        The key role of city council is to manage an administrative body by determining policies or plans, approving expenditures and inspecting or auditing. Two of their roles such as determining policies and approving expenditure need speciality to perform, and this makes city council take less leading position against an administrative body. In spite of this, the city council is still regarded as an essential body to determine policies and plans because city councilors are responsible as a voting members of Council to represent and balance the interests of its citizens. Along with an administrative environment has recently been specialized, the importance of the role of 'check and balance' of a city council has also been growing. The most important role of council are direction and approval, and city councilors are bestowed to inspect a local government. The performances, however, are less evaluated to be a successful and satisfying than we expect. This research analyzes the present conditions of the way which an administrative inspection is being done and also present comprehensive ways to improve its role. (This research focuses on the case of Changwon City Council.) The whole process of an administrative inspection is divided into two steps, which are an Inspection-preparation step and a real-Inspection. There are three analyzing factors at an Inspection-preparation step such as 1) which organization will be inspected, 2) what questions councilors ask to local government for a effective inspection and 3) how to train councilors and advisory groups to be prepared for a real inspection. At a step of a real-Inspection, three things like 1)how long councilors spend inspecting 2) how many days councilors attend the meeting and 3) what results from their performances councilors get are dealt with.

      • 중국의 군사적 부상이 한반도 안보에 미치는 영향에 관한 연구

        China has achieved rapid development in economy due to Dung Xiaping's reform and opening policies in late 1970's. Based on the economic power, China focused on modernizing old military equipments and weapons by increasing national defense fund. The Modernization of Chinese military force have promoted military force construction project which focuses on elite members, mechanization and information orientation. Additionally China is focusing on rapid response capability and long range operation capability and is promoting strategic nuclear weapons, and naval-air focused forces rather than strengthening large ground forces or developing conventional weapons. China possesses diplomatic and military abilities to affect critical influences to the security of Korean Peninsula, so it is necessary for S. Korea to focus on rise in Chinese Military force. China is yet to be estimated to be developed into strong nation like the USA or Russia. However, the Chinese Military has strong potential power to change US-centered international order. Neighboring nations are searching for proper responses to such military rise with concerned perception. The Chinese military is thought to be continuously strengthened by increasing fund and reinforcing naval-air and nuclear weapons. The Rise of Chinese Military is a direct variable to Korean Peninsula's security. It will accelerate armament competition in the north-eastern Asia and delay the unification of the Two Koreas. Also, in a short term, China will act as the key which will maintain political stability in the Korean Peninsula, but in long term, it will act as threatening key which can be developed into military conflicts by active military exchanges. Additionally, it is inevitable to find a way to build the multi-lateral security cooperation in the north-eastern Asia maintaining and consolidating the S. Korea-USA alliance which is the origin of the current security of S. Korea. S. Korea will have to strengthen diplomatic power by building trusts and cooperation in diverse ways so that China will avoid the development into threatening power under alliance with USA. 중국은 1970년대 말 채택한 등소평의 개혁․개방정책으로 급속한 경제성장을 이루었다. 이러한 경제력을 바탕으로 지속적으로 국방비를 증액시켜 낙후된 중국군의 장비와 무기를 현대화하는 작업에 주력하였다. 중국군 현대화는 정예화․기계화․정보화를 전력강화의 중점으로 하는 군사력 건설 작업을 추진하였다. 또한 대규모 지상군 강화나 재래식 무기의 개발보다는 전략 핵무기, 해․공군 위주의 첨단전력을 집중 육성하고 신속대응능력과 원거리 작전력 향상에 주력하고 있다. 중국은 한반도 안보에 있어서 결정적인 영향력을 행사할 수 있는 군사․외교적 역량을 가지고 있기 때문에, 중국의 군사력 증강은 주목해야할 현실이 아닐 수 없다. 중국의 군사력은 미국이나 러시아와 같은 강대국의 군사력에 비하면 초강대국으로 발전하기에는 아직 역부족이라고 평가된다. 하지만, 향후 중국의 군사력은 미국 중심의 국제질서를 변화시킬 수 있는 강력한 잠재력을 가지고 있다. 이와 같은 중국의 군사적 부상에 대해 주변국들은 우려와 견제의 시선으로 대응책을 모색하고 있다. 향후 중국의 군사력은 국방예산의 증가, 해․공군력 및 핵전력 강화, 활발한 군사외교 등으로 지속적으로 강화될 것으로 전망된다. 중국의 군사적 부상은 한반도 안보에 직접적인 가변요소로 작용할 것이다. 중국의 군사력 증강은 동북아의 군비경쟁을 가속화시키고, 남북통일을 지연시킬 것이다. 또한 단기적으로 중국은 한반도의 정치적 안정을 유지시키는 요소로 작용할 것이지만 장기적으로는 한반도를 둘러싸고 미국과 무력 갈등상황으로 발전할 수 있는 위협요소로 작용할 것이다. 따라서 한국은 중국의 군사력 증강에 대해서, 중국과 다각적인 협력을 추진하여 상호 신뢰를 구축하고 군사교류를 통해 불필요한 갈등을 미연에 방지하여야 한다. 또한, 현재 한국 안보의 근원인 한․미 동맹관계를 유지 및 강화하고 이를 바탕으로 동북아 다자안보협력 체제를 구축하는 것을 모색해야 한다. 한국은 미국과의 동맹관계를 유지 하에, 중국이 위협세력으로 발전하지 않도록 다각적으로 협력하여 신뢰를 구축하고 외교적 역량을 강화해 나가야 할 것이다.

      • 體脂肪率과 瞬發力 및 敏捷性과의 相關에 관한 硏究

        The purpose of this study was compared the correlation between the body fat and the physical fitness(Power, Agility). The subjects for this study consist of four group and 100 male stud-ents Kyungsung University located in Pusan. It is tested of the Power(Sargent jump test, Standing long jump test, Handball throwing test), the Agility(Side step test, Right-boomerang run test, Bar-grip-ping reaction time test)after divided into four group from body fat such as, %Group Low -fat(31persons); 10 - 16%, Group Hight - fat(19 persons; 17-30%, Group Low-fat(29persons); 12-19%, Group Hight-fat(21 persons); 20-38%% through of body fat. The data was analyzed by using S.P.S.S and the results were as follow; 1. In case of department of physical education(Low; 10-16%)group, the body fat had shown a few correlation with side step test(r=0.23). It had shown few correlation with handball-throwing test(r=0.18), bar-gripping reaction time test(r=-0.09). 2. In case of department of physical education(Hight-fat; 17-30%)group, the body fat had shown a real correlation with sargent jump test(r=-0.40), handball-throwing test(r=-0.05). It had shown a few correlation with standing long jump test(r=-028), right-boomerang run test(r=0.39). It had shown few correlation with side step test(r=0.13). 3. In case of department of non-pysical education(Low-fat; 12-19%) group, the body fat had shown a few correlation with side step test(r=-0.53).It had shown a few correlation with right-boomerang run test(r=0.33). It had shown few correlation with sargent jump(r=0.05), handball-theowing test(r=-0.16), bar-gripping reaction time test(r=-0.09). 4. In case of department of non-physical education(Hight-fat; 20-38%) group, the body fat had shown a few correlation with handball-throwing(r=-0.04). It had shown few correlation with sargent jump test(r=-0.29), standing long jump(r=-0.20), right-boomerang run test(r=0.24). It had shown a real correlation with side step test(r=-0.44), bar-gripping reaction time test(r=-0.42). Above mentioned results were renoted as follows: In correlation with the body fat and physical fitness(Power, Agility)of the deparment of physical education(Low-fat; 10-16%)group, sargent jump test(r=-0.28), standing long jump test(r=-0.36), side step(r=0.23), right-boomerang run test (r=0.30)had shown a few correlation. In correlation with the body fat and physical fitness(Power, Agility)of the deparment of physical education(Hight-fat; 17-30%)group, sargent jump(r=-0.40), handball-throwing test(r=-0.50)had shown a real correlation. In correlation with the body fat and physical fitness(Power, Agility) of the deparment of non-physical education(Hight-fat; 20-38%)group, side step test(r=-0.44) had shown a real correlation. The body fat had not effected on physical fitness(Power, Agility).

      • 원문정보공개서비스의 개선 방안 연구

        정부는 개방, 공유, 소통을 키워드로 하는 ‘정부3.0’을 표방하여 국민의 알권리를 보호하고 공공정보의 활용성 제고를 위해 노력하였다. 정부는 이를 위해 2013년 8월 관계 법령을 개정하고 2014년 3월 원문정보공개 서비스를 시행함으로써 정보공개를 확대해 가는 추세이다. 원문정보공개 서비스는 기관 중심, 공급자 중심이던 공개원칙이 국민 중심, 수요자 중심으로 전환되고 청구에 의한 사후공개에서 사전적, 적극적 공개로 전환되는 시작이라고 할 수 있고, 또한 정보공유를 통한 공공정보의 활용성을 제고하는데 목적이 있다고 할 수 있다. 본 연구의 목적은 원문정보공개 서비스가 본래의 취지와 목적에 맞게 운영되고 있는지 분석하고 개선 방안을 마련하는 것이다. 원문정보공개서비스의 문제점으로 파악된 것은 첫째, 공개되는 정보에 개인정보가 포함된다는 것, 둘째, 비공개 대상 정보의 범위가 포괄적이고 모호하다는 것, 셋째, 공개되고 잇는 원문정보 공개 대상의 범위가 너무 협소하다는 것, 넷째, 기록을 기반으로 하는 기록관리 서비스 임에도 기록관리가 배재되어 있는 것, 다섯째, 원문정보공개 서비스의 홍보가 미비하다는 것이다. 이러한 문제점을 개선하기 위해 다음과 같은 개선방안을 제안하였다. 첫째, 기록관리 원칙을 반영하는 것이다. 원문정보공개 서비스는 공공기관이 업무 중 생산한 기록을 기반으로 서비스되는 것으로 체계적인 기록관리를 기반으로 이루어 져야 한다. 둘째, 공익검증심사제도의 도입이다. 비공개 대상 정보의 기준이 명확하지 않기 때문에 일관성 없는 비공개 결정이 이루어지고 있기 때문에 정보공개법에 공익검증심사 조항을 신설하여 비공개 결정에 있어 한 번의 심사를 더 거쳐 비공개 여부를 판단할 장치를 마련하는 것이다. 셋째, 원문정보공개 서비스의 범위 확대와 홍보강화이다. 원문정보공개의 범위는 중앙행정기관, 시·도 및 시·도교육청은 국장급 이상 결재문서, 시·군·구는 부단체장 이상 결재문서, 교육지원청 및 초·중·고는 기관장(교육장, 교장) 결재문서로 한정하는 것은 제도의 취지에 맞지 않기 때문에 원문정보공개 서비스의 범위를 점차적으로 확대해야 하고, 원문정보공개 서비스에 대한 홍보 활동을 강화함으로써 매년 증가하고 있는 정보공개 청구 건수를 줄일 수 있다. 넷째, 개인정보 보호 강화이다. jpg나 pdf 등의 이미지 파일은 개인정보가 포함되었는지 전혀 필터링할 수 없기 때문에 이러한 파일의 유형도 필터링을 통한 통제가 가능한 기능을 추가해야 한다. The Korean government has shown much effort to improve the availability of public information and protect the right to be informed of their citizens by professing 'Government3.0' which puts opening, sharing, and communication as its keyword. For such achievements the government is expanding information disclosure by revising related ordinances in August 2013 and implementing original records disclosure services in March 2014. The Full-text Information disclosure service could be said as the start of the once institution-centered, supplier-centered disclosure policies converting to become public-centered, consumer-centered as well as converting from ex post disclosure by request to active openings in advance. Also, it has its objectives to improve the availability of public information through information sharing. The objective of this research is to analyze whether the full-text information disclosure service is operating in accord with its original purpose and provide an improvement plan. The problems of the full-text information disclosure services have been identified to be first, personal information is included in the open information, second, the boundaries of private information is all-inclusive and ambiguous, third, the opened subject of original records disclosure services has a narrow boundary, fourth, although it is a service that puts records as its basis records management is excluded, fifth, the promotion of the full-text information disclosure services is insufficient. To improve such problems, this research proposes plans as below. The first is to include the principles of records management. The full-text information disclosure services must be operated with the records produced by the public institute during its work as a basis and thus must have systematical records management as its foundations. The second is the introduction of the public verification screening system. For the standards of private information subject is ambiguous, and thus the privacy decision is operated irregularly, by newly building the public verification screening article in the Freedom of Information Act, and manage a contraption to decide the privacy with another screening included in the decision of privacy. The third is the strengthened promotion and expanded service range of the full-text information disclosure services. The range of the full-text information disclosure services limits the official approval of city, provincial or city, provincial Education Ministry from head of Bureau class or above, cities and towns with official approval from vice-head of group or above, the official approval of an education office or elementary, middle, high schools with chief engineer (superintendent of education, principal) and thus goes against its purpose. For such reasons, the range of full-text information disclosure services must be expanded and strengthen promotion activities to reduce the records disclosure requests that is increasing each year. The fourth is the enhancing of personal information. Image files such as jpg. or pdf. cannot be filtered if there is personal information included, thus a function that is able to filter such types of files must be added.

      • 게 껍질 부산물 함유 사료 섭취가 조피볼락, Sebastes schlegelii 치어의 성장과 면역기능에 미치는 영향

        This study was conducted to use to red snow crab by-product with main components of chitin and collagen for feed material of aquaculture. First of all, availability of red snow crab by-product for aquaculture species such as rock fish, eel, and Japanese flounder and non-aquacurtural species such as askuramasu and Okhostk mackerel, and so on through in vivo test was confirmed. In the 10% organic feed substition experiment for the rock fish, showed highest a growth rate than the control feed and high immune function. In addition, attack test of Streptococcus sp. showed lower mortality than control feed. Based on these results, a field experiment was conducted to carry out a marine cage experiment. In the marine cage experiment, it may be different from the results of the indoor experiment that there is no natural enemy in the field, but it is controlled completely because of the environmental food that can not control other feeds of various marine orgin. Concludingly, there were no significant differences in the growth and blood characteristics of control and environmental feeds in terms of liver, kidney, lipid metabolism index. In the thanol extract solution smear test, the active ingredient were a fatty acid such EPA and astaxanthin, and so on. These effects have also been shown to be effective in lipid metabolism and good results in liver and immune function index, so it is necessary to actively compare the efficacy of coated feeds and compound feeds.
