본고는 16세기 중반 萬曆3년(1575)에서 5년(1577) 사이에 걸쳐 이뤄진 明 福建 지방 당국과 스페인 마닐라 당국과의 교섭 과정과 明 조정의 조처에 대해 검토하고, 이를 통해 당시 질서관에 입각한 呂宋 인식과 福建 당국이 처한 현실 사이에서 巡撫 劉堯誨로 대표되는 福建 당국이 어떻게 대처하였는지에 대하여 밝히고자 하였다.
16세기 중반, 嘉靖 연간 중국 동남 해상에서 大倭寇의 활동으로 海禁 조치를 강화한 明 조정은, 隆慶 연간에 이르러 海禁 조치를 완화하였다. 이에 따라 福建 ?州 月港에서 상선들이 외국으로 출항하여 교역이 가능하게 되었다. 한편, 몽골 지대 유목 민족의 북변에 대한 위협으로 明 조정은 북변 방어에 치중하였고, 여기에 소요되는 군비를 충당하기 위하여 은을 필요로 하였다. 그리하여 萬曆 연간 초반 징세 상에 있어서 은납화가 진행되었고, 중국에서의 은 수요가 급증하였다.
늘어나는 은의 수요를 충당하기 위하여 당시 중국은 마카오의 포르투갈인과 당시 중국에서 呂宋이란 이름으로 알려진 루손섬의 스페인인으로부터 다량의 은을 수입하였다. 福建 상선들은 지리적으로 인접한 呂宋으로 출항하여 신대륙에서 채굴된 많은 양의 은을 스페인인들로부터 구입하였다. 1571년 스페인인들이 마닐라에 식민 정부를 수립함으로써 필리핀 식민 경영이 이제 막 시작한 가운데, 동남 연안에서 활동한 해적 林鳳이 루손섬으로 도주하여 세력을 재건하려 하였다. 이에 福建 당국은 이들의 병력을 이용하여 王望高 등을 呂宋에 파견하여 스페인 당국에 협조를 요청했다. 그 과정에서 王望高의 제안에 따라 총독 라베자레스는 사절단을 중국에 파견하였다.
萬曆3년 (1575) 사절단이 福建에 도래하여 巡撫 劉堯誨를 접견하는 과정에서 사절단 측은 중국 내에서의 거류지 할양과 이를 통한 통상 및 선교의 인가를 요구하였다. 福建 당국으로부터 ‘呂宋’의 정식 조공 요청으로 받아들여진 스페인 사절단의 요구는 福建 고위 관료들 간의 논의 끝에 거절되었다. 이는 明代 당시 조공 질서에 입각하였을 때, 呂宋은 明朝의 공식 조공 국가가 아니었다는 기존의 祖法에 근거하였던 것이었다. 또한, 사절단을 직접 접견한 劉堯誨는 사절단의 스페인인을 보고 해안에서 분란을 일으키는 존재로서 明朝로부터 낙인찍힌 佛郞機인으로 인식하였기에, 이들의 조공 요청을 중앙에 그대로 요구하는 것은 많은 문제를 발생할 것을 염두에 두어 요구를 피했을 것이다. 그러나 呂宋과의 교역에서 발생하는 세금으로 福建 당국 재정이 충당되었던 데다, 巡撫 劉堯誨가 부임 이후 軍餉 확충을 위해 노력하였기 때문에, 福建 당국은 ‘羈?’라는 관계를 통해서 呂宋과의 교역 관계를 계속해서 유지하고자 하였다. 이는 스페인 측 사료에서도 확인되고 있다.
그리하여 劉堯誨는 사절단 일행을 呂宋으로 돌려보내는 한편, 조정에 呂宋 사절단의 도래 소식을 보고하면서 呂宋의 방물을 이후에 代進할 것이라고 밝혔다. 그리고 劉堯誨는 차후에 방물을 代進하였다. 劉堯誨의 상주문을 토대로 하여 萬曆帝는 洪武 연간 ‘呂宋’의 포상 사례를 적용하여 呂宋 酋長과 次酋에게 포상할 것을 밝히는 한편, ‘朝鮮送回人口例’를 적용하여 酋長에게 추가로 포상할 것을 劉堯誨에게 지시하였다. 이에 劉堯誨는 포상을 위한 呂宋으로의 도항 준비를 布政司 등에 지시한 과정에서, 林鳳 진압에 직접 간여한 呂宋酋長 혹은 呂宋國主 目?의 본국 干世蠟(Castilla의 음역어)으로의 귀한과 次酋 鑒寶는 사망하였기에 포상을 재검토할 것을 주청하였다. 劉堯誨의 상주문으로 呂宋의 본국이 干世蠟이라는 것과 呂宋酋長 혹은 呂宋國主는 干世蠟에서 파견한다는 사실이 조정에 처음으로 알려지게 된 것이다.
그러나 조정에서는 劉堯誨의 보고에 대해 별다른 반응을 보이지 않았다. 萬曆15년(1587) 重修가 완료된 『大明會典』에는 스페인 사절단의 도래 사실을 근거로 ‘萬曆4년(1576) 呂宋國 조공’ 사실로 추가 기재되었다. 또한 劉堯誨의 상주문의 보고 이후의 『實錄』기록에서도 여전히 이 지역에 대해서는 呂宋이라고 지칭하였다. 그러나 徐學聚의 상주문을 비롯한 여타의 明代 문헌에서는 呂宋이 佛郞機의 한 종류에게 점령당했으며, 이들이 干系臘이라는 國名을 가지고 있다는 사실을 인식하고 있었다.
종합하면, 明朝 조공 질서의 이념과 현실 간에 괴리가 있었고, 劉堯誨를 대표로 하는 福建 당국은 이념과 현실을 오고가며 유연한 대처를 취함으로써, 이 문제를 해결하려고 했었다.

In the Jiajing(嘉靖) reign, the Ming dynasty implemented a strict regulation against the Wokou(倭寇), literally the Japanese pirates, invasion into the China Southestern region. But in the Longqing(隆慶) reign, the Ming court alleviated the regulation, so under the control of the local governments, private marchant ships came to sail from Yuegang(月港), Zhangzhou(?州) to foreign countries, regions or ports located in the China Sea coasts. Meanwhile, Mongolian invasion into the nothern frontier of Ming China gradually intensified, the Ming court paid its attention to strengthen its defense against it, and a mountain of silver was demanded in the northern frontier. The huge influx of silver into Ming China via Portuguese Macao and Spanish Manila could manage to cover its demand. The Fujian merchant ships laden with Chinese products like foods, porcelains, and silk sailed to Luzon, known as 呂宋 at that time in Ming China, and exchanged them for silver from the New World. Spanish had established its Manila government in 1571, and Linfeng(林鳳), a notorious corsair known as Limahong in the Spanish records, pursued by Chinese navy, invaded Luzon and assaulted Spanish, for its reorganization. Fujian government dispatched Wang Wang-gao(王望高), a Chinese captain, to Luzon, to induce them to capture him. And Guido de Lavezares, the governor-general of Manila, accepting Wang’s suggestion, organized his mission to China in 1575.
The Spanish mission came to Fujian and received well by Fujian government. In Fuzhou(福州), spanish met Liu and asked him that China offer Spanish a settlement in China for trade and missionary. But the Fujian chief officers decided to rejected their requirement, and Liu recommended them to return to Luzon, Fujian government took the Spanish requirement as asking for the tributary relationship, judging from the Chinese world order. And having witnessed their appearance, Liu might have regarded them as Folangji (佛郞機), which was labeled as the corsairs in the middle of 16th century in Ming China. And that would be the other reason why Liu hurried to return them to Luzon. But Fujian government had the intention of keeping its relations with Luzon, to procure silver from Luzon. So they decided to maintain a Jimi(羈?) relations with Luzon. Liu sent some memorials to Beijing to report the arrival of Luzon mission and their ‘tribute(方物, 貢物)’. The Wanli Emperor(萬曆帝), on the basis of an example in the Hongwu(洪武) reign, ordered him to compensate for the Luzon’s effort, and to additionally praise Luzon chieftain’s effort, that is, Lavezares’. By the edict, Liu ordered the his chief officers to prepare to sail to Luzon, but he received from them an report and learned that Luzon chieftain was a kind of position dispatched from a barbarian country, Gansela (干世蠟), whose name is interpreted from Castilla. Liu reported this to Beijing. But the court seemed to react it. The arrival of Spanish mission was added to the Wanli Code of Great Ming Dynasty (『萬曆大明會典』) reprinted in 1587. But it was written that Luzon was occupied by Folangji, whose name of its country was Ganxila(干系臘), Castilla. To sum up, there was differences in the concept of Luzon between the Ming court and the Fujian government, and Liu Yao-hui attempted to deal with Spanish requirement, without any violation against the idea of the Ming court and local profit.
