이 연구는 조선 초 전라도 남해안에 총 55회 침입했던 왜구의 침략에 대비하기 위해 추진된 전라도 지방의 방어체제와 麗水의 위상을 알아보기 위함이다. 그리고 그 구체적인 실상은 僧軍에 의한 성곽의 축조·관리 및 營·鎭城의 형태와 양식을 통해서 살펴 보았다. 朝鮮 前期 麗水地方의 關防遺蹟에는 戰蹟址, 城址, 營·鎭址, 烽燧址, 牧場址 등이 있다. 해안 지역인 여수에는 다른 고장에 비해서 유달리 산성터가 많이 남아 있는데, 확인된 성터만도 30여 개나 된다. 이는 여수가 연안지역으로 島嶼가 많아 왜구의 표적이 되어 축조됨을 의미한다. 또한 조선초 군비가 삼포(부산포, 염포, 제포)를 중심으로 이루어졌기 때문에 상대적으로 방비가 허술한 전라도 지역을 택했을 가능성이 많다. 따라서 여수는 군사적으로 중요한 요충지였음을 알 수 있다.
여수의 관방 유적에 대한 기존 연구에서는 조선 전기 관방시설에 대한 종합적인 고찰이 이루어지지 못했다. 이러한 점을 보완하고자 본고는 조선 전기 여수지방 관방유적에 대한 현장답사, 비문채록, 자료수집, 면담 등의 방법을 통하여 보다 유기적으로 인식하고자 했을 뿐만 아니라 이들 관방유적을 종합적으로 체계화 하였다.
먼저 조선전기의 방어체제 중 영진·진관체제에 대하여 살펴보면, 그 중 전라좌수군 내례 미포는 선소이며, 용문포는 처음 화련이라는 곳에서 현재 용주리 고내로 이동하였음을 확인하였다. 이는 여수가 땅이 기름져 왜구의 약탈이 심했고, 군사적으로도 중요한 요충지였기 때문에 방어가 매우 중요했음을 의미한다. 따라서 왜구를 방어하기 위해 이곳에 全羅左水營이 설치되어 400년간 조선수군의 최고사령부로서 국가를 방어했음을 살펴보았다. 특히 "湖左水營城守城@@?設碑"를 통하여 전라좌수영 소속 의승청 僧軍 300여명이 좌수영 관할 城郭을 축조했음을 확인하였다. 이는 主鎭寺인 興國寺가 위치하고 있어서 확실한 증거가 되고 있다. '節度使安公事蹟碑', '亂中日記' 등을 통하여서도 左水營 소속의 僧軍들이 좌수영 관할 城郭을 관리·수축하였음을 알아보았다. 그리고 관방시설 형태와 양식은 全羅左水營城, 突山浦鎭城, 防踏鎭城, 將軍城, 石倉城 등의 규모와 축성방법, 성내시설을 중심으로 살펴보았다. 그 규모는 사료에 따라 약간의 차이가 있다. 그 이유는 축성 기준인 尺의 기준이 다르기 때문이다. 축성방법은 내탁식 편축법과 체감식 축성법이었을 것이다. 성내시설에는 성문과 그에 따른 각종 건축물, 해자, 샘, 굴강 등이 있다. 그 중 굴강은 갯벌지역이다. 이는 직경 약 2m되는 통나무를 이용하여 기단을 축조한 그 위에 석축되었음을 살펴보았다.
본 연구는 조선전기 방어체제 및 여수지방의 위상을 이해하고 관방시설 및 전라좌수영이 여수에 설치된 당위성을 이해하는 데 있다. 나아가 관방시설의 축조·관리에 있어서 僧軍의 역할과 전라좌수군의 활동 및 여수지역 성곽 규모·성내시설·축성술을 이해하는 데에도 도움이 될 것이다.
그러나 연구결과 기존의 여수지방 선행 연구들은 대략적인 이해만 했을 뿐 방어체제와 지리적인 관점에서의 축조방식, 축성의 의의, 축성을 관장했던 부서와 동원되었던 功夫까지는 연구하지 못했다. 또한 필자의 역량이 부족하여 축성의 토목 공학적인 측면과 功役의 計算까지는 미치지 못했다.

This study set out to understand the defense system of Jeolla province and the status of Yeosu and to investigate their concrete situations by identifying the fortresses built and maintained by monk soldiers and the Yeongseong and Jinseong. The defense system of Jeolla province was set up in order to prepare for the attacks of the Japanese pirate raiders, who invaded the south coast area of Jeolla over 55 times in the early Chosun Dynasty. The territory defense remains in Yeosu from the former half of Chosun included old battlefields, fortress sites, Yeongji and Jinji, sites of signal fire, and ranch sites. Located along the coast, Yeosu has particularly more sites of mountain fortresses left compared with other areas. There are as many as 30 of them that have been identified so far. This is because Yeosu was an easy target to the Japanese pirate raiders with many islands along the shoreline. There is a good possibility that the Japanese pirate raiders chose to attack Jeolla province that was relatively weak in the defense system since the national armaments were allocated mainly in the Three Harbors(Busan, Yeom, and Je) in the early Chosun Dynasty. Thus Yeosu served as a critical military point to defend the country from Japanese attacks.
The previous studies on the territory defense remains in Yeosu seem to have failed to make a comprehensive consideration of those in the former half of Chosun. In order to compensate for this, this study tried to approach the territory defense remains of Yeosu from a more organic perspective and put them in an integrative system by adopting the methodology of field survey, epitaph collection, date collection, and interview.
First, the Yeongjin and Jingwan system was examined which was part of the early defense systems of Chosun. The Naerye Mipo of Jeolla Jwasugun was shipbuilding place, and Yongmunpo was moved to the current Yongjuri Gonae from Hwaryeon. Geographically located right in the entry of the Japanese invasion route, Yeosu carried out rather easy defensive actions and managed to protect its fertile land from so many attempts for them to sack it. For these reasons, the Jeolla Jwasuyeong was set up in Yeosu to defend the city from the Japanese pirates and had been loyal to its given roles for the following 400 years as the headquarters of the Chosun's naval forces. In particular, by consulting the "Hojwasuyeongseong Suseongchangseolbi," it was confirmed that 300 monk soldiers of the Loyal Monk Soldier Unit of Jeolla Jwasuyeong built the fortresses under the control of Jwasuyeong. One certain proof of this was the existence of Heungguk Temple, which was Jujinsa. The review of 『Jeoldosaangongsajeokbi』 and 『Nanjungilgi』 also revealed that the monk soldiers of Jwasuyeong built and maintained the fortresses under the control of Jwasuyeong. In investigating the forms and styles of the territory defense facilities, the size, building method, and inside facilities of Jeolla Jwasuyeong, Dolsan Pojin, Bangdapjin, Janggun, and Seokchang fortresses were examined. Their sizes varied among the different historical books since the Cheoks, the length unit used in building a fortress, were different. The building method adopted was assumed to have been either Naetaksik Pyunchukbeob or Chegamsik Chuckseongbeob. And the inside facilities included the gate, all kinds of buildings, moats, wells, and ancharged site for Turtle Ship, which were the silt areas. A ancharged site for Turtle Ship was made of stone on a pedestal made of logs whose diameter was two meters.
The study aimed at understanding the defense system of the former half of Chosun and the status of Yeosu and figuring out why it was inevitable for the territory defense facilities and Jeolla Jwasuyeong to be set up in Yeosu. The results of the study will help understand the roles of the monk soldiers in building and maintaining the territory defense facilities, the accomplishments of the Jeolla Jwasugun, and the size, inside facilities, and building methods of the fortresses in Yeosu. Through the research efforts, the previous studies on Yeosu were relatively well understood. But it failed to cover the building methods, implications of the fortresses, the departments that controlled the fortresses and their building projects, and the tributes and taxes mobilized for the projects from the perspectives of defense systems and geography. The lacking capabilities of the investigator also contributed to the exclusion of the civil engineering and corvee of the fortresses from the study.
