Since 2016, as awareness of the fourth industrial revolution has risen, the Ministry of Land, Infrastructure and Transport has announced a "Fourth Industrial Revolution Response Strategy" and has set up a major strategic
task to expand the construction of three-dimensional spatial information linking various core technologies to national units. In addition, the 6th National Space Information Policy Basic Plan (2018-2022) was announced to emphasize the importance of spatial information in the era of the 4th Industrial Revolution, and the vitalization of the 3D spatial information platform was set as an important strategy. Amid this trend, as the concept of smart cities has recently been introduced in the urban space and urban planning sectors, it is expected to utilize convergence and complexity through the application of key technologies in the fourth industry. In particular, the development of three-dimensional spatial information and the establishment of a system are aimed at maximizing utilization for the creation of future land landscapes and efficient management of landscapes, which are included in the recently established Framework Plan for Landscape (2020~2024). Accordingly, some local governments are using it as a three-dimensional landscape simulation
and incorporating it into the landscape administration field. As a result, three-dimensional spatial information is used for landscape review or various urban planning areas, but the operation is difficult for local governments to use due to problems such as compatibility and lack of data construction and lack of data construction. Consequently, discussions are essential to expand the use of landscape administration in three-dimensional landscape simulation to suit the trend of the times. Thus, this study identified the current status of being used and operated by local governments through a case study to provide directions for the use
of local governments in three-dimensional landscape simulations. In addition, various opinions of experts performing related tasks were collected to find directions for increasing the usability of local governments with
three-dimensional landscape simulation. The results are as follows. This study conducted a visit survey on the current status of the simulation system construction and utilization of three local governments utilizing three-dimensional landscape simulation. As a result, we derive that not all three-dimensional landscape simulation systems used by local governments are standardized, and this study presents a comprehensive three- imensional landscape simulation system that can be used for landscape administration by local governments.
Interview surveys and surveys have found that local governments lack institutional aspects of the use of three-dimensional landscape simulations or lack of guidelines to reduce the use of landscape sentiment. Therefore, it is necessary to improve laws and systems such as guidelines and ordinances. Furthermore, the analysis of differences in perceptions between private and public experts showed that public experts were higher in response to universally applicable data format standardization than private experts, and private experts were higher in response to securing local budgets and strengthening the support system. Based on these results, a plan to utilize the landscape administration of local governments was proposed for the simulation of three-dimensional landscapes.
