    Democracy is commonly presented today as a set of modern values such as popular sovereignty, political representation, liberty and equality. However, democracy was for long an object of aversion in Western political thought. Up until the end of the eighteenth century, the term was reminiscent of a specific form of ancient Greek government, generally known to us as direct democracy. Such a form of government was considered dangerous, even when feasible, under modern conditions perceived to be fundamentally different from antiquity. In 1738, the French Old Regime nobleman and politician marquis d’Argenson circulated an unpublished manuscript titled Considérations sur le gouvernement ancien et présent de la France (hereafter Considérations), containing arguments highly unconventional for his time. He advocated adopting democracy into the French monarchy, dubbing his idea of reform “monarchical democracy (démocratie monarchique).” Scholars have posited d’Argenson as a figure who paved the way for the conceptual shift of democracy from a specific form of ancient Athenian government to modern representative democracy or democratic values. This thesis disagrees with such interpretations, considering that they fall short of properly understanding d’Argenson’s political thought due to their retrospective application of concepts and categories that did not exist in his time. This thesis thereby aims to reinterpret d’Argenson’s writings by focusing on the eighteenth-century contexts in which d’Argenson devised his reform plans instead of being trapped in concepts more familiar to us such as democracy, representation, liberty or equality. D’Argenson’s Considérations should be read in conjunction with the prevalent desire to reform French monarchy triggered after the death of Louis XIV and the intellectual tendency to define the “science of politics (science politique)” as a general principle.
    The pressing issue for political thinkers of the time was to deal with the legacy left by the so-called absolute rule of Louis XIV, which meant formulating reform plans for the French monarchy that would ensure national prosperity. D’Argenson criticized the discourses of reform of his time: while political reform should aim at the “public good (bien public),” France was led by people who lacked a proper grasp of what the public good was. D’Argenson’s target of criticism was the French nobles. He advocated powerful royal authority against the “aristocratic thesis (thèse nobiliaire)” that had called for the relative political empowerment of the nobility. However, instead of merely associating d’Argenson with the “royal thesis (thèse royale),” attention should be paid to the fact that he argued for a “science of politics” to pursue genuine public good. This approach allows for a more pertinent reading of his reform ideas regarding “monarchical democracy.” For d’Argenson, the science of politics was a concept that extended the rational general principle of human nature into the field of politics. He believed that for these principles to work well, the individual’s immediate interests must be closely linked to the interests of the community. Only then could the natural impetus of human behavior to pursue self-interest be utilized for the public interest without distortion. In d’Argenson’s view, the political system that secured such affinity between private interests and the public good was democracy. He argued that democracy could be institutionally introduced into the French monarchy by entrusting locally elected “people’s officers (officiers populaires)” with the governance of each local community. The key here was not to unjustly divide the subjects into commoners and nobles.
    Rereading d’Argenson’s idea of democracy as a political system to ensure the affinity between private and public interests allows us to question whether the widely accepted characterization of representative democracy or democratic values as popular sovereignty, equality and liberty has confined the discussions on democracy to a narrow framework. As this thesis points out, “democracy” is a historical concept that requires a more elaborate analysis.
