of Teacher's Associations, and the proposal of private school corporations and principals. These policy alternatives were influenced by policy communities such as teachers' organizations, teachers' unions, and school corporations. These three independent streams were combined as the change of administration became the trigger mechanism. In addition, as progressive policy entrepreneur such as the Jeollabuk-do Superintendent of Education is actively working to urge the enactment of the ordinance, the working-level council for promoting the school autonomy ordinance was held on March 26, 2018, combining these three streams to open a policy window. As a result, the Jeonlabuk-do School Autonomy Ordinance, which has been under legislative discussion for a long time, was finally enacted on February 1, 2019.
