    Due to the generalization for the disorganization of society and a family following the industrial society and to the overweight of educational burden, juveniles are failing to establish the desirably value system because of coming to have less opportunity that will have human close relation from being a child, of coming to have difficulty in receiving the wholly moral education, and of leading to confusion without behavioral norms together with the collapse of value system caused by the rapid change in society and by the inundation of foreign culture. In addition, the deepening of a distinction between rich and poor and to the prosperity of entertainment industry under the capitalism, do cause unstable juveniles in the years of adolescence to have the seriously weighted mental burden, thus leading many juveniles to deviation and a crime.
    Also, a crime that is being qualitatively connected to ferocity, grouping, intelligence, younger age, the increase in violence by female students, repeated offense, and adult gangster, can be said to show a phase of our society's dark features.
    As for Juveniles these days, smoking and drinking are generalized, and it is the reality that they are following the apolaustic features of adults, as they are, such as collective lodging together and sexual experience.
    Now escaping from the shortsighted policy, it needs to proceed with spreading policies based on the formation of environment where a home and society can start together and grow up soundly and rightly. Because the occurrence of a juvenile crime is included in the whole filed of society, only one individual cannot solve a juvenile problem, and it requires the mutual cooperation and efforts among several organic bodies.
    It requires parents' training and education, and cognitive conversion in which, at home, parents can understand them all the time in the children's position, have conversation to allow love to be sympathized, and rightly guide children.
    What desires a school or society to handle as to what a home failed to solve, is not the real looks of parents who have a home and need to lead children in a right direction. Just the concern from a home is the most effective method that can reduce a juvenile crime. Further, because the deviation and violence at school just lead to producing violence of society and to increasing many juvenile violence criminals, the education agency needs to proceed with stepping up the new value-system education and the ethics education, by resolutely converting a school into a place of meeting, conversation and play. The national agency inevitably needs to convert cognizance even into what puts up as security as to the existence of the nation and the future development, beyond the prevention and the handling of a juvenile problem, from the national concern about juveniles.
    And, the community needs to develop an independent policy suitable for the real situation of a region, to step up cooperation and mediation with each agency of community, and to develop resources aiming at the protection and the support for a problematic home. Further, it needs to establish a crisis center and a special counseling center, by seeking for a plan to positively utilize private resources and by luring manpower and resources.
    In term of legislation and a system, the purport of the specific identification method is also important, but when it comes to the field aiming at the protection of juveniles, it will need to get rid of confusion by adjusting age brackets and also unifying a term. Because the age related to juveniles in the current legislation is so various, even juveniles themselves cannot know which time point they need to do something, thus causing them to wander.
