South Korea's semiconductor industry, led by Samsung, is the technological foundation of the contemporary mediascape of small computational devices, but it has also been an important topic for Korean independent documentaries that have gathered around issues of occupational disease, environmental justice, and labor movement. The semiconductor manufacturing process, with its occupational diseases and environmental injustice issues, constitutes the material foundation of media practice while remaining an inaccessible black box. This paper critically examines the material and discursive networks between Samsung Electronics and the semiconductor manufacturing process that support contemporary digital media from an infrastructural perspective, and analyzes the activities of the civil society organization 'SHARPS' againtst the epidemiological investigation of occupational diseases in Samsung's semiconductor manufacturing process by conceptualizing them as a series of media practices that intervene in the media infrastructure. The infrastructural perspective of media studies focuses not only on the contents of media but also on the circulation of material, and labor that mediate audiovisual signals. This perspective resonates with the concept of medianatures that distracts the distinction between nature and culture, human and non-human. Based on the above perspectives, this paper considers Samsung Electronics' semiconductor manufacturing process as a network in which material and fetishistic object interact.
The issue of occupational diseases in the semiconductor manufacturing process demands us to reconsider the fixed categories between matter and body, human and non-human actors. Semiconductor manufacturing processes contribute to the unequal accumulation of conflict minerals and e-waste through the operation of global supply chains, and even within the manufacturing process, the mobility of chemicals intertwines with the hierarchy of labor conditions to materialize as slow violence. The unintelligible action and mobility of chemicals over long periods of chronical exposure has become entrenched as a form of inequality. And attempts at intervention, including epidemiological surveys, have revealed epistemological limitations.
In the history of semiconductor industry, which developed alongside the offshoring of low-wage labor, South Korea began with the subcontracting of assembly processes and then localized the entire manufacturing process in the 1980’s, including integrated circuit design. In the advertising campaigns and audiovisual representations of the late-1980s, Korean semiconductors were represented as a symbol of progress toward the future and the information industry, whose reality was still unclear. The semiconductor industry seems to be breaking away from the labor-intensive industries of the developmental regime and pursuing the illusion of high added value and progress. However, the illusion of automation promoted by the semiconductor industry still requires the mobilization of low-wage labor.
The occupational diseases of semiconductor workers and the struggle of SHARPS, which have been publicly discussed since the mid-2000s, mediated practices that have intervened in both the material and fetishistic dimensions of the semiconductor manufacturing process. This paper approaches media practices towards infrastructure through Rahul Mukherjee's concept of ‘environmental publics’. SHARP's activity of collecting and publicizing workers' testimonies was accompanied by a more traditional range of media practices, such as press reports and documentary production, which contributed to expanding the range of stakeholders in the environmental impact of semiconductor manufacturing processes. Furthermore, SHARPS’s activism renews the category of mediation by translating workers' situated knowledge into collective experience. As a way of sensing the unintelligible opertation of infrastructure, the collection and diagnosis of testimonies reconfigures workers' bodies as epistemic objects in which the material influence of infrastructure accumulate. The expanded definition of media also requires us to rethink the documentary film medium's capacity to claim truth and the aesthetic modes of addressing. Responding to the crisis of increasing epistemological uncertainty, the documentary camera, instead of discarding the very possibility of representation, exploits the camera's capacity to relocate the senses and produce situated knowledge from various regional point of view.
