地籍公簿 登錄事項訂正에 關한 硏究 - 慶北 榮州市를 中心으로 -

본 연구의 목적은 지적공부의 등록사항정정에 관한 실태를 조사·분석하고, 이를 토대로 지적공부 등록사항정정에 관련된 문제점을 도출함으로써 효율적인 지적공부의 등록사항정정에 대한 개선방향을 제시하는 것이다. 이상과 같은 연구목적을 효율적으로 달성하기 위하여 연구대상을 지적공부의 등록사항정정으로 한정하고, 연구범위를 시간적으로는 2002년 1월 l일부터 2004년 12월 31일까지로 하고, 공간적으로는 경상북도 영주시 지역으로 하며, 내용적으로는 지적공부의 등록사항정정에 관련된 문제점을 도출함으로써 효율적인 지적공부의 등록사항정정에 대한 개선방향을 제시하는 것으로 한정하였다. 본 연구에서 사용된 연구방법으로 접근방법은 행정적 접근방법을 사용하였고, 조사방법은 문헌조사법과 사례조사법을 병행하였으며, 분석방법은 記述的 分析法을 사용하였다. 연구 결과, 문제점으로는 첫째, 직권정정처리로 인한 경계분쟁의 발생 둘째, 현장조사시 단순한 지적측량의 실시 셋째, 정리대상 토지의 장기간 방치로 나타났다. 이러한 문제점을 해결하기 위한 개선방향으로 첫째, 소유자 신청에 의한 정정 둘째, 측량조사 방법의 다양화 셋째, 등록사항정정 처리절차 개선 넷째, 등록사항정정 대상 토지에 대한 현황표 작성 등의 개선이 필요한 것으로 제시하였다. The purpose of this study is to investigate and analyze the actual condition of the correction of registered matters in the cadastral record book. Based on this, Several points were raised concerning the correction of registered matters in the cadastral and the improve measurement is presented as the effective correction of registered matters in the cadastral record book. For the accomplishment of the above objective, the study scopes were limited. the termtime was from January 1st, 2002 to December 31st, 2004, the area was in YoungJu, Kyung Sang Buk-Do, Korea, and the purview of the contents was determined on the effective correction of registered matters in the Cadastral record book. The approach used in this study was the applicated administrative method, The process of analysis used the descriptive method. As seen from the results of the study, There are a few problems which followed; First, Raising boundary dispute at the time it is treated in virtue of the office. Second, Simple examination of Cadastral survey. Third, Negligence of subjective land of readjustment. The improvements for the solution to the problems are proposed to be as follows; First, the correction as per the land owners I proposal. Second, diversifying examinations of cadastral survey. Third, improving regal formalities of the correction of registered matters. Fourth, drawing inspectable statement of the subjective land of readjustment for correction of registered matters.

地籍實務者 敎育體系에 關한 硏究

본 연구의 목적은 지적실무자교육의 체계에 관한 연구이다. 지적 실무에서의 지적교육이 제대로 이루어지기 위해서는 무엇보다도 지적의 특수성에 맞추어진 직업훈련교수체계가 갖추어져야 한다 따라서 본 연구는 지적실무자 교육에 관한 이론적 고찰을 바탕으로 지적실무자교육의 실태를 조사ㆍ분석 하였다. 연구 결과, 지적실무분야에서 실무 지적전문가로서 겸비해야 할 기본 소양, 자질, 능력 등을 향상 시키는 교육기회가 현저히 부족하여 교육환경이 매우 열악하였고, 지적 기초이론 교육에 부합하는 전문 교육매개체의 개발이 부족하며, 교육과정에서 있어서 직무교육훈련과정의 설계→분석→실행→평가단계가 체계적으로 적용되지 못한 상태에서 일정 주기별 당연히 이수해야만 하는 단순ㆍ형식적인 교육이 이루어지고 있다는 점이다. 따라서 지적 실무에서의 지적교육이 제대로 이루어지기 위해서는 지적의 특수성에 맞추어진 지업훈련교수체계가 갖추어져야 하며, 지적의 실무 직업교육훈련은 대학의 지적교육훈련과 밀접한 연관성을 가지고 있기에 상호 의존ㆍ보완적 관계를 유기적으로 유지 시켜야 하는 것으로 나타났다. The purpose of this study was about education system of cadastral businessman. Thus, this study was based on theoretical contemplation on cadastral businessman education, and investigated and analyzed the actual conditions of it. After studying, In actual cadastral areas in the society, educational opportunities to improve elementary knowledge, disposition, abilities and so on that need to be equipped by experts of cadastre were remarkably insufficient. In addition to development of professional media that correspond to education of practical cadastral affairs was insufficient, and education is focused on regimental standards rather than options for or education desired by those with insufficient backgrounds of basic theories of cadastre (non-majors). Fourth, only simple and conventional education takes place in the curriculum. Thus, in order to implement properly cadastral education in practical cadastral affairs, an instructional system of occupation training that corresponds to specificity of cadastre shall be established, and as an instructional system of occupation training for practical cadastral affairs is in close association with cadastral education models in universities, showed that must keep up relation between interdependent and complementary.

地目判例에 關한 硏究

본 연구의 목적은 지목판례의 실태를 조사ㆍ분석하고 이를 토대로 지목분쟁의 유형과 원인을 규명함으로써 지목분쟁에 대한 대책을 제시하는데 있다. 이상과 같은 연구목적을 효율적으로 달성하기 위해 연구범위를 시간적으로는 1960넌부터 2004년 4월까지로 하고, 공간적으로는 대법원의 판례로 한정하며 내용적으로 지목분쟁을 중심으로 한정한다. 본 연구의 접근방법은 역사적 접근방법을 사용하고, 조사방법은 문헌조사법과 판례조사법을 병행하며, 분석방법은 記述的 分析法을 사용한다. 분석 결과, 지목분쟁의 유형에는 지목변동과 관련된 분쟁, 지목 불부합에 관련된 분쟁, 토지가치에 관련된 분쟁으로 나타났으며, 원인으로는 대상 토지에 대한 물리적 하자, 관계공무원의 실질적 조사활동 부재, 지목변경에 관련된 관계법령의 충돌, 토지소유자들의 불법적인 용도변경으로 나타났다. 이를 해결하기 위한 대책으로는 지적공부와 실체관계의 일치, 지목제도에 대한 공신력 인정, 지적법에 지목관련 법률조항을 추가할 필요가 있는 것로 나타났다. The purpose of this study is to investigate actual conditions of land category cadastral case, and to propose a solution of the land category conflicts based on the acquired data of the reasons/types on land category conflicts. For the efficiency, I had limited the periodic scale to 1960- April 2004, the spatial scale to the supreme court and the targets to land category conflicts. It had been performed by investigating the literatures / the cases and analysing comparatively in a historical approach altogether. As a result of analysis, the types at the land category conflicts consisted of a conflicts related to alteration of the land category, to disagreement of the land category, conflicts related to price of the land, and the reasons consisted of a physical defectiveness of the land, a lack of actual inspection of a public servant in charge, a diverseness between related regulations, a illegal change of the land category. It seems there should be a correspondence between the catalogue of the land category and the actual conditions, a recognition of the land category system, a establishment of additional provisions in the law of cadastre.

지적측량수행자 여성인력 활용방향 연구 - 대한지적공사를 중심으로

  지적법에 의한 사업을 효율적으로 추진하므로서 국민의 재산권보호와 지적측량기술의 개발 및 지적 제도발전에 기여함을 목적으로 설립된 대한지적공사는 지적측량업무를 수행하는 공익기관으로 지난 반세기동안 남성인력 위주의 인력구조를 바탕으로 지속되어 왔기 때문에 여성인력의 활용에 중점을 두지 못하였다. 그러나 최근 여성인력의 입사비율이 높아짐에 따라 여성인력활용의 중요성을 인지하여 여성인력활용에 관심을 가지게 되었고, 이것은 대한지적공사의 발전에 큰 기여를 할 것이다.<BR>  따라서 본 연구는 대한지적공사의 업무분야 중 여성인력을 적극 활용할 수 있는 업무분야와 여성인력현황의 분석을 통한 도출된 여성인력의 순환보직 배제, IT시대의 경쟁력 강화를 위한 교육의 부재, 여성인력에 대한 낮은 인식도의 3가지 문제점에 따라 공사 발전모형 분야에 여성인력활용, 토지조사업무를 위한 여성인력활용, 정부지원하의 여성인력활용의 활용방향을 제시하였다.   The Korea Cadastral Survey Corporation(KCSC) which was established to contribute to the development of the cadastral system and surveying techniques in Korea in accordance with iocal cadastral laws is a public service company which carry out the business of cadastral surveying for protecting of public property right and using of the national land efficiently. During the last half a century, KCSC hasn"t fairly put emphasis on using of women"s work force because of male-oriented manpower structure. As time goes by women have got a chance entering a company, though, the KCSC has recognized the importance of using of women"s work force and has interest in using of women"s work force greatly.<BR>  This report will propose a new plan on using women"s work force to the KCSC through analysis of the present condition of women"s work force in the KCSC to expand the field of a use of women"s work force in the KCSC. We will survey a situation about lack of understanding of a use of women"s work force, absence of education which increase the KCSC"s competitiveness and the exclusion of women from some jobs in the KCSC. And then you can see several plans which use efficient women"s work force in the field of a development model in the KCSC, for cadastral reinvestigation works in the KCSC and through the government support for a rise in position in the KCSC.

地籍確定測量地域의 新 · 舊地番 連繫化 方案 硏究

본 연구의 목적은 지적확정측량지역의 신 · 구 지번에 대한 연계화 방안을 제시하는데 있다. 이와 같은 연구목적을 효율적으로 달성하기 위해 연구범위를 시간적으로는 2001년 12월부터 2003년 5월까지로 하고, 공간적으로는 경상북도 영주시로 하며, 내용적으로는 지적확정측량지역의 신 · 구 지번 연계화 방안을 제시하는 것으로 하였다. 연구방법으로는 기술적 접근방법(技術的 接近方法)을 사용하고, 조사방법으로는 문헌조사법과 사례 조사법을 병행하며, 분석방법으로는 기술적 분석법(技術的 分析法)을 사용 하였다. 분석 결과 지적측량 지역에 있어서 신 · 구지번의 연계화 방안으로는 첫째, 지적획정측량 지역 업무관리의 통합화 둘째, 전산정보처리조직의 연결고리 개선 셋째, 관련법규의 정비 및 개선이 시급한 것으로 나타났다. The purpose of this study is to present the plan for the linking system between new and old parcel numbers to the confirmed cadastral survey area. To achieve the purpose of this study as above officiently, the study realm was focused on the period from Doc 2001 to May 2001 while targeting Youngjoo City, Gyeongsang-bukdo in terms of the space Meanwhile, the study was further aimed at suggesting a plan for linking system between new and old parcel numbers at the confirmed cadastral survey area in terms of the contents. As a method of the study, technical approach was used Also, literature survey and case study method were used at the same time with the investigation method. Technical analysis was used for the analysis method. As a result of the analysis, the study shows that it is urgent 1) to integrate the business management in the confirmed cadastral survey area, 2) improvo the network of the computer processing system, and 3) revise and improve the related laws for the linking system between new and old parcel numbers at the confirmed cadastral survey area.

공간정보기반 주차장 관리 플랫폼 설계

본 논문은 기존 주차장의 활용도를 높이고, 사용자에게 주차 공간에 대한 정확한 정보를 제공하기 위한 플랫폼 설계 연구를 진행하였다. 이를 위하여 국내외 주차정보 제공 서비스 사례조사 및 분석을 진행하였으며, 이를 기반으로 주차장 관리 플랫폼 설계 방안을 제시하였다. 또한 기존 주차장에서 가지고 있는 주차장의 정보와 실시간 주차공간 정보를 연계하여 공간정보상에서 분석하여 서비스하는 방법을 제시하였다. 마지막으로 브이월드, 기상, 실시간 교통 정보 등을 활용하여 주차지표를 생성하기 위한 지표생성 방법도 플랫폼 설계에 포함하였다. 추후, 이 설계를 기반으로 플랫폼 구현 및 테스트베드를 구축하고자 한다.
