Confirmed compliant tax reporting system which has been enforced since 2011 is now stabilized as three years have elapsed and is going to be intended to further expand by lowering the standard of total revenue of each business type in 2014.
Operators of hospitals and clinics, in particular, who are impossible to convert to a corporate business by the medical law unlike other businesses, so hospital industry is most sensitive to the amendment of confirmed compliant tax reporting system. Also, it can be seen that operators of hospitals and clinics reduced their tax payment by avoiding issuing cash receipt, etc. according to a recent report of the National Tax Service(NTS).
Based on recognition of these facts, the object of this study is verifying its effectiveness of confirmed compliant tax reporting system for hospital industry. To achieve the purpose, this study, firstly, empirically analyzed tax return data of hospital industry collected privately. The result showed that the effective tax rate has a significant difference between before and after its enforcement, but the income ratio and the reported income ratio do not have.
Secondly, this paper selected five operators among the samples, and then analyzed their data more deeply. An in-depth analysis on revenue and expense for the selected operators was conducted. Except for the operator who has a very big scale of total revenue among these operators, it was seen that the average of the necessary expense’s ratio of total revenue was reduced in all after implementation of the system. Though the ratio of the main cost in total revenue was different in each operator, the ratio such as salary, vehicle maintenance cost, etc. was reduced after enforcement of the system. The reason of this reduction is that enforcing the system enhanced the verification of labor costs for the spouse and relatives and vehicles for business. Also, it is controlled thoroughly that the evidence of the costs is valid, as a result, accounts such as entertainment expense, advertising cost and commissions were decreased. Ultimately, result of this study showed that the system has an influence on faithfulness of tax return of operators of hospitals and clinics.
This study has some contributions compared with previous studies on the effectiveness of confirmed compliant tax reporting system. First, it was conducted only for hospital industry. Second, the period of empirical analysis was expanded from 2008 to 2013. Third, this study analyzed the difference between pre and post adoption of the system and examined the data deeply.
