사회적 자본 관점에서의 지역정책 분류 모형 개발 연구: 제주특별자치도 사례를 중심으로

본 연구의 목적은 정책 순응 확보를 위한 대안 마련에 앞서 사회적 자본의 관점에서 정책 유형을 분류하기 위한 모형을 개발하는 것이다. 이를 위해 본 연구에서는 사회적 자본의 구성요소와 Lowi의 정책 분류 모형을 활용하여 정책 사례 분류 모형을 개발하였다. 또한 이 모형에 따라 제주특별자치도 민선 1기부터 6기까지의 정책 사례를 적용함으로써 모형의 유용성을 검증하고자 하였다. 분석 결과 제주특별자치도의 주요 정책들의 경우 16개 중 4개 유형이 빈번하게 갈등이 발생하는 것으로 나타났으며, 이 유형의 정책들을 중점적으로 관리함으로써 지역 내 정책 순응 확보가 가능할 것으로 판단된다. 궁극적으로 지방정부와 주민 간 사회적 자본의 형성은 정책 순응을 위한 좋은 대안이 될 것인 바, 본 연구는 사회적 자본의 관점에서 정책 유형을 일반화할 수 있는 모형을 개발했다는데 그 의의가 있다. The purpose of this study is to develop a model for classifying policy types from the perspective of social capital prior to developing alternatives to securing policy conformance. To this end, in this work, we develop a policy case classification model by utilizing the components of social capital and Lowi’s policy classification model. According to this model, the Jeju Special Self-governing Province also sought to verify the usefulness of the model by applying policy cases from the 1st to 6th popular election. According to the analysis, four out of 16 major policies in Jeju Special Self-governing Province are frequently conflicted, and it is believed that it will be possible to secure regional policy compliance by focusing on this type of policies. Ultimately, the formation of social capital between local governments and residents will be a good alternative to policy compliance, meaning that this study has developed a model that can generalize policy types from the perspective of social capital.

지방공기업 사회공헌활동의 언론 홍보방안 연구: 제주특별자치도개발공사 사례를 중심으로

사회공헌활동은 사회 구성원으로서 기업의 책무로 여겨지기도 하지만, 동시에 기업 활동의 홍보 전략으로 활용되기도 한다. 본 연구에서는 지방공기업의 사회공헌활동이 홍보되는 과정에서의 문제점을 도출하고, 이를 해결하기 위한 대안을 제시하고자 하였다. 제주특별자치도개발공사를 사례로 선정하여 지역 신문사 5개사의 기사를 중심으로 언어 네트워크 분석을 실시한 결과, 제주개발공사와 관련한 기사 수는 총 413개로 파악되었으며, 주제어 분석 결과 ‘삼다수’가 총 82회로 가장 높게 나타났다. 주제어 간 중심성 분석 결과에 따르면 타 키워드에 비해 ‘삼다수’의 중심성이 매우 높은 것으로 나타났으며, ‘삼다수’를 제외하고는 ‘감귤’, ‘맥주’ 순으로 중심성이 높은 것으로 분석되었다. 즉, 사업과 관련한 기사 이외에 사회공헌과 관련된 키워드는 중심성이 낮으며, 주요 키워드와 사회공헌활동이 별개로 언론에 노출되어 홍보 임팩트가 굉장히 낮음을 의미한다. 이에 본 연구에서는 분석결과를 바탕으로 ‘사회공헌활동을 브랜드로 통합하여 홍보’, ‘삼다수와 연관된 사회공헌활동 홍보’, ‘사회공헌활동 자체적인 홍보활동 강화’를 대안으로 제시하였으며, 본 연구결과가 궁극적으로 지역주민에게 사회공헌의 혜택이 효율적으로 배분되는 데에 기여할 수 있기를 기대한다. Social contribution activities are sometimes regarded as the responsibility of an enterprise as a member of society, but at the same time, they are also used for public relations strategies for corporate activities. In this study, we tried to find out problems in the process of publicizing the social contribution activities of local public corporations, and provide alternatives to solve them. According to the analysis of language networks based on articles from JPDC, the total number of articles related to JPDC was 413, and ‘Samdasoo’ was the highest at 82 times by frequency analysis. Centrality analysis shows that ‘Samdasoo’ is very central compared to other keywords, Aside from ‘Samdasoo’, it was analyzed that it has a high center of focus in the order of ‘citrus’ and ‘beer.’ It means, Keyword related to social contribution is low in centrality, meaning that social contribution activities are exposed to the media separately, which is extremely low in public relations. Based on the analysis results, this study suggested ‘Promote social contribution activities by integrating them into brands’, ‘Promote social contribution activities related to Samdasoo’, ‘Enhance social contribution activities on their own promotion activities.’

지방정부의 개발 정책을 둘러싼 공공갈등 구조 분석 연구: 제주특별자치도 비자림로 확포장공사 사례를 중심으로

본 연구는 지역 내에서 발생하는 공공갈등을 다각적인 관점에서 분석하고, 상황을 효과적으로 개선할 수 있는 대안을 검토하는데 그 목적이 있다. 이를 위하여 지방정부가 주도적으로 추진하는 정책 사례 중 비자림로 확포장공사 사례를 분석함으로써, 지역정책 추진 시 지방정부 차원에서 추진할 수 있는 대안을 제시하고자 하였다. 사례 분석을 위한 틀은 다자간의 갈등 해결을 목적으로 설계된 오스트롬의 제도분석틀(IAD Framework; Institutional Analysis and Development Framework)을 활용하였다. 분석 결과 비자림로 확포장공사 사례의 경우 제2공항 건설과 맞물리면서 이해관계집단이 복잡해지는 결과가 도출되었으며, 사회적 공감대 마련에 실패하면서 갈등이 심화되는 경향을 보였다. 또한 지역 주민들과의 소통이 원활하게 이루어지지 못하면서 지역주민들과의 신뢰가 하락하고 갈등이 장기화되는 결과가 도출되었다. 이러한 분석 결과를 토대로 하여 지역정책으로 인해 발생하는 공공갈등을 최소화하기 위한 대안을 제시하자면, 지방정부는 정책 시행의 전 과정에 대하여 객관적인 입장에서 투명하게 정보를 공유할 필요가 있으며, 또한 주민 신뢰 확보를 위해 사업 시행 과정에서 진행하는 주민 의견수렴 절차를 강화하여 추진할 필요가 있다. 또한 갈등을 예방하고, 발생 시 이에 따른 부작용을 최소화하 위해 공공갈등을 전문적으로 관리할 수 있는 전담 조직의 마련 등이 효과적인 대안이 될 수 있다. The purpose of this study is to analyze the public conflicts occurring within the region from a multi-pronged perspective and examine alternatives that can effectively improve the situation. To this end, it was intended to provide an alternative plan that can be implemented at the local government level when implementing regional policies by analyzing the case of expansion of Bijarim-ro among the policy cases led by local governments. The framework for case analysis utilizes Ostrom’s IAD framework (Institutional Analysis and Development Framework) designed for multilateral conflict resolution. According to the analysis, the case of Bijarim-ro expansion and pavement construction resulted in complicated interest groups as it coincided with the construction of a second airport, and conflicts tended to intensify as social consensus failed to be established. In addition, the lack of communication with local residents resulted in a decline in trust with local residents and a prolonged conflict. Based on this analysis, local governments need to share information transparently on the entire process of policy implementation, and strengthen the process of collecting opinions in the project implementation process to secure trust among residents. In addition, the establishment of a dedicated organization that can specialize in managing public conflicts can be an effective alternative to prevent conflicts and minimize side effects.
