21세기에는 사회의 다양화, 복잡화, 전문화, 세분화 현상이 심화되면서 생활 패턴과 가치관의 변화가 현격하게 이루어질 것이다. 정보화 시대는 섬세함과 창의력을 요구하며 환경, 사회복지, 교육문제 등 여성의 관심분야인 동시에 여성의 전문성에 적합한 분야들이 삶의 질 향상이라는 필요성과 맞물려 중요한 문제로 부각됨으로써 여성의 정치참여 활성화가 세계적 추세로 나타나게 되었다. 이러한 세계적 변화의 물결에도 불구하고 우리 나라의 경우는 아직도 여성의 정치적 과소 대표성 문제를 해결해 내지 못하고 있다. 따라서 본 연구에서 한국의 여성 정치가 잘 이루어지지 않는 이유에 대하여 살펴보고 그 개선방안을 제시하는데 그 목적이 있다. 먼저 한국의 여성정치 참여의 문제점에 대해 제도적, 문화적, 정치참여 의식의 측면에서 살펴보면 다음과 같다. 첫째, 제도적 측면에서 여성의 경제활동이 늘고 있지만 여성들의 고용을 보장하고 있는 법적, 제도적 장치가 취약하다. 법적으로 볼 때도 1선거구 1인 선출의 소선거구제, 시민단체의 정치참여 불가, 기탁금제도 및 선거공영제의 불완전성으로 인한 과도한 정치자금의 필요 등이 여성의 정계진출을 가로막고 있다. 둘째, 문화적 측면에서는 권위주의적 정치문화 및 남존여비와 같은 가부장제의 전통으로, 여성정치시대를 여는 데 있어 가장 크게 작용하는 장애는 바로 가부장주의에 기초한 성차별적인 사회문화구조에 있다. 셋째, 정치참여 의식이 여성의 정치참여를 제한한다는 것이다. 흔히 여성들은 정치에 무관심하고, 여성 자신이 정치에 참여하고자 하는 동기와 태도 및 능력이 부족하다고 인식하고 있다는 것이다. 위와 같이 여성이 정치에 참여하기 어려운 실정에서 여성들을 보다 정치에 참여할 수 있도록 하는 방안으로는 다음과 같다. 첫째, 제도적 보완으로서, 정당차원에서의 공천할당제 외에, 선거제도에 있어서의 개혁이 필요하다. 현행 소선거구제에서는 소수세력의 정계 진출에 많은 장애가 되고 있으므로 중대선거구제로 개정하고, 기탁금제도를 검토하여 기탁금의 액수와 반환사유를 완화하는 방향으로 개정하여 여성이 금력에 구애받지 않고 선거에 나설 수 있도록 해야 하며, 더 나아가서는 선거공영제를 더 확대하여 정치자금의 부담을 대폭 줄여야 할 것이다. 또한, 정당법에 광역의회 지역구 할당제의 노력사항을 의무사항으로 전환하고 기초자치단체장, 국회의원에도 지역구 할당제를 도입하면서, 이를 제대로 이행하지 못한 경우 프랑스식으로 정당에 주는 국고보조금을 50%까지 삭감하는 방향으로 정당법을 개정하는 것이 필요하다. 둘째, 시민 단체 및 지방자치단체의 지원 확대방안으로 여성 자신의 연대와 결속이 매우 중요하다. 여성의 정치적 대표성 제고를 위한 여성단체들의 장기적 전략으로서는 여성의 정치적 과소 대표성이 민주주의 원칙에 위배되며 국가발전을 지연시키고 평등개념을 저해하는 것이라는 점, 그리고 이를 시정해야 하는 당위성을 꾸준히 인식시키는 작업이 필요하다. 단기적 전략으로는 정부 및 정당에 대한 압력단체로 활성화되기 위해 여성단체가 전문성을 가지고 정치 세력화되어야 한다. 셋째, 여성의 정치참여의 저해요인으로 인식되고 있는 여성에 대한 성 역할 고정관념을 타파하고 지방자치의 정착과 발전을 위해서는 의식이 깨어 있고 헌신적인 여성들이 영향력을 행사할 수 있는 다수가 되는 것이 매우 중요하다. 결론적으로 여성이 정치에 참여해야 하는 이유는 작게는 여성 자신의 문제를 해결하고 보다 크게는 차별 없는 인류사회를 건설하기 위한 것이다. 여성이 겪고 있는 문제는 개인의 문제가 아니라 정치적인 것이며 그 해결도 정치적인 것으로부터 시작해야 한다. 여성문제를 정치적으로 해결한다는 것은 곧 여성의 정치참여가 필요하다. The more diversified, complicated, specialized, and subdivided phenomena of a society will lead to the significant change in living patterns and the senses of value of the 21st century. An information age calls for fineness and creativity, and is highlighted environments, social welfares, and educations as important fields, in which women have interest as well as specialty, together with the need of enhancing the quality of living. This results in women's active taking up politics all across the world. In spite of this world-wide wave of change, there is still no solution to a small representatives for women in Korea. So, this study is to find the reason why women do not well engage in politics and to suggest its improvements. Above all, it examined the problem of women's engagement in politics in terms of institutional, cultural, and political consciousness in Korea. It is found as follows; First, from an institutional view, there are poor legal and institutional systems to guarantee women's employment, although the number of working women has been increased. In terms of a law, minor constituency system that allows a person to be elected per single-seat electorate, prohibiton of civil groups from engaging in politics, excessive need of political funds due to incomplete trust money system and public election management system have kept women from taking up politics. Second, from a cultural view, bureaucratic political culture and patriarchical traditions such as predominance of man over woman ar obstacles to women's increase in politics. A sex-discriminating socio-cultural structure based on patriarchy is most working obstacle. Third, women's perceived engagement in politics put a limitation on women's taking up politics. Generally, it is perceived that women are indifferent in politics, and are lack of motivation to, attitude toward, and ability to engage in politics. Followings are plans to have more women engaged in politics in a different conditions. First, it need to revise election systems, other than assigned nomination system from a political party as institutional supplements. Because the current small electorate system has many obstacles to a minor party to advance into political circles, it need to revise to be mid-large electorate systems; encourage women to participate in elections without the influence of the money by studying trust money systems and relaxing the amount and returning cause of trust money; further, decrease the burden of political funds by extending public campaign management systems. Also, it need to change the efforts to assign local constituencies for the metropolis assembly at political party acts to the required provision; introduce the assignment system of local constituencies to the election of members for a national assembly, and the election of the director of a basic self-governing body. If these requirements are not executed well, it will need to revise political party acts in French way such as reducing a National Treasury subsidy by 50%. Second, it is essential to connect and unite by and among women in order to have expanded support from civil groups and local governments. For long-term strategy to raise political representatives for women, it need to make people perceived that small political representatives for women is in violation of the principle of democracy, cause to delay a national development and obstructs the concept of equality, and why it should be corrected. For short-term strategies, women groups are required to have political forces with expertise in order to activate as a pressure group to the government and political parties. Third, it need to break down the fixed ideas of women according to role by sex that has been perceived as an obstacle to women's engagement in politics. For the establishment and development of local autonomy, it is critical to become a large number of sensible, devotional, and influential women. Conclusively, the reason why women have to take up politics is to solve a problem of her own herself on the one hand, and construct human society without discrimination on the other hand. The problem suffered by women does not belong to a person, but relate to politics. So, its solution must begin with politics. That is, women's engagement in politics is needed to solve women-related problem politically.
