From now on, in order to perform more efficient facility management, it will be needed to compare with operational status of facilities which several local governments own. Therefore, we compared with operational status of facilities which several local governments own for finding good points and the problem. The government buildings of four prefectures were subjected to this study, and compared floor space, utility costs and maintenance costs. The results of this study are as follows. The comparison helps find the facilities which may be in a poor operational status and understand the level of facility management of local governments. There are difficult to analyze precisely because the items of utility costs and maintenance costs of each local government are different and because management units of facilities’ data such as facility, building, or department by local government are different. It is necessary to unify the different items.

Large deployable reflector (LDR) is state-of-the-arts technology in communication satellites to achieve some satellite communication services. Government agencies of Japan are planning some experiments on communication and broadcasting services via satellite. Engineering Test Satellite VIII (ETS-VIII) will be launched in 2004, and demonstrated satellite voice communication by using cellular phones and high-quality audio broadcasting. An antenna system is combination of the LDR and active-phased-array feeders. The LDR, 20 m along its major axis, based on a modular-mesh concept in which structure consists of several basic modules has extensibility. In order to develop the LDR, the design points on surface accuracy and electrical performance are evaluated. A surface error caused by the assembly of multiple modules was evaluated. The surface accuracy measured data compared with analysis results. Hence, the surface of the LDR was accurate enough within the system requirement. The electrical performance, especially, passive intermodulation (PIM) was measured by using a 7-module reflector. The measured PIM is so small that the LDR is satisfied the system requirements.

<P>We analyzed the change in the intensities of spontaneous ultraweak photon emission during the growth of the cell population of HeLa cell line using a cell culture system. Comparisons of the temporal change of intensities of spontaneous ultraweak photon emission with that of the growth curve showed that the intensity followed almost the same course with the change rate kinetics of cell population. The analysis of cell viability during the growth of the cell population indicated that there is a close relationship between the intensities of photon emission and proliferative rate of viable cells. The flow-cytometric analysis indicated that the intensities of the photon emission are related primarily to the 2n diploid cell equivalent populations. We suggest that the spontaneous ultraweak photon emission is mainly involved in the changes of the ploidy number during the proliferative process of the cancer cell line. The therapeutic effects of acupuncture may be explained scientifically by the spontaneous ultraweak photon emissions from the cells during the changes of its ploidy number in the anatomical structure of acupuncture meridians.</P>
