This study is to examine the condition of the resting places for the homeless, their programs, the condition of their services, and the level of satisfaction, by conducting a questionnaire survey of the homeless who stay at the resting places in Busan. And this study is to present the improving measure for management based on the result of the survey.
The following is the result of the management condition of the resting places for the homeless in Busan.
67.6% of the respondents said that they were not healthy physically, and 79.6% said that they were healthy mentally. More than 70% of the respondents turned out not to get the medical benefits. So the governmental support should be expanded to let the homeless use medical institutions. And the result of the research about alcoholism using the A. A.(Alcoholics Anonymous) test paper was that most of the respondents were in the level of addiction to alcohol.
Most of the respondents said that the period of their sleeping-outdoors was under 6 months and that their ex-lives in their home had not been satisfactory. 58.1% of the respondents said that they had no houses to go back to. It means that the policy of the government about the welfare for the homeless should be changed. 71.7% of the respondents expressed positive attitudes toward the lives in the resting places saying that the resting places had been a great help for them.
Most of the respondents said that they had participated in the medical rehabilitation program among the rehabilitation programs. And most of them said that they got their jobs.
The following is the measure to improve the level of welfare for the homeless based on the result above.
Firstly, we should change the attitude toward the homeless. They are not seceders of our society, but our neighbors whom we must help.
Secondly, we should improve the managing system of the resting places. To do this, we have to unify the resting places, specialize and modernize them. And to meet these requirements, most of all, a legal measurement is required.
Thirdly, the rehabilitation program should be reinforced. The present program is given too much importance to simple tasks. We have to create various training programs so that we can allow each of them to acquire a special skill and to adapt themselves to our society.
Fourth, we have to look for the measurement to efficiently support the operating funds. The method of paying the governmental subsidies is standardized in proportion to the number of persons to be admitted. This method should be changed so that it can be operated according to the size of the institutions and their kinds.
Finally, we need a broad point of view on the welfare program for the homeless. It is impossible to resolve the problem of the homeless. Therefore, it is required to approach the problem of the homeless from the road and fundamental viewpoint.
