On March 13. 1938, Austria was invaded by German troops and become the first victim of the Natinal Socialict poliry of annexation by Hitler of a law decreeing, "The Reunification of Austria with the German Reich". thisarticle is intended to research about the liberation and restoration of sustrian suberignty and her neutrality. The Foreign ministers of Allied Power at the Mascow Conference 1943 declared on the restoration of a free and independent Austria. Austria was liberated and sustrian Parties issued a Declaration of Austrian independence Which was duly ratified by the provisional Government of Austria as soon as it was constituted. Provisional Government was formed with the socialist karl Renner as Chancellar. European Advisory Council signed an agreement on the Allied control machinery in Austria. Allied Commission was the Supreme authority for all fuestions. Each of the four ocupying Powers being similarly responsible for dealing with problem arising in their respective zones The representatives of austrian western Provinces met at Salzburg to discuss broadening the authority of the Provisional Government by the inclusion of representatives fram the western Proninces and a Conference in Vienna decides regroupment of the Renner Government on a broader basis. Allied council approved the extension of the reconstituted pronisional Government to the whole of Austria. The results of the first General Election was formed a new Austrian Government with the new Chancellor Figl. At the first meeting of the newly-elected National Council and the Federal Council elected DR. K. Renner as a President of the Austrian Republic. The Supreme Commanders of the four Zones of occupation signed a new Control agreement superseding the original agreement. On Dec. 11,1946 the Foreign Ministers of the occupying powers appoint deputies to droft a state treaty. Deputies of the Foreign Ministers were delegated to work out a draft Treaty in London by Feb, 1947. Several fruitless negotiation on the state treaty since 1946 was held until to 1955. The great abstraction was the claim of Soviet to the German Assets. The Soviet Union invited the Austrian Chancellor on March 24, 1955 to Moscow. The result of negotiation in Moscow issued in a Comminique in the so Moscow Memorandum". After the negtiation in Moscow a Conference of the Ambassadors of the Four powers was held in Vienna and reached complete agreement on all the articles of the state treaty, After the state treaty austrian Parliament declared a permanent neutrality. Austrian Government communicated the new law to all Government with which it had diplomatic relations, and expressed the hope that Austrias Permanent neutrality would be accorded due recognition. Austrian Permanent neutrality is entitled by international law to a member of rights and obligations.
