포괄적 보육프로그램 실천에서 사회복지의 역할 = Social worker's roles for the comprehensive day care programs

In this study I tried to find out the importance of social workers' role in the day care services which, unlike the infant education, needs to carry out the one of social welfare services for the well being of children and their family. The day care service should be offered by the level of society or government to deal with children's problem that is caused by the weakened role of bringing up children at home, which lead the children not to meet their needs, due to the industrialization, expending of nuclear families and increasing number of working mothers.
But owing to the insufficiency of methods to carry out social welfare service and lack of professional day care program's diverse needs of the families who need the service can't be met.
The comprehensive viewpoint of day care service should include education and welfare, which can't be carried out by the day care center teachers with their ability in reality.
If social workers take the roles of the day care center teachers, it'll be impossible to apply the professional social welfare programs there.
Owing to the insufficiency of the day care programs in the day care service guide of the Ministry of Health and Welfare and more than 60% of the day care center teachers who majored in day care, the programs of the existing kinder gartens are much used in theday care service. We can expect the difficulties of the reality make it hard to hire social workers and offer social welfare services in this field.
Very recently a social worker was meant to be sent to study the comprehensive day care programs, which was refused due to the load of the additional social welfare work. The importance of social welfare programs and the roles of social workers should be urgently recognized by the day care center teachers.
The full day care services should be much more home atmosphere than the day care services, safe environment and suitable learning chances for their need of development. The comprehensive day care services need to include care, education, health and nutrition, mental support, client and family services, and community services which need the roles of social workers.
In this context this study discussed the roles of social workers in relation to traditional case work, group work and community welfare for the comprehensive nursery services to the children of low income working couples as well as normal children and handicapped.
Like the system that day care institutions having more than 100 children have the obligation to hire nurses, it can be desirable to hire professional social workers systematically to give social welfare services in the large day care service institutions supported by government.
A lot of umbrella day care services of social welfare institutions across the nation can have the comprehensive social welfare services without hiring extra social workers, so the spread of this comprehensive services and its development of methods should be desirable.
According to the infant and child day care law each nursery service in each city, town and district should institute its day care information center to exchange information directly between the day care service and it's teachers and parents. Providing information of day care, counseling guide, reference of day care and its use, the survey of day care objects are mainly social workers' roles. For the efficiency and effectiveness of day care services hiring social workers could be recommended.
The government's various effort to meet the radical changes of day care environment, increasing number of demanding day care and its different trend actively has made by establishing the Day care Development Committee and Planning Office. Additional study and examination of Government to understand the need of social workers' roles for the comprehensive day care services should be recommended.
This recommendation comes from my effort to have the comprehensive day care services in the day care for the last 10 years.
My study focused on the importance of social workers' roles in the comprehensive day care services which have been neglected in the existing services the additional study of the comprehensive day care programs and its development will be reserved.
