지방박람회 행사기획 사례연구 : 2018 영광국제스마트e-모빌리티엑스포를 중심으로

The objective of this study was to work out the directivity ofdiscriminated planning and stable operation of events for local ex- positions according to the major components of event planning.Local expositions, currently held by local governments, havemixed characteristics of local festivals and expositions. In this cir- cumstance, this study was initiated to find out strategies for thecompetitive planning and operation of local expositions, utilizingindustrial contents and event planning components. For this, this study used a case study method, and tried to findout the success factors of local expositions focusing on majorcomponents of event planning. The sampling criteria of case werelocally held expositions of which event theme was industrial contents. Based on these criteria, this study sampled the 2018Yeonggwang International Smart E-Mobility Expo as a studysubject. Before carrying out study, the main components and formationelements of event planning were examined based on precedingstudies on events, local festivals, local expositions, event planningand planning components. For this, this study first looked into the conception of eventsand the difference between local festivals and local expositions,and then analyzed cases for the planning and planning compo- nents of events and festivals, thus establishing 5 main factors ofplanning from the perspective of hosts of events as analyticframes. And then according to the analytic frames, the factors ofplanning were examined respectively and organized them compre- hensively, thus working out implications/suggestions and appli- cable strategies of planning components. Study findings are asfollows: First, it is necessary for the planning of local expositions whichutilizes industrial contents to reinforce storytelling and directioncreativity, thus planning attractive events which can be appre- ciated and sympathized by local residents. Since industrial ex- positions are held to publicize technical skills of related industryand activate the industry, the E-Mobility could make the image ofthe host city the center of related industries, through central government’s positive support policies, business entities’ active participation, and host’s active public relations to local residents andlocal residents’ sympathies. The industrial exhibits of exposition need to deliver the theme of exposition to visitors effectivelythrough storytelling and visual components of direction. Second, it is necessary to establish a standing organization ofoperation which is professional and influential for the stable oper- ation of expositions. Regarding the realizability of expositions, theE-Mobility Expo increased its possibility of realization throughcentral and local government’s strong intention of realization ofpolicies, related industries’ positive collaboration, and local resi- dents’ participation. In order for a local exposition to grow to aninternational exposition, it is necessary to establish an able organization which can reinforce the professionality of exposition andinduce local residents’ positive interest and active participation init through such human resources who have special knowledge one-mobility and exposition for the planning/preparation/executionof events. Third, local residents’ sympathy, appreciation and participationare most important indices of local exposition’s success. If localresidents play the role of participants and consumers in theevents of exposition, a sustainable operation of festival programsis possible. If one develop and maintain such programs of ex- position with which local residents become the host of exposition,and the future values of related industries are created, the pro- grams can play the role of distinguished icon of exposition and ofcentral point of local residents’ participation. Fourth, an industrial exposition needs a special facility and hasthe tendency of being held in a specialized facility in general. Asa local exposition, the E-Mobility was held in a poor environment and expended much money and time to create the central areaand surrounding environment in the planning of space. Therefore,the site of exposition has recovered its original status after theevent, thus giving the sense of unrealistic festival to visitors. So itis regrettable for the site of exposition not to play the scene ofcontinuous promotion of the exposition. In this vein, it is necessary to approach the space of exposition strategically in order tomake it such a place which has the symbolic nature of e-mobilityand play the central point of the exposition continuously. Fifth, studies on the planning of events have rarely discussedsafety. However, it is necessary to aware of the importance ofsafety basically and then raise the issue of safety from the plan- ning stage of exposition, thus developing a manual of safety andholding an exposition safely. Events in an exposition are plannedand executed in a variety of forms in accordance with its theme,field, time, place and participants. And a developed manual mustbe utilized as an example of safety manual for local expositions,and studies on the security of continuous safety must be carriedout. This study examined local expositions with the 2018 YeonggwangInternational Smart E-Mobility Expo. It seems to have limitationsfor study findings to be generalized into all the local expositions.However, the author hopes study findings will be used as valuabledata by the planners and operators of local expositions academically and practically in their research and planning of localexpositions.

국문 초록 (Abstract)

본 연구는 지방박람회 개최에 있어 행사기획의 주요 요소를 활용하여 행사기획의 차별화와 안정적인 행사 운영의 방향을 제시하는데 그 목적이 있다. 최근 지자체에서 개최되는 지방박람회는 지역 축제와 박람회의 성격이 혼합되어 나타나는 상황에서 산업 콘텐츠와 행사기획요소를 활용하여 경쟁력 있는 박람회 기획 및 운영이 가능할 것으로 보아 연구를 진행하였다.
이에 본 연구에서는 이벤트 기획의 주요요소를 활용하여 지방박람회의 성공요인을 찾고자 사례연구법을 실시하였고, 사례대상 선정은 지방에서 개최되는 박람회와 산업콘텐츠를 주제로 하는 행사를 기준으로 하여, 기준에 부합하는 2018 영광국제스마트 e-모빌리티엑스를 사례로 연구를 진행하였다.
연구에 앞서 이벤트, 지역축제, 지방박람회, 행사기획, 기획요소에 관련된 선행연구를 토대로 이벤트 기획의 주요 요소와 형성요소를 찾아보고자 하였다.
이를 위해 먼저 이벤트의 개념과 지역축제, 지방박람회의 차이점을 먼저 조사하였고, 이벤트 및 축제 기획과 기획요소에 대한 사례를 조사하여 주최자 관점에서 기획의 중요요인 5개를 분석틀로 설정하고, 분석틀에 따라 개별 및 항목별로 분석하고 종합정리하여 함의를 도출하였으며, 시사점과 제언에서 기획요소의 적용 방안을 도출 하였다.
첫째, 산업콘텐츠를 활용한 지방박람회 기획 시 스토리텔링과 연출적 창조성을 강화하여 지역민의 이해와 공감할 수 있는 매력적인 행사를 기획해야 할 필요가 있다. 산업박람회는 관련산업의 우수한 기술력 홍보와 산업의 활성화를 위해 개최되는 행사로, e-모빌리티의 경우 정부차원의 적극적인 정책 지원과 관련 기업의 적극적인 참여, 지역민 대상 적극적인 홍보와 공감을 통해 관련산업 중심도시로 이미지화 할 수 있다. 산업전시에도 스토리텔링과 시각적 연출 요소를 통해 방문객 대상 주제의 효과적인 전달은 필요하다.
둘째, 박람회의 안정적인 운영을 위한 전문적이고 영향력 있는 상시 운영조직이 필요하다. 박람회의 실현성에 있어서 e-모빌리티엑스포는 정부차원, 지방자치단체의 강력한 정책 실현 의지와 관련 산업계의 적극적인 협조, 지역민의 참여를 통해 실현성을 높였다. 지방박람회에서 국제박람회로 성장하기 위해서는 e-모빌리티와 박람회에 대한 전문성을 확보한 인적 자원이 행사의 기획과 준비, 진행을 통해 박람회의 전문성 강화하고, 지역민의 적극적인 관심과 이끌어 낼 수 있는 역량이 있는 추진조직이 되어야 한다.
셋째, 지방박람회에 있어 지역민이 공감하고 이해하고 참여하는 것은 성공의 가장 중요한 지표가 되고 있다. 행사에 있어 행사 참여자로, 소비자로 역할을 한다면 지속가능한 축제 프로그램으로 운영이 가능하다. 지역민이 주최가 되고, 관련 산업과 미래가치를 창출할 수 있는 박람회의 프로그램을 개발하고 유지한다면 박람회의 차별화된 아이콘으로, 지역민 참여의 구심점 역할을 할 수 있을 것으로 보여진다.
넷째, 산업박람회는 전문시설을 요하고, 전문시설에서 대체적으로 개최되는 경향이 있다. 지방박람회로서 e-모빌리티엑스포는 열악한 환경에서 개최되었으며, 공간의 기획에 필요한 중심점과 영역을 조성하기에 많은 비용과 시간이 소요되었다. 이에 따라 엑스포 행사장은 행사 후에 기존의 상태로 복귀되어 관람객에게 비현실적인 축제로서 역할은 하였지만, 지속적인 홍보의 장으로 활용되지 못한 것이 아쉬움으로 남는다. e-모빌리티의 상징성을 가지고, 지속적으로 엑스포의 중심점이 될 수 있는 공간의 전략적 접근이 필요할 것으로 보여진다.
다섯째, 이벤트 기획에 관한 연구에서 안전에 대해 논의된 사례는 적은 편이다. 박람회의 개최여부까지 결정할 수 있는 안전문제에 대해 기본적으로 중요성을 인지하고, 기획단계에서부터 언급하여 안전한 박람회 기획이 될 수 있는 매뉴얼이 개발되어야 할 것으로 보여진다. 이벤트는 주제, 분야, 시간, 장소, 참가자 등에 따라 다양한 형태로 기획되고 개최된다. 지방박람회 개최의 안전매뉴얼 사례로 활용하고, 지속적인 안전성 확보를 위한 연구가 수반되어야 할 것이다.
본 연구에서는 지방박람회로 영광국제스마트e-모빌리티엑스포를 사례로 연구를 진행하였는데, 한가지 사례로 일반화하는 한계는 가지고 있지만, 주최자의 관점에서 기획하고 운영하는 깊이 있는 지방박람회 연구로, 학문적, 실무적으로 참고하고 활용할 수 있는 자료가 되기를 바란다.
